MINIMUM QUALIFICATION REQUIREMENTS

FOR CONTRACTOR PERSONNEL, TABLES B-2, B-3, B-4

Contract and Project Management

Lead Project Manager - 0001

(a) Responsibilities/Duties. The Lead Project Manager is a senior level Project Manager with responsibilities for coordinating the efforts of several Project Managers, either on one mammoth project, or for large numbers of projects typically at a Document Center. The Lead Project Manager will usually work out of a Government-funded Document Center, although there may be situations in which the Lead Project Manager works out of a Contractor-provided facility. Extraordinarily large, multi-facility "Document Centers" may require more than one such Lead Project Manager; small Document Centers may not require any Lead Project Managers. The Lead Project Manager generally reports directly to the Division Contract Director or to a Deputy. The Lead Project Manager directs and coordinates all Document Center resources, including subordinate Project Manager staff and other staff resources. In Document Centers which support more than one case, the Lead Project Manager must carry his/her own caseload, in addition to performing lead/coordinating duties. In addition to Project Manager responsibilities, as described below under Project Manager, the Lead Project Manager consults with the COR and Government Case Managers concerning overall Document Center operations, scheduling, work assignments, staffing, progress reporting, security, etc. The Lead Project Manager is responsible for overall quality assurance and timeliness of delivery for all work performed out of the Document Center. The Lead Project Manager also performs overall coordinating functions with other Contractor components.

(b) Qualifications. At least six years of progressively more responsible experience in major litigation support projects, including at least one year of Project Manager experience or equivalent. Demonstrated ability to manage numerous complex and time-critical litigation support activities simultaneously, including technical/data processing support activities and cases involving e-discover. Demonstrated ability to interact with attorneys on complex support activities. Requires expert knowledge of litigation support; outstanding writing skills; outstanding oral communication skills; outstanding management skills. Strong technical background as demonstrated through user level knowledge of eDiscovery tools and data management. Demonstrated working knowledge of the Government’s and Contractor’s IT environment in which the work is to be performed, as well as Contractor’s “standard solutions” for eDiscovery, e.g., Clearwell, Relativity, etc. Must be able to anticipate litigation support needs and develop and execute detailed plans for addressing needs. Requires knowledge of the Government's data processing environment in which the work is to be performed, including office automation networks, PC-based databases and other applications, and internet and server-based databases and other applications, such as Oracle, Relativity or other document review platform, Trial Director, etc. Should have knowledge of the Government’s office and network environment, including but not limited to, word processing, spreadsheet, imaging, and hardware systems. Undergraduate degree required. Law degree, advanced technical certification, or other pertinent graduate degree valued. Substantial significant experience may in some cases be substituted for degree requirement.

Project Manager - 0002

(a) Responsibilities/Duties. The Project Manager is the Contractor manager with primary responsibility for all support provided to a particular case. Project Managers will generally be responsible for more than one active case at a time; a caseload of six to ten "moderately active, moderately-sized" cases will be typical, with several of the cases possibly in the discovery and/or document review stage, one case in trial, several in the deposition preparation/witness binder stage, etc. Extremely large or active cases may reduce the number of other cases handled by a Project Manager. In mammoth cases, involving, for example, more than 10 million pages, more than one Project Manager may be assigned to a case. The Project Manager is the Government's primary point of contact for all support for the case. The Project Manager will have frequent contact with the COR, Government Case Managers, trial attorneys, client agency staff, and sometimes even opposing counsel. The Project Manager is responsible for planning and managing all support for the case, including monitoring work flow, progress reporting, identifying and assigning staff, budget development and tracking, coordinating technical/data processing and eDiscovery support, and obtaining other required resources. Performs an active quality assurance role to ensure high quality work delivered on time. Ensures that proper security is maintained overall project materials, in accordance with Department security procedures. Coordinates with other Contractor components to deliver project support. When operating out of a Document Center, the Project Manager's work may be subject to coordination or direction by the Lead Project Manager.

