About this file

This is a Questions and Answers document for a USMS solicitation for Narcan/Naloxone kits. The document clarifies that this is a new requirement with no incumbent or existing kits in use. Key details include that the pouch must be ranger green to match the First Spear Strandhogg Plate Carrier, with laser cut MOLLE webbing required on the back for attachment and a pull tab/webbing in front for one-handed opening. The pouch must be purpose-built to hold all contents with one-handed removal capability, though specific dimensions are not prescribed.

The document specifies that complete kits must be directly shipped to requesting USMS offices, including locations in Guam, Puerto Rico, Virgin Islands, Northern Mariana Islands, Alaska, and Hawaii. Generic substitutes for Narcan are acceptable per Section D of the SOW. Two types of restock kits are defined: Restock Kit V1 includes the interior pouch for two-piece designs, while Restock Kit V2 is for one-piece designs or when interior pouch replacement isn't needed. The face shield must be a Laderdal CPR Face Shield (Item #4600000) or equal. The estimated period of performance begins March 15, 2025, though the government is not obligated to make an award.

1. Is there a current make/model/SKU number available for what is currently being used including the Narcan Kit and Replacement Kit, if applicable and available to receive.

A: This is a new requirement, there are no kits currently being used.

2. May I receive the past bid tabulation/proposal of incumbent?

A: New requirement, no incumbent.

3. What's the turn around time for knowing bid winner?

A: The estimated POP begins on 3/15/25 per the announcement. The Government is under no obligation to make an award off this solicitation.

4. Do you know the target quantities that would be distributed under this contract annually? If so, are those quantities going to be arranged on a set delivery schedule or would they be ordered on an as-needed basis?

A. Please see attachments to the Solicitation for information.

5. Would you anticipate your contract-awardee keeping stock available for surge requirements AND/OR would you prefer specific delivery timeframe (ex. 5-7 days or 14-21 days, depending on the task order)?

A. Please see attachments to the Solicitation for information.

6. Do you have a brand or picture of the pouch that is currently being used so that I can find one for comparison?

A. This is a new requirement; no pouch is currently being used.

7. Does the pouch need to be a specific color?

A. Ranger green, match or near match to the color of the First Spear Strandhogg Plate Carrier. (you can find this online for an example of the color)

8. Can a generic substitute for Narcan (with the same formulation and effectiveness) be used in place of the brand-name product?

A. Yes, see Statement of Work, Section D.

9. Is there a preference between drop shipping or direct shipping for the kits to the requesting USMS offices?

A. Complete kits shall be directly shipped to the requesting customer.

10. Section E of the SOW specifies that orders will be shipped to all requesting USMS offices (including Guam, Puerto Rico, Virgin Islands, Northern Mariana Islands, Alaska, and Hawaii) and that shipping costs must be included in the unit price. Should vendors assume these deliveries will be handled as direct shipments to individual locations?

A. Complete kits shall be directly shipped to the requesting customer.

11. Can you confirm the intended distinction between Restock Kit V1 and V2? See question 12 answer.

Specifically:

o Does Restock Kit V1 (500 units) correspond to kits without naloxone, intended to restock the 500 initial kits provided without naloxone?

o Does Restock Kit V2 (3,800 units) correspond to kits with naloxone, gloves, and face shields, intended to restock the 4,000 complete kits with naloxone?

12. Section D describes both Restock Kit V1 and V2 as including naloxone, gloves, and face shields. Could you clarify this overlap?

A. For q11 and q12, Restock Kit V1 includes the interior pouch should the original design be two pieces.

Restock Kit V2 is for either the one piece design or if we do not need the interior pouch replacement.

13. Are there specific guidelines for submitting product samples to ensure alignment with program expectations (e.g., packaging, labeling, or content)?

A. See Attachment 2 – Instructions to Offerors. In particular, Number 6.

14. Confirmation on whether laser cut molle webbing is required on the front of the pouch or only on the back for attachment purposes.

A. Required on the back for attachment.

15. Acceptance of a design with a pull-tab flap on the front and molle straps on the back if laser cut molle webbing is not required on the front.

A. Pull tab or webbing in the front for one handed opening.

16. Is there a ceiling?

A. No

17. Are there specific dimensions for the pouch?

A. No. The pouch shall be the appropriate size, purpose built designed to hold all contents. Pouch must have structure allowing one handed removal and operation of contents.

18. Does the pouch need to have compartments?

A. Pouch must have structure allowing one handed removal and operation of contents. The contractor is responsible for ensuring, in its design, that the pouch meets this requirement. If that is with compartments or not, it is up to the contractor to design the product that provides the users ease of use with one hand.

19. The face shield shall be packaged no larger than 65mmx93mmx2mm, will the following be out of spec? Length: 94mm, Width 7mm?

A. The face shield should be the Laderdal CPR Face Shield (Item number 4600000) or equal. Please review the Laderdal CPR Face Shield specifications for more information.

20. Can we price then just for the 2pack of Naloxone or does the bid have to have all components with the gloves and face shields as well?

A. The prime contractor needs to determine what is to be included in their pricing and submittal package. Read the statement of work and instructions to offerors as well as the RFQ which were all included in the original sam.gov posting. The Government does not assist contractors with their pricing submittals.
