Though the Q&A period has ended, consideration has been given to allow questions # 24 and # 25 to be answered, as these questions/responses are directly related to special threat testing.
Interested parties shall review Amendment No. 0002 for questions and responses # 1-10 and Amendment
No. 0003 for questions and responses # 11-23.
Question # 24: Below is Table 4 from page 46 of NIJ standard 0101.06 which details the P-BFS test requirements for each threat level. As can be seen, the “Special” level does not include details such as the number of shots per sample or the total number of shots required to substantiate that protection level.
Solicitation 15M10419RA4100001 provides the threats and velocities but lacks these other details. Please provide the required shots per plate and total shots required to be included with compliant proposals or identify which other test protocol should be followed as shown in Table 4, page 46 of NIJ standard
0101.06.
USMS Response # 24: At a minimum, the shots per plate and total shots shall be:
M855 = 4 plates (2 conditioned plates / 2 new plate) 6 shots each plate, 24 shots total
7.62mm X 39m MSC, FMJ = 4 plates (2 conditioned plates / 2 new plate) 6 shots each plate, 24 shots total
Question # 25: The NIJ 0101.06 testing protocol for special threats does not define the number of shots per plate or the number of plates required to substantiate special threat protection. We request the
Government provide this detail (shots per plate and number of plates to be tested per special threat) to ensure the testing data we include in our proposal is acceptable to the Government.
USMS Response # 25: See USMS Response # 24.
