The below provides USMS responses for questions 11 through 23. Interested parties shall review Amendment No. 0002 for questions and responses 1-10.

Question # 11: On Page 12, paragraph 1.2 of Part II of the SOW, under Hard Armor Plates, it states:

Must provide independent test lab results using NIJ.06 testing protocol for the following special threats:

• 5.56 mm M855, 62gr., @ 2940 ft/s ± 10 ft/s

• 7.62mm X 39m Mild Steel Core (MSC) Full Metal Jacket (FMJ), 123gr., @ 2340 ft/s ± 10 ft/s

Would the Government define the number of samples to be tested and the number of shots per plate required?

USMS Response # 11: Per the Statement of Work, Part II, paragraph 3.2, please reference NIJ .06 testing protocol for the special threats.

Question # 12: On Page 13, paragraph 3.2 of Part II of the SOW, under Female Concealable Ballistic Panels, it states:

Shall be fully structured (pinned/darted) to specifically fit a female torso to include frontal cups.

Would the government accept fully structured female armor, manufactured with the Princess Cut technique, or is the darting/pinning method of construction mandatory?

USMS Response # 12: The “(pinned/darted)” requirement has been removed. As a result, USMS Specification Sheet, Body Armor Kit Requirements, 3.2 Female Concealable Ballistic Panels has been revised. See attached for revision.

Question # 13: On Page 13, paragraph 3.2 of Part II of the SOW, under Female Concealable Ballistic Panels, it references “Drug Enforcement Administration Ballistic Armor Testing Protocol Certified”

The DEA Ballistic Armor Testing Protocol does not address structured female armor systems, whereas the NIJ 0101.06 Standard has specific procedures for testing structured armor systems to ensure performance of the vest due to the manufacturing techniques such as darting, to structure the cup/bust area. Would the government accept the DEA Ballistic Armor Testing Protocol test reports from the corresponding product lines Male Model to meet the requirement?

USMS Response # 13: Yes, the corresponding male (neutral) model DEA testing will be accepted for the female (structured) model.

Question # 14: CLIN item 0005. Does the Government mean 950 plates or 950 sets (i.e. front and back plate)? Can you please clarify?

USMS Response # 14: We are requesting SETS (i.e. front and back). Pricing schedule has been revised to incorporate the correct unit of issue. See attached for revised pricing schedule.

Question # 15: The 8x10 and 10x12 sized plates are different prices. Can the government provide clarity on the numbers of each that will be required so vendors can provide best pricing?

USMS Response # 15: Historically, the agency is running at a 1:4 ratio (8x10 to 10x12). The pricing schedule has been revised to separate the estimated quantities. See attached for revised pricing schedule.

15M10419RA4100001/0003 Page 3 of 9

Question # 16: Patches – I see the secondary colors of the patches was changed to white for the lettering.

Is the secondary white color the same for the badge patch as well? Or, is there an alternative color that would be requested for that.

USMS Response # 16: USMS Specification Sheet, Body Armor Kit Requirements, 1.4. Patches has been revised to incorporate secondary (lettering) color. See attached for revision.

Proposed patch samples may be submitted in draft form however graphics are required to be presented and approved after award but prior to manufacture and delivery.

Question # 17: Plate Carrier Velcro Loop – I see that the 4”x6” Velcro loop is acceptable on Small and Medium plate carriers only. While this would be a possibility for a company to have two different front loop setups based on the sizing of the vest, most companies would opt for the same setup regardless of the size of the vest. Knowing this, allowing only the 4”x6” loop on the smaller carrier wouldn’t really matter as companies would want to be as efficient as possible and opt for the size loop that would accommodate all sizes. However, if a company were to want to offer the two sizes of Velcro loop depending on the plate carrier size is it going to be modified as the other specifications were changed in the actual specification sheet? Or is the response to the original question good enough?

USMS Response # 17: In response to this question, USMS Specification Sheet, USMS Body Armor Kit Requirements, 1.0 Load-bearing vest (tactical carrier), 1.3 Plate carrier, and 3.3 Concealable armor carriers have been revised. See attached for revision.

Question # 18: Please clarify whether offerors should providing pricing for the 10x12 or the 8x10 plate for CLINs 0005, 1005, 2005, 3005, 4005. Pricing for these plates are different because of their different size. As currently written, pricing could be for either the 10x12 or 8x10 plate.

USMS Response # 18: Historically, the agency is running at a 1:4 ratio (8x10 to 10x12). The pricing schedule has been revised to separate the estimated quantities. See attached for revised pricing schedule.

Question # 19: Can you elaborate on the preferred test method/armor sample condition to determine aerial density and thickness of the 12”x12” panel, in particular:

· With stitching or without

· Is the heat seal included in weight?

· What is the tolerance for the 12”x12” sample?

· Are ASTM weights acceptable?

USMS Response # 19: USMS Specification Sheet, Body Armor Kit Requirements, 3.1 and 3.2.

Concealable Ballistic Panels (Male and Female) has been revised. See attached for revision.

Question # 20: Does the level III+ plate have to be NIJ .06 Compliant or Certified (listed on the CPL)?

USMS Response # 20: USMS Specification Sheet, Body Armor Kit Requirements, 1.2. Plates has been revised. See attached for revision.

Question # 21: Is there a specified number of rounds per plate required for the special threats testing?

USMS Response # 21: Please refer to USMS Response # 11.

Question # 22: Regarding the additional armor components listed as neck, shoulder, and groin. Does this include Bicep (upper arm), collar and throat, and trapezius armor for the shoulder? Are samples of these items required to be submitted with the CLIN 0001 Load-Bearing Vest sample?

15M10419RA4100001/0003 Page 4 of 9

• The vest system must be a modular system allowing for the attachment of pouches or other elements to the vest. To include additional armor components such as, but not limited to neck, shoulder and groin protection.

USMS Response # 22: Additional armor component (ie, neck, shoulder and groin protection) samples are not required with your proposed sample for CLIN 0001.

Question # 23: Can multiple product options be submitted for each CLIN?

USMS Response # 23: In accordance with FAR 52.212-1(e), Instructions to Offerors – Commercial Items (Jan 2017), offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
