About this file

This is a Questions and Answers (Q&A) document addressing clarifications for a federal contract solicitation to procure and install a 135-inch LED wall system for a training room located within a Federal Building under the Department of Justice US Marshals Service. The document contains 37 questions and answers that clarify technical specifications, installation requirements, scope of work, and contractor responsibilities.

Key technical requirements include: a 135-inch diagonal LED wall with minimum 1920x1080p resolution (higher resolution acceptable at no additional cost), mounted on drywall with metal studs at approximately 42-44 inches from the floor, with direct HDMI connectivity to an existing Crestron DMPS3-300-C presentation system. The contractor is responsible for providing and installing the wall mounting system, running all necessary cabling through the existing drop ceiling space, and removing the existing projector while preserving the retractable projector screen. Power requirements can be met by two existing dedicated 120-volt outlets. The LED wall must be TAA-compliant, though this requirement applies only to the panels themselves, not mounting hardware or cabling. Installation includes programming the existing Crestron system and remote control tablet, with the contractor responsible for obtaining any required Crestron licenses. The contractor must also provide structural reinforcement if needed to support the LED wall weight, handle removal and onsite disposal of old cabling, and ensure all staff involved in installation pass a basic background investigation. The manufacturer's standard warranty (minimum 1 year) is required. The solicitation is a Total Small Business set-aside with quotes due September 25, 2026, at 4:00 PM EST, submitted to jessica.barton@usdoj.gov and julie.simpson@usdoj.gov, with optional site visits available on September 23-24, 2026.

Text version

1. What is the nearest viewing distance? To allow the manufacturer to determine the necessary “pixel pitch” Approximately 15 ft.

2. Do you have the original Crestron programming/source files for the DMPS3-300-C and the Crestron touch panel? No.

3. Could you please confirm the required pixel pitch size for the display/LED system? It needs to meet or exceed 1920 x 1080p.

4. Does the current wall have any blocking or just metal studs? Drywall with metal studs.

5. Is this a wall mount system or do we need stand-alone set up? Wall mount system is requested to be provided and installed by the contractor.

6. How high off the floor do you want this mounted? Approximately 42 - 44 inches from the floor.

7. How high are the ceilings from the floor to the drop ceiling? The ceiling is 9 ft. 8 in. tall.

8. What kind of power is near where the wall will be located? There are two dedicated 120-volt outlets available where the LED Wall will be installed.

9. Do you have drawings of the existing system? We are unable to provide drawings of the room or its configuration at this time.

10. Are you running your cables to the video wall or will they be there when it’s time to install? The contractor will be responsible for providing and running all the necessary cables for the new LED Wall.

11. What images are going on the wall? How many images on the wall at the same time? Images will originate from several different sources and will all be sent through the Crestron Presentation System to the LED Wall.

12. How many inputs are to the wall? - One HDMI port is required on the LED Wall; it would be acceptable if the LED Wall had more than one HDMI port.

13. Remove the current projector and cables. Where are the cable runs from the projector to your other end of the equipment? The government will retain possession of the projector once it’s removed, and the existing cable runs from the Creston Presentation System through a wall into space above a drop ceiling to the projector.

14. Is this a secure room and do you need clearances? SOW updated to reflect - the site is within a Federal Building, all contractor staff involved with the installation will need to pass a basic background investigation before being allowed into the space.

15. Resolution vs. Screen Size: The SOW specifies a 135-inch LED wall with a resolution of 1920x1080 (1080p). Given the large 135-inch size, a 1080p resolution will result in a relatively large pixel pitch. Is 1080p a strict requirement, or will the government accept a higher resolution (e.g., 4K) if it provides better image quality for the training room at a comparable or justified cost? Yes, a higher resolution is acceptable at no additional cost.

16. TAA Compliance Scope: The Introduction states the LED Wall must be "TAA Compliant." Does this Trade Agreements Act (TAA) compliance requirement apply only to the LED wall panels, or does it also apply to the wall mounting system, cabling, and any other hardware provided under CLIN 0001? Just the LED Wall

17. Crestron Programming & Licenses: CLIN 0002 requires programming the existing Crestron DMPS3-300-C and the Crestron Remote Control Tablet. Does the government currently possess the necessary Crestron software/licenses for this programming, or must the contractor include the cost of any required Crestron licensing in the quote? SOW updated to reflect - the government owns the Crestron Presentation System and the Crestron Remote Control Tablet. If a Crestron license is needed to connect to these units in order to reprogram them, the contractor would be responsible for providing the license.

18. AV Inputs/Outputs: How many AV input and output ports are currently available or required on the existing Crestron DMPS3-300-C system to support the training room's needs? We want the existing HDMI port currently used for the projector to be reused for the LED Wall.

