ATTENTION: Offerors are highly encouraged to read the solicitation in its entirety and provide their best proposal for body armor.

Question # 1 - 1.0 Load Bearing Vest - Comment: Typically with a BALC cut tactical carrier the way the armor overlaps on the sides having a quick access panel on the rear of the carrier doesn’t make as much sense as having one on a plate carrier. While it can still be done this wouldn’t provide as much value as you would hope on a carrier like this.

USMS Response #1: In accordance with the Specification Sheet, USMS Body Armor Kit Requirements, specifically Section 1.0 Load-Bearing Vest (Tactical Carrier), the vest system must have a quick access panel on the rear of the carrier for access to the cummerbund adjustments.

The Specification Sheet, USMS Body Armor Kit Requirements, Section 1.3 Plate Carriers has been revised incorporate a quick access panel on the back of the plate carrier. See attached for revision.

Question # 2: For the 1”x4” IR Strip it doesn’t indicate if this has to be hard sewn into the drag handle, or if the drag handle had Velcro sewn on it and then a 1”x4” IR patch was supplied if that would still suffice. The later would be the best option for those cases in which a bad guy would have NVGs and you don’t want to light up the Deputies with having hard sewn IR in the drag handle. However, if it was hard sewn in they could use tape or something else to cover it up as well. But a little more clarity on that would be great, or if you all are open to however someone does it then you can leave it as is.

USMS Response # 2: The IR strip shall be sewn on, integrated into, or Velcro can be used to secure the strip to the drag handle of the Load- Bearing Vest (Tactical Carrier) and Plate Carrier.

Question # 3: 1.2 Plates - Question: Operator Cut is not an official term for a shape of a ballistic plate. Is there a preference between SAPI Cut and Shooter Cut?

USMS Response # 3: In accordance with the Specification Sheet, USMS Body Armor Kit Requirements, specifically Section 1.2 Plates, the Shooter (operator) Cut is what we are requesting. Though ASTM does not have an official document for terminology on ballistic plates, the most widely used terms are Shooter

(operator) Cut and Swimmer Cut: Shooters Cut is rectangle with top corners cut off to allow better arm movement and weapon shouldering, while swimmers cut is an exaggerated version of the shooters cut removing more upper material. Specification sheet has been revised to included “Shooter”. See attached for revision.

Question # 4: 1.3 Plate Carrier - For the 4”x9” Velcro pile for the upper chest area of the carrier for placard. Would a shorter length Velcro pile option be acceptable? For instance if someone could do

4”x6” you could raise the Velcro loop higher on the plate carrier in between the strap attachment points of the shoulder area and thus would provide better visibility for the placards when used. Having it lower to accommodate the area needed for 4”x9” Velcro pile often times gets in the way when the individual utilizes magazines on the front of their vest. If this verbiage was changed to allow any size Velcro on the front of the vest to accommodate placards you all would be able to choose which works the best for your agency.

USMS Response # 4: In accordance with the Specification Sheet, USMS Body Armor Kit Requirement, specification Section 1.3 Plate Carrier, we are requesting a 4”x 9” Velcro pile on the upper chest and upper back of the carrier for placards. The 4”x6” will be accepted on medium and small vest only.

15M10419RA4100001/0002 Page 3 of 8

Question # 5 - 1.4 Patches - There is no indication as to the secondary color needed on the patches, so is there a preferred colorway? For example the wording “U.S. MARSHAL” for the first 3”x8” rectangular patch, the way it currently is written the entire patch to include the words could be Ranger Green in color and be in compliance. Likewise, are there any need for the patches to have IR or Photoluminescent capabilities? If, offered would this be penalized over a single colored text option?

USMS Response # 5: The secondary (lettering) color shall be white for the patches. No need for IR or photo-luminescent capabilities on the patches. Specification sheet has been revised and is attached.

Question # 6: I am hoping to get clarification on CLIN 3 and the Concealable vest (White).

Are the USMS looking for a vest or a Concealable shirt that where IIIA+ panels can be placed?

USMS Response # 6: In accordance with the Specification Sheet, USMS Body Armor Requirements, specifically Section 3.3 Concealable Armor Carriers, two (2) concealable Armor Carriers are being requested; one (1) White in color and one (1) Ranger Green in color. Both are concealable carriers, where the IIIA ballistic panels can be installed.

Question # 7: In regards to the above mentioned Solicitation, my superiors wanted me to reach out to confirm if the bidders needed to quote all the line items to be considered or not. We would only want to quote the ballistic plate and carrier portion of the bid as we produce those products.

USMS Response # 7: Interested parties shall provide a proposal for all line items. Partial proposals will not be accepted.

Question # 8: This USMS armor solicitation has been designated UNRESTRICTED however it’s still limited to 500 employees? It seems contradictory. If the intent is to let large businesses participate by being unrestricted, they still cannot participate based on the 500 employees which is basically a set aside.

USMS Response # 8: This is an UNRESTRICTED solicitation. As such, this solicitation is “full and open”, whereas all responsible sources, including large businesses, are permitted to compete.

Though the solicitation is UNRESTRICTED, the North American Industry Classification System (NAICS) code and size standard utilized in the solicitation is applicable. See solicitation provisions, specifically

FAR 52.212-3, Offerors Representations and Certifications – Commercial Items (NOV 2017).

Question # 9: On page 17 of the SOW, Proposed Sample Submission Requirements: No size is specified for Items 1-4. Is a particular size required?

USMS Response # 9: Medium sized items are preferred for the sample submissions.

Question # 10: On page 17 of the SOW, Proposed Sample Submission Requirements: Item # 8

(Pouches/Accessories) indicates that there are 4 different types, but section 1.5 of the SOW only indicates

3 different types of pouches are required under this requirement. Please clarify submission requirements for pouch and accessory samples.

USMS Response # 10: In accordance with Specification Sheet, USMS Body Armor Requirements, specifically Section 1.5 Pouches/Accessories, the following is being requested:

Two each Rifle/Handgun Combo Mag Pouch o M-4 Mag compatible and Glock 17/19/21/22/23 Mag compatible pouch

One each single handcuff pouch

15M10419RA4100001/0002 Page 4 of 8

One each Radio Pouch o Fits the Motorola APX7000

As such and in accordance with Part IV – Instructions to Offerors, B. Proposed Sample Submission

Requirements, interested offerors shall submit four (4) pouches/accessories as part of their proposed sample.
