The solicitation concerns debt collection services, primarily for private consumers whose debts arise from federal loan programs, with most existing unsecured debts (particularly student loans) already carrying judgments, though future referrals will likely require litigation to obtain judgments and liens. Offerors must adhere strictly to the Fair Debt Collection Practices Act (FDCPA) for all communications and must use the government's Consolidated Debt Collection System (CDCS) and Unified Financial Management System (UFMS) for invoicing and payment processing, with Pay.gov utilized for incoming electronic payments. Pricing must follow the provided Price Proposal Template with fixed unit rates for specified line items; no deviations or alternate fee structures are permitted. There are no subcontracting requirements for small or disadvantaged businesses. The department has expressed satisfaction with current contractor performance, and incumbent accounts will be transitioned to successful new vendors at contract start-up.