(b) Qualifications. At least four years of progressively more responsible supervisory and management experience on major litigation support projects, including proven capabilities and communication skills to successfully interact with clients and attorneys. Demonstrated ability to manage numerous complex and time-critical litigation support activities simultaneously, including technical/data processing and eDiscovery support activities. Requires expert knowledge of litigation support; outstanding writing skills; excellent oral communication skills; and excellent management skills. Must be able to anticipate litigation support needs and develop and execute detailed plans for addressing those needs. Requires knowledge of the Government's data processing environment in which the work is to be performed, including office automation networks, PC-based databases and other applications, and internet and server-based databases and other applications, such as but not limited to Oracle, Relativity or other document review platform, and Trial Director. Familiarity with ESI tools and knowledge of eDiscovery procedures and resources required. Should be an expert user of the Government's office and network environment, including but not limited to, word processing, spreadsheet, imaging, and hardware and document review platforms. Undergraduate degree required. Law degree, advanced technical certification, or other pertinent graduate degree preferred. Substantial significant experience may in some cases be substituted for degree requirement.

Project Supervisor - 0003

(a) Responsibilities/Duties. Works under the direction of the Project Manager. For very large cases, may be directly responsible for all work in a major task area. For example, on a case involving document discovery of millions of pages, a Project Supervisor may be responsible for all document discovery/document collection activities for the case. For a case involving an out of town trial, a Project Supervisor may be the individual in charge of the out of town trial support center. Alternatively, may assist several Project Managers on a multitude of smaller cases simultaneously. For example, the Project Supervisor may be responsible for oversight of responsive/privilege review in one case, while simultaneously overseeing production of witness binders in another. Requires direct supervision of a variety of Contractor staff, including clerical staff and first line supervisors. May require frequent contact with Government COR, Case Managers, trial attorneys, client agency staff, etc., as well as with other Contractor components.

(b) Qualifications. At least two years of progressively more responsible experience on major litigation support projects, including at least one year of supervisory experience, including proven capabilities and communication skills to successfully interact with clients and attorneys. Demonstrated ability to oversee and coordinate numerous complex and time-critical litigation support activities simultaneously, including technical/data processing support and eDiscovery activities. Requires in-depth knowledge of litigation support; excellent writing skills; and excellent oral communication skills. Must be able to anticipate litigation support needs and develop and execute detailed plans for addressing needs. Requires hands-on familiarity with the Government's office and network environment, including but not limited to, data processing environments, including office automation networks, PC-based databases and other applications, and internet and server-based databases and other applications, such as Oracle, Relativity or other document review platforms, Trial Director, etc. Familiarity with eDiscovery tools and knowledge of eDiscovery procedures and resources required. Should be an expert user of the Government's office and network environment, including but not limited to, word processing, spreadsheet, imaging, and hardware systems. Familiarity with ESI tools and knowledge of eDiscovery procedures and resources required. Undergraduate degree required. Law degree, technical certification, or other pertinent graduate degree preferred. Paralegal experience helpful. Substantial significant experience may in some cases be substituted for degree requirement.

The personnel listed below, and described in the following section, will provide much of the support for the litigation support applications used by the DOJ litigating divisions. The Government views the relative levels of seniority across these other positions as follows (although specific skills will obviously be different for the different groups):

User Support Specialist

Electronic Data and Document Acquisition EDiscovery Project Coordinator - 0004

(a) Responsibilities/Duties. The eDiscovery Project Coordinator is a senior level position and is responsible for coordinating technical aspects such as assisting with strategic and legal aspects for all assigned projects and matters involving electronic discovery. Serves as the primary point of contact throughout the discovery lifecycle, applying in-depth knowledge and experience to provide expert consultation and advice on technology and best practices. Consults with case teams to effectively develop and apply technical strategies, requirements and goals in order to develop and implement project plans, including data collection, processing, document review, document production and trial. Acts as the primary point of contact and liaison for electronic discovery issues between the legal team and the contractor(s) to ensure proper communication between the parties. Advises legal team on technology options to respond to specific discovery needs including but not limited to recommendations for products to perform early case assessment, document search, and document reviews in the most efficient, timely, and cost effective manner. Participates in legal proceedings, i.e. 26(f) conferences, prepares affidavits, and testifies as to the defensibility of the government’s eDiscovery process. Ensures standard procedures for electronic discovery and litigation support projects are consistently applied across the life of the case. Develops cost estimates and advises on maximizing efficiencies and cost reductions. Oversees the creation of statistical reports providing information on collection, filtering, processing, review and productions. Delegates appropriate workflow tasks, including data management, constructing search queries, processing, production and quality control. Coordinates efforts of others in response to discovery requests and provides regular reports and metrics as to the status of each phase of the project. Stays abreast of emerging electronic discovery litigation support technology and processes. Maintains current knowledge of available software applications and in area(s) of expertise. Conducts regular briefings on new technology and process improvements with regard to electronic discovery.

