SOLICITATION QUESTION & ANSWER DOCUMENT

Solicitation Number: 15JUST26Q00000012, Title: Junk Removal and Workstation Disassembly Services Agency: U.S. Department of Justice, U.S. Trustee Program (USTP) Posting Date: September 4, 2026, Updated: September 11, 2026

INTRODUCTION

This Questions & Answers (Q&A) document is provided in connection with Solicitation 15JUST26Q00000012, issued by the U.S. Trustee Program (USTP) for junk removal, workstation disassembly, and associated removal services in San Francisco, CA, with an optional requirement in San Jose, CA. All information below is provided solely for clarification and does not modify the solicitation unless formally amended.

Offerors are reminded to review all attachments, including the Performance Work Statement (PWS), full-text DOJ clauses (Attachment A), space inventories (Attachments C & D), and RFI documentation Attachment E).

QUESTIONS & ANSWERS

1. The inventory for the San Francisco office (Attachment C) lists a 4-drawer safe, a separate 500+ lb fire safe, and numerous file cabinets in the file room and case file room. Could you confirm whether these cabinets and safes are currently empty, or whether they still contain documents/records? This materially affects the handling and disposition plan our subcontractor would need to follow.

Answer: All cabinets, safes, and other storage units will be fully emptied by USTP staff prior to contractor removal.

2. Clause 52.237-1 references a site visit in San Francisco during September 11-14, 2026, but PWS

Section 10.1 states a site visit "may be impractical due to limited on-site staffing and potential vendor crowding" and that photos may be provided instead. Could you confirm whether this site visit is actually taking place, and if so, how to register to attend?

Answer: A site visit is confirmed for Monday, September 14, 2026, from 10:00–11:00 a.m. (local time). All vendors who requested attendance have been registered through the USTP Security Office. If there are any changes, the Government will issue an update or amendment on SAM.gov. The visit will be conducted in small groups to ensure security compliance and avoid crowding.

Solicitation No. 15JUST26Q00000012 Attachment F Q&A Page 2 of 11

3. The space inventories list a large number of file cabinets, shelving, a safe, a fire safe, and IT equipment including racks and towers. Will these items be emptied of all contents by the Government prior to removal, or should offerors assume that some items may still contain sensitive data or material at the time of pickup?

Answer: USTP staff will empty all shelving, filing cabinets, safes, and IT racks/towers prior to contractor removal.

4. If any items may contain sensitive data or material, does the requirement include certified destruction, media sanitization, or chain-of-custody documentation beyond the completion checklist described in the PWS?

Answer: No items requiring removal will contain sensitive material. Certified destruction, media sanitization, or chain-of-custody documentation is not required beyond the completion checklist in the PWS.

5. Site Visit – Exact Date, Time, RSVP, and Access Requirements The solicitation references a San Francisco site-visit period of September 11–14, 2026, while the PWS also notes that a site visit may be impractical due to limited on-site staffing and potential vendor crowding.

Could you please confirm:

• The exact available site-visit date(s) and time(s)

• Whether an appointment or RSVP is required

• The RSVP deadline

• Required attendee information

• Required identification

• Security/access requirements

• Meeting location

• Whether subcontractor representatives may attend on behalf of the prime contractor

• Whether there are any additional instructions for accessing the Federal facility, loading dock, or freight elevator

Answer: Please refer to the response provided in Question #2 for all site-visit details, including date, time, and registration requirements.

Solicitation No. 15JUST26Q00000012 Attachment F Q&A Page 3 of 11

8. Fire Safe and Other Safes

The PWS identifies a fire safe weighing more than 500 pounds, and the inventory also references other safe-related items.

• Whether the safes will be empty prior to removal? Answer: Yes, the safes will be emptied.

• Whether all files, records, documents, valuables, or sensitive contents will be removed by the

Government before contractor handling? Answer: Yes, see Q&A #1.

Answer: There is one fire safe that needs to be disposed.

• Are there any special security or property-disposition requirements for the safes? Answer: No

9. Disposition / Delivery Destination of Removed Property

The PWS states that authorized items are to be removed and disposed of or recycled; however, I do not see a specific delivery destination identified.