19. HDMI Compatibility: Does the new 135-inch LED wall need to support direct HDMI cable connections? If so, how many HDMI inputs should be available at the display or controller level, and should the contractor supply specific high-speed HDMI cable for these connections? SOW updated to reflect - Yes, a direct HDMI connection is required from the Crestron controller to the LED Wall. One HDMI port is required on the LED Wall; it would be acceptable if the LED Wall had more than one HDMI port.

20. Wall Structure & Mounting: The SOW requires a wall mounting system for a 135-inch LED wall. What is the current wall construction in the Training Room (e.g., drywall over wood/metal studs, concrete, masonry)? Will the contractor be responsible for providing structural reinforcement (e.g., plywood backing) if the existing wall cannot support the weight of the new LED wall? The construction of the wall is drywall with metal studs; the contractor will be responsible if additional support is required to support the weight.

21. Cabling Pathways: CLIN 0002 requires "running new cabling from Crestron controller to new 135-inch LED Wall." Are there existing, usable conduit/cable pathways between the Crestron rack and the new wall location, or should the contractor include the labor and materials to install new conduit/cable trays? The training room has a drop ceiling with plenty of room to run cabling, conduit is not required. There are no cable trays.

22. Power Requirements: Does the new 135-inch LED wall require new dedicated electrical circuits, or can it be plugged into the existing electrical outlets currently used by the projector? If new electrical work is required, is it in the contractor's scope, or will the government provide an electrician? There should be no need for new electrical circuits, there are several existing dedicated outlets where the LED Wall will be located.

23. Projector Screen Disposition: Section 3, CLIN 0002, Required #4 states: "Complete removal of existing projector, to include unhooking and removal of all cabling from the projector and screen to the Crestron DMPS3-300-C system (projector screen will remain)." Since the new LED wall is a direct-view display that will likely occupy the same physical space as the projector screen, could the government clarify if the projector screen is supposed to be removed? If it is truly remaining, where will it be relocated or stored? SOW has been updated to reflect - the projector screen is retractable and will remain in place, it will not impede the installation of the LED Wall.

24. Disposal of Old Equipment: The SOW requires the "unhooking and removal" of the old projector and cabling. Is the contractor responsible for hauling away and environmentally disposing of the old projector and cables, or should they be staged in a specific area on the 2nd floor for government property disposal? SOW has been updated to reflect - government will retain possession of the projector and screen will remain in place, all other items such as old cabling, etc. can be disposed of onsite in provided dumpsters.

25. CLIN Structure: CLIN 0002 groups Delivery, Installation, and Warranty into a single "Job" (JB) line item. Would the government prefer these to be broken into separate CLINs (e.g., CLIN 0002 for Delivery, CLIN 0003 for Installation/Labor, CLIN 0004 for Warranty) to allow for better pricing visibility and separate government acceptance of hardware vs. labor? The CLIN structure has been updated on the revised SOW.

26. Warranty Term: The SOW asks for a "Standard 1-year warranty." Many commercial LED walls come with a manufacturer’s standard warranty of 3 to 5 years for the panels. Should the contractor quote the manufacturer's standard extended warranty, or strictly limit the proposal to a 1-year warranty as written? Please provide the manufacturer’s standard warranty period, provided that it meets or exceeds the minimum 1yr. manufacturer warranty requested.

27. Do you have the original Crestron programming/source files for the DMPS3-300-C and the Crestron touch panel? No.

28. Could you please confirm the required pixel pitch size (in mm) for the display/LED system? 1920 x 1080p

29. How close is the first person in the room to the wall? Approximately 15 feet.

30. Are we expected to repurpose the existing decoder currently connected to the projector? – I’m not aware of any decoder connected to the projector, the projector is connected via a direct HDMI connection to the Crestron presentation System.

31. Are there any specific requirements for the video wall content, such as multiple sources displayed simultaneously, picture-in-picture, or a single full-screen source? – Single full screen source.

32. Are we responsible for the power of the videowall? There are two dedicated 12120-voltutlets available where the LED Wall will be installed.

33. Does the existing AV rack have space for the UPS? No.

34. The Statement of Work (SOW) specifies a 135-inch LED Wall, could you please confirm the exact required dimensions (preferred length and height) for the screen? 135-inch diagonal

35. Please confirm the installation area and wall will be completely cleared, accessible, and ready for mounting before the installation team arrives. The site is ready.

36. Please provide a clear picture of the back of the existing Crestron DMPS3-300-C, showing the currently connected cables and ports. Photos cannot be provided.

37. Confirmation of how the current video source connects to the Crestron system (e.g., HDMI, DigitalMedia/HDBaseT, or another connection type). HDMI.