(b) Qualifications. Minimum 5 years’ experience providing eDiscovery services and litigation support on complex and large cases involving complex eDiscovery challenges. Must have demonstrated exceptional written and verbal communication skills. Must possess detailed planning and organizational skills and have a thorough understanding of the Electronic Discovery Reference Model (EDRM); especially data collection, review, analytics and production. Candidate must possess solid, broad knowledge of Information Technology infrastructures including networks and other sources of data. Prior knowledge and experience managing eDiscovery projects and related technologies required. Advanced experience planning eDiscovery efforts, managing client expectations, and working with clients to minimize their risk exposure. Must be proficient in a wide range of technologies and be knowledgeable as to eDiscovery industry “best practices” including an understanding of multiple tools and processes associated with large scale complex eDiscovery response. Must establish compliance with all directives for secured handling of documents. Must have proven ability to work in a fast-paced production environment while maintaining proper priorities and scheduling on extremely tight deadlines. Must work as part of a team be able to manage complex relationships with all stakeholders. Must be well organized, a strong communicator, detail oriented, demonstrate good judgment, be confident working independently. Undergraduate degree and graduate degrees strongly preferred along with eDiscovery related technical certifications. Certification in eDiscovery program preferred. Substantial relevant experience may in some cases be substituted for degree requirement.

Forensic Analyst II - 0005

(a) Responsibilities/Duties. Functions in a lead capacity assuming responsibilities as a technical specialist. Duties include: case assignment, case management, scene management, and other similar duties of a first line supervisor. Operates at a senior-level, applying industry accepted digital forensic principles in acquiring, collecting, preserving, and processing structured and unstructured data per established industry best practices and laboratory procedures and protocols. Responsible for managing digital forensics examinations through the entire lifecycle (case planning, intake, acquisition, examination, analysis, extraction, presentation, disposition, and expert witness testimony). Provides identification and seizure support, forensic data acquisition/imaging; forensically-sound and non-forensic collection/capture of electronically stored information (ESI) from innumerable file structures and sources (i.e., Windows, MAC, Linux, and Unix-based desktop/laptop computer systems, servers to include Exchange, Database, Files Shares, and cloud-based email and storage; mobile devices and tablets (all operating systems), drones, and related digital storage media. Uses vast knowledge and experience of a wide variety of advanced computer and mobile technologies and forensic theories to conduct full forensic examinations/analyses to include processing of allocated and unallocated space and file slack, data carving, and conducting timeline, Internet history, and registry analyses with the goal of developing forensically sound evidence. Responsible for performing large-scale digital forensic examinations to include collection in a live client-server environment utilizing validated remote forensic software. Recovers data and correlates information, prepares clear and comprehensive notes and reports of findings, and provides oral and written communications to legal staff concerning results of examinations to include legal declarations as well as expert witness testimony at trial for investigations and litigations. Utilizes industry accepted forensic and non-forensic tools such as EnCase, FTK, Harvester, Cellebrite UFED, and NUIX. Researches and maintains proficiency in tools, techniques, and trends. As a digital forensics expert, serves as a source of technical counsel and advice for forensic collection/processing activities. Acts as a source of reference for junior analysts and technicians and possesses the ability to lead forensic investigations in the field. Reviews and approves reports, notes, and case files of junior analysts and technicians. Collaborates with other forensic analysts and technicians, law enforcement officers, and legal experts to identify methods and procedures for recovery, preservation, and presentation of computer evidence. Provides technical guidance and assistance to legal staff while ensuring that proper precautions are taken in the preservation and prevention of spoliation of electronic evidence. Complies with standards, policies, and procedures established for the forensics laboratory including accreditation requirements, supplements, criteria, and interpretations as it applies to digital evidence. May supervise a team of digital forensic analysts