Could you please confirm whether the contractor may transport all authorized disposable property to an appropriate lawful commercial disposal or recycling facility, or whether any items must instead be:

• Retained by the Government

• Delivered to another Federal location

• Transferred to another office

• Reused or salvaged

• Processed through a Government recycling program

• Handled through a specific Federal property-disposition process

• Delivered to a designated warehouse, recycler, or other destination

If any items require delivery or transfer rather than disposal, please provide the applicable destination and handling instructions.

Answer: The contractor shall transport all authorized disposable property to a lawful commercial disposal or recycling facility in accordance with applicable federal, state, and local laws.

• Whether there are any items the contractor must specifically avoid removing until separately released by Government personnel? Answer: No

11. San Jose Office Size Discrepancy

The PWS describes the optional San Jose office as approximately 4,500 square feet, while the preliminary San Jose inventory states approximately 4,000 square feet.

Could you please confirm the correct approximate square footage for pricing purposes?

Answer: The approximate square footage of the San Jose office for pricing purposes is 4,000 square feet.

12. Optional San Jose Pricing / Final Inventory

Because the San Jose inventory is identified as preliminary, could you please confirm whether the Government expects the current San Jose option price to remain firm even if the final inventory changes, or whether an adjustment/repricing mechanism would be available if the final inventory materially differs from the preliminary list?

Answer: The Government reasonably expects the preliminary San Jose inventory to reflect the final items requiring removal. The San Jose option must be offered as a firm-fixed-price CLIN.

13. Contingency Junk Removal – 8 Labor Hours

The solicitation includes an optional contingency junk-removal requirement estimated at 8 labor hours.

Could you please clarify:

• Whether the 8 hours represents one worker for 8 hours or total labor-hours across all workers? Answer: This is total labor-hours among all workers.

• Whether transportation, truck/equipment use, disposal fees, and supervision are expected to be included in the hourly rate? Answer: Yes, the contingency junk removal is for when services are needed above the established firm-fixed price.

• Whether contingency work could occur at either San Francisco or San Jose? Answer: The contingency work could occur at either San Francisco or San Jose.

• Whether the contingency work must be performed during the same established performance windows? Answer: The contingency work is an option that can be exercised as needed. It is intended for work that goes beyond established performance windows.

14. Additional Days / Extended Hours

The PWS states that additional days or extended hours require advance Contracting Officer approval.

Solicitation No. 15JUST26Q00000012 Attachment F Q&A Page 6 of 11

Could you please confirm whether the San Francisco work is expected to be fully completed on Saturday, October 3, 2026, between 8:00 AM and 5:00 PM local time, and whether the contractor should price on the assumption that the disclosed inventory is intended to be completed within that single-day window?

Answer: Yes. The San Francisco requirement is expected to be completed on Saturday, October 3, 2026.

Offerors should base pricing on completing the listed inventory within that single day.

15. Security / Escort Requirements

Could you please confirm:

• Whether all contractor personnel will remain escorted at all times? Answer: Yes

• Whether Public Trust or background investigations are required for escorted personnel?

17. Final Inventory / Removal Authorization

To avoid unauthorized removal of Federal property, could you please confirm whether Government personnel will conduct a final walk-through or provide a final approved removal list before the contractor begins hauling items from the facility?

Answer: The list provided is the correct list. USTP employees will be present and can walk the space with the contractor prior to the start of removal and at the end. This will ensure property condition prior to any work.

18. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Solicitation No. 15JUST26Q00000012 Attachment F Q&A Page 7 of 11

59. I saw that the solicitation references a San Francisco site visit between September 11 and September 14. Could you please clarify the process for attending the site visit? Specifically, may an interested vendor or subcontractor stop by the facility during that window after registering as a building visitor, or does the visit need to be scheduled in advance with USTP personnel? Answer:

See Q&A #2 regarding the site visit. An interested vendor or subcontractor may not stop by the facility during September 11 through 14th. Site visit requests have been tracked by USTP and interested companies have been placed on a list to be escorted on September 14th.