(b) Qualifications. Undergraduate degree in Digital Forensic Science, Computer Science/Engineering, Computer Information Systems, Mathematics, Criminal Justice, or a related field; preferred a Master’s degree in Digital Forensic Science, Computer Science/Engineering, Computer Information Systems, Mathematics, Criminal Justice, or a related field and 7 to 10 years’ current digital forensics collection and processing experience is required. The Contracting Officer may consider 10 years of current industry related Digital Forensics experience as a substitute for degree. Must possess and maintain at least 2 of the following certifications: CompTIA™ A+; CompTIA™ Network+, CompTIA™ Server+ Certification; or IACIS® Certified Forensic Computer Examiner (CFCE), ISFCE Certified Computer Examiner (CCE), or similar non-vendor specific certification; or EnCase® Certified Examiner (EnCE), AccessData Certified Examiner (ACE), Cellebrite Certified Mobile Examiner (CCME) Certification (CCME), or similar vendor specific certifications. Must possess extensive enterprise level experience conducting digital forensics collections and processing across a variety of operating systems and hardware and software architectures (e.g., computers, mobile devices, file share, email, and database servers, and cloud-based storage). Must have demonstrated senior-level experience in the use of industry standard forensic tools such as EnCase® Forensic and Enterprise Editions, Forensic Toolkit®, NUIX Investigator, Cellebrite UFED, etc. and be able to articulate the processes being conducted by these forensic tools. Must have demonstrated working knowledge of LAN/WAN/MAN network environments. Must have demonstrated experience in dead box, live and hybrid data acquisition methodologies. Must have demonstrated experience in the forensic, forensically sound, and non-forensic collection and processing of a wide variety of enterprise e-mail and database systems such as Exchange, Lotus, SQL, Oracle, etc., archiving systems, and backup systems. Must have demonstrated experience in the manual reconstruction of a RAID array. Must have demonstrated working experience in the processing of large data volumes. Must have demonstrated working knowledge of and ability to apply the Federal Rules of Evidence (FRE) as they apply to electronic evidence as well as demonstrated experience in applying these rules to the framework of an investigation or litigation. Must have demonstrated experience testifying and taking testimony in a civil, criminal, regulatory or administrative proceeding. Must have demonstrated strong project management skills with the ability to multitask and manage several projects at one time. Moderate travel is required.

Forensic Analyst I - 0006

(a) Responsibilities/Duties. Operates at a mid-level, applying industry accepted digital forensic principles in acquiring, collecting, preserving, and processing structured and unstructured data per established industry best practices and laboratory procedures and protocols. Responsible for working digital forensics examinations through the data acquisition, examination, presentation and disposition phases. Provides identification and seizure support, forensic data acquisition/imaging; forensically-sound and non-forensic collection/capture of electronically stored information (ESI) from some file structures and sources (i.e., Windows, MAC-based desktop/laptop computer systems, files share servers and cloud-based storage; mobile devices and tablets (Android, iOS, Windows, and Blackberry operating systems), and related digital storage media. Uses knowledge and experience of a limited variety of computer and mobile technologies and forensic theories to conduct partial forensic examinations that includes processing of allocated space, scripted recovery of deleted files, and conducting Internet history analyses with the goal of developing forensically sound evidence. Responsible for performing medium-scale digital forensic examinations to include collection of file shares in a live client-server environment utilizing validated forensic software. Recovers data and correlates information, prepares clear and comprehensive notes and reports of findings, and provides oral and written communications to legal staff concerning results of examinations to include legal declarations for investigations and litigations. Utilizes industry accepted forensic and non-forensic tools such as EnCase, FTK, Harvester, Cellebrite UFED, and NUIX. Researches and maintains proficiency in tools, techniques, and trends. As an experienced digital forensics examiner, serves as a source of technical counsel and advice for junior analysts and technicians and possesses the ability to lead forensic investigations in the field. Reviews and approves reports, notes, and case files of junior technicians. Collaborates with other forensic analysts and technicians, law enforcement officers, and legal experts to recommend methods and procedures for recovery, preservation, and presentation of computer evidence. Provides technical guidance and assistance to legal staff while ensuring that proper precautions are taken in the preservation and prevention of spoliation of electronic evidence. Complies with standards, policies, and procedures established for the forensics laboratory including accreditation requirements, supplements, criteria, and interpretations as it applies to digital evidence.

(b) Qualifications. Undergraduate degree in Digital Forensic Science, Computer Science/Engineering, Computer Information Systems, Mathematics, Criminal Justice, or a related field and 4 to 7 years current digital forensics collection and processing experience is required; The Contracting Officer may consider 5 years of current industry related Digital Forensics experience as a substitute for degree. Must possess and maintain at least 1 of the following certifications: CompTIA™ A+, CompTIA™ Network+, CompTIA™ Server+ certification; or IACIS® Certified Forensic Computer Examiner (CFCE), ISFCE Certified Computer Examiner (CCE) , or similar non-vendor specific certification; or EnCase® Certified Examiner (EnCE), AccessData Certified Examiner (ACE), Cellebrite Certified Mobile Examiner (CCME) Certification (CCME), or similar vendor specific certification. Must possess experience in forensics collections and processing across Windows and Mac operating systems and related hardware and software architectures (e.g., computers, mobile devices, file share servers). Must have demonstrated mid-level experience in the use of forensic tools such as EnCase® Forensic and Enterprise Editions, Forensic Toolkit®, NUIX Investigator, Cellebrite UFED, etc. and be able to articulate, in detail, the processes being conducted by these forensic tools. Must have knowledge of LAN/WAN/MAN network environments. Must have demonstrated experience in dead box, live, and hybrid data acquisition methodologies. Must have demonstrated experience in the automated reconstruction of a RAID array. Must have experience processing medium data volumes. Must have demonstrated working knowledge of and ability to apply the Federal Rules of Evidence (FRE) as they apply to electronic evidence as well as demonstrated experience in applying these rules to the framework of an investigation or litigation. Must have demonstrated experience preparing affidavits and declarations. Must have demonstrated ability to multitask and manage several projects at any given time. Moderate travel required.

Forensic Technician - 0007

(a) Responsibilities/Duties. An entry level technician position expected to work under direct supervision to provide forensic data acquisition, collection/capture of electronically stored information (ESI), and seizure of Windows-based desktop/laptop computer systems, mobile devices, and related digital storage media, documentation and reporting for investigations and litigations or digital evidence handling, preservation, and storage. Responsible for working non- complex digital forensics examinations through the data acquisition, examination, and disposition phases under direct supervision. Uses knowledge and experience of Windows-based computer technologies and forensic theories to conduct forensic examinations with the goal of developing forensically sound evidence. Utilizes industry accepted forensic tools such as EnCase, FTK, and Cellebrite. Prepares clear and comprehensive notes and reports of findings. Provides written communications concerning results of examinations. Ensures proper precautions are taken in the preservation and prevention of spoliation of electronic evidence.

(b) Qualifications. High School Diploma or equivalent required, preferred currently enrolled in college courses in Digital Forensic Science, Computer Science/ Engineering, Computer Information Systems, Mathematics, Criminal Justice, or a related field and one or more years work experience in computer hardware, network administration, or cyber-crime investigations. Must able to attain at least 1 of the following certifications: EnCase® Certified Examiner (EnCE), AccessData Certified Examiner (ACE), Cellebrite Certified Mobile Examiner (CCME) Certification (CCME), or similar vendor specific certification within 12 months of hiring. Experience in forensic data collection and processing of Windows-based desktop and laptop computer systems. Must be able to use forensic tools such as EnCase® Forensic, Forensic Toolkit®, Cellebrite UFED, etc. under supervision. Must have demonstrated experience in dead box data acquisition methodologies. Must be able to perform entry-level data collection and processing under direct supervision. Must knowledge of the Federal Rules of Evidence (FRE) as they apply to electronic evidence. Must be able to prepare affidavits and declarations under direct supervision. Must have ability to manage 1 collection or processing project at a time. Moderate travel required.

Electronic Data Processing

ALS Lab Manager - 0008

(a) Responsibilities/Duties. Serves as the lead manager responsible for delivery of lab data processing services. Primarily ensures timely and accurate completion of tasks. Performs analysis, development and implementation of processing approaches for electronic files and related services pursuant to applicable ESI specifications. Consults with attorneys and support staff on best practices for conforming to ESI specifications and, as required, participates in teleconferences with co-counsel, client agencies, and opposing counsel upon attorney request. Responsible for ensuring that incoming productions are made pursuant to the applicable ESI specifications and when deficiencies are found, provides case attorney with detailed notice of deficiencies. Responsible for keeping the COR informed on activities in the Lab, e.g. deadlines, technical challenges, and availability of resources to complete work. Responsible for webhosting support for unsupported cases managed by the lab. Manages a team of eDiscovery professionals situated in a client-site eDiscovery laboratory, including: scheduling, requirements assessments, assigning work and ensuring deadlines are met, creating progress reports, and Quality Control (QC) of deliverables. Advises Department of Justice attorneys, paralegals, and case managers on all phases of the Electronic Discovery Reference Model (EDRM); especially: Data Collection, Processing, Hosting, Review, Analytics, and Production.

(b) Qualifications. At least five years of experience at the management/supervisory level. Requires thorough knowledge of the litigation discovery process, and the EDRM workflow. Working knowledge and certifications of document review software such as iConect, Relativity, Venio or similar tools. Senior Data Specialist – 0009

(a) Responsibilities/Duties. This is a senior level position operating under the direction of more senior Contractor IT staff. Provides oversight functions for Data Specialists performing file manipulation, loading, conversion services, exports, and productions and quality checks of loads and exports. Develops, evaluates and modifies methodologies and procedures for manipulating files for use with COTS products and litigation support applications. Performs quality assurance of all EFP services. Responsible for ensuring that incoming productions are made pursuant to the applicable ESI specifications and when deficiencies are found, provides EFP Manager with detailed notice of deficiencies.

Recommends process improvement to ensure high quality, timely and cost-effective methods are utilized.

(b) Qualifications. Requires knowledge of litigation discovery process, and the Electronic Discovery Reference Model (EDRM) workflow. Knowledge of Government’s IT environment, including office automation networks, PC and server based applications preferred. Working knowledge of personal computers, including Windows, document review software, and encryption methods. Experience with LAW, IPRO, Relativity or other document processing platform. Familiarity with ICONECT, Relativity, MS Office Suite, and West LiveNote valued. Data Specialist II - 0010

(a) Responsibilities/Duties. This is a mid-level position operating under the direction of more senior Contractor IT staff. Performs file manipulation, loading, conversion services, database indexing, and quality checks of loads. Develops, evaluates and modifies methodologies and procedures for manipulating files for use with COTS products and litigation support applications. Responsible for ensuring that incoming productions are made pursuant to the applicable ESI specifications and when deficiencies are found, provides Senior Data Specialist with detailed notice of deficiencies. Performs advanced tasks related to exporting data from contractor and DOJ databases, including: identifying data for export, confirming redactions and other markups, ensuring that exports comply with applicable ESI specifications, and quality check of exported data.

(b) Qualifications. Requires knowledge of litigation discovery process, and the Electronic Discovery Reference Model (EDRM) workflow. Knowledge of Government’s IT environment, including office automation networks, PC and server based applications preferred. Data Specialist I - 0011

(a) Responsibilities/Duties. This is an entry level position under the supervision of a Senior Data Specialist or data processing manager. Performs loading, conversion services, and database indexing. Creates and modifies files for upload into COTS products and performs individual file conversion in support of electronic file processing. Must be able to ensure the accuracy of data loading, manipulation, and conversion by performing and documenting quality and accuracy checks. Performs basic tasks related to exporting data from contractor and DOJ databases.

(b) Qualifications. This is an entry level position. Requires some experience with the applications actually being supported. Knowledge of file manipulation applications and experience with LAW, IPRO, ICONECT, and Relativity, is extremely helpful. Knowledge of Government’s IT environment, including office automation networks, PC and server based applications very helpful. Undergraduate degree preferred; preferably in the computer science or information management/technology fields. Technical certification valued.

Document Coder - 0012

(a) Responsibilities/Duties. Extracts bibliographic and/or subjective information from documents, invoices, phone records or other source material and records the extracted information onto a DCF or directly inputs the information into a data entry screen.

(b) Qualifications. High school diploma or GED certificate required. Undergraduate degree preferred. Must have demonstrated ability to analyze documents to extract appropriate level of information. Must have typing skills and familiarity with office automation systems, especially data entry programs. Must be detail oriented and must understand oral and written instructions, and follow instructions explicitly and consistently.

Data Entry Technician - 0013

(a) Responsibilities/Duties. Enters data into variety of computer systems. Enters data in prescribed format for subsequent processing. Reviews error messages and makes corrections during data entry. Maintains operating records. Logs and controls documents.

(b) Qualifications. One to two (1-2) years of general data entry experience to include experience operating an alphanumeric keyboard. Experience in a litigation support environment preferred. Must have high school diploma or GED certificate. Must have experience operating a variety of office automation equipment and personal computers. Must have ability to work independently and be detail oriented.

Scanner Operator – CFE - 0014

(a) Responsibilities/Duties. Operates digital image scanning equipment to capture images and generate associated OCR text. Under this CLIN, the Contractor must provide use of Contractor-owned equipment, as well as any necessary supplies, as part of the CLIN rate. Follows established scanning and quality control procedures in producing digital files in specified format for further processing. May be required to prepare documents for scanning (including determining logical breaks and unitization of hard copy documents) by disassembling prior to scanning and reassembling afterward. May be required to record file-level information and physical attachment information during the scanning process. Performs routine maintenance on relevant equipment. Maintains scanning and task logs as well as equipment maintenance logs.

(b) Qualifications. One year experience working with image scanning and conversion equipment, including hands-on experience with the specific equipment being used. Must be able to set up, operate, and perform routine maintenance on these machines. Attention to detail extremely important. Ability to produce high quality work under adverse conditions and time pressures extremely important. Previous litigation support experience highly valued. Good oral and written communication skills needed. Undergraduate degree preferred.

Systems Analysis

Systems Manager - 0015

(a) Responsibilities/Duties. Manager responsible for all technical aspects of very large litigation support projects, particularly those with unique and/or complex requirements. For example, for reasons of security, or location, or because of specialized software requirements or telecommunications access needs, some litigation support projects may require establishing a separate, dedicated local area network, with a dedicated database server. Other litigation may require setting up specialized databases or customized applications for analyzing litigation case data. Appropriately skilled support staff may need to be dedicated to the maintenance of these systems. In such instances, the Government may order the services of a Systems Manager to manage all of these resources for the project, from equipment, to staffing, to coordination and interconnection with other already existing systems. The Systems Manager typically reports to the contractor’s Senior Technical Manager or to the contractor’s Deputy Division Director for the project. The Systems Manager must take a very proactive, leadership role in managing the technical aspects of the project, including actively coordinating with a variety of Government representatives, other contractors, and other project and Contractor components, anticipating problems, hiring and training staff, etc. Manages user help desk support, system and user documentation, system and user training. Oversees development of configuration management, risk analysis, and disaster recovery solutions, particularly for web hosted litigation data. Ensures that system and data security are adequately implemented and enforced. Consults with the government COR COR regarding scheduling of work, personnel assignments, priorities and progress reporting; plans, staffs, schedules, and develops cost estimates for work to be performed; and reports on progress. Directs and supervises staff; ensures conformance to functional requirements, technical design, and work standards; ensures successful completion of work, timeliness of deliverables, and quality control.

(b) Qualifications. This is a very senior level position, and candidates must demonstrate substantial, in-depth skills and experience specific to the requirements of the system. For example, if the system involves a Sun Solaris Oracle application, to be made available across the JCON network, this individual would need to have at least three years of hands-on experience in actually doing the work of setting up Sun servers, and in installing, running, and maintaining Oracle applications, in a large scale office automation network. Other systems and installations will require different sets of skills: Windows based systems will require more specific hands-on experience setting up and running those systems and applications; browser based systems will require extensive hands-on experience setting up and maintaining browser based applications. At least several years of first line management experience will also be required. Experience in implementing user support help desks extremely helpful; experience developing and deploying new applications to an established user group extremely helpful. Experience in a litigation support environment would be extremely helpful, as would be hands-on experience in a Windows office automation environment such as JCON. Excellent oral and written communication skills are required. Trial support experience a plus. In all cases, management skills, systems analysis and leadership skills, and communications skills will be extremely important. Undergraduate degree strongly preferred; preferably in the computer science or information management/technology disciplines. Graduate degree in computer science or information management/technology preferred. Managerial experience required.

Senior Systems Analyst - 0016

(a) Responsibilities/Duties. Typically reports to Contractor IT Manager, to Systems Manager, or to Lead Project Manager. Consults with COR, Government Case Managers, and trial attorneys as to system requirements and proposed technical approach to IT needs. Based on information gathered from such consultations, determines system and project requirements. Based on definition of system requirements, designs entire system to meet those requirements. On smaller projects, may perform entire range of technical support, including program validations and testing, etc. Performs systems evaluations. Makes presentations of findings, recommendations, and specifications in formal reports and in oral presentations. Also consults with COR regarding task orders, scheduling of work, personnel assignments, priorities and progress reporting; plans, staffs, schedules and develops cost estimates for work to be performed under task orders. Reports on contract and task order progress. Directs and supervises personnel assigned to perform on task orders, ensuring conformance to work standards and ensuring that the technical design conforms to functional requirements. Ensures successful completion of work, timeliness of deliverables, and quality control. Prepares system/technical documentation. Works under configuration management plan. Performs and supervises the technical aspects of the tasks. Organizes and conducts user training sessions on systems developed. Prepares training material and training manuals on systems developed.

(b) Qualifications. This is a senior level technical position, often the most senior level technical position for all work for a particular DOJ component. Must demonstrate substantial, hands-on, successful experience in actually doing the work on the systems being used, usually at least five years of such experience. Other systems environments will require other specific sets of skills. Requires broad knowledge of the Government's IT environments, including office automation networks, and PC and server based databases and applications. Experience in a litigation support environment extremely helpful. Excellent oral and written communication skills are required. Supervisory experience very strongly preferred. Ability to lead a technical team, and to give it direction, will be very important, as will the demonstrated ability to analyze the attorneys' needs, and to design and implement a whole system solution responsive to those needs. Undergraduate degree strongly preferred; preferably in the computer science or information management/technology disciplines.

Systems Analyst - 0017

(a) Responsibilities/Duties. May work directly with Government staff and/or under the direction of the Contract IT Manager, Systems Manager, Senior Systems Analyst, or Lead Project Manager. Based on information gathered from the COR, Government Case Managers, and trial staff, defines system and project requirements. Designs entire system to meet defined requirements. Works out the details of functional and design requirements, systems design, programming specifications, data elements, data validation specifications, data capture mechanisms, and data conversion procedures through discussions with Government staff and own superiors. Translates the functional requirements into systems designs suitable for development of appropriate computer programs. Tests software, including preparation and use of sample data for testing purposes. Makes presentations of findings, recommendations, and specifications in formal reports and in oral presentations. Develops systems documentation required in the task orders. Consults with Government staff and with other Contractor staff to assure understanding of task objectives, identifies problems and suggests improvements. Provides technical expertise, direction and supervision to lower level personnel. May sometimes function as a technical supervisor or team leader for a project. Reports on progress to Government staff and to superiors. Provides user and technical documentation and training for systems developed.

(b) Qualifications. Must demonstrate substantial, hands-on, successful experience in actually doing the work on the systems being used, usually at least three years of such experience. For example, if the work requires setting up interconnected Oracle databases in a UNIX environment, the Systems Analyst must have substantial experience in actually doing the work of setting up Oracle databases in a UNIX environment, including designing, implementing, troubleshooting, populating, maintaining, documenting, and training users on such systems. Other systems environments and specific project requirements will call for other specific sets of technical skills. Must demonstrate ability to analyze system requirements and translate those requirements into a coherent system design. Requires broad knowledge of the Government's IT environments, including office automation networks, and PC and server based databases and applications. Supervisory or team leader experience very useful. Requires excellent oral and written communication skills. Experience in automated litigation support very helpful. Undergraduate degree strongly preferred; preferably in the computer science or information management/technology disciplines.

Technical Analyst -0018

(a) Responsibilities/Duties: The Technical Analyst is a very senior professional with outstanding or unique skills and analytic abilities, particularly with respect to specific application software, operating systems, or technologies. The Technical Analyst consults with Contractor and Government management to solve complex litigation support requirements. If required by the litigation and approved by the COR, the analyst will make recommendations for technical solutions including applications development, applications maintenance, documentation, quality assurance and user support; provides technical advice, supervision, and guidance to the contractor support team; evaluates programs in terms of efficiency, effectiveness, quality and interoperability with client systems; evaluates software and hardware requirements along with short and long range planning, including systems integration solutions and telecommunications requirements; translates advanced concepts into practical and effective solutions using structured techniques to define requirements; and develops feasible alternatives and estimates costs of implementation. Makes presentations of findings, recommendations, and specifications in formal reports and oral presentations to a variety of audiences, including non-technical personnel. May be required to perform supervisory or managerial duties.

(b) Qualifications. This is a very senior, high-level technical position. At least five years of specific, hands-on experience actually doing work described in the preceding section is usually expected. Candidates must demonstrate mastery level skills designing, implementing, and troubleshooting applications, and making use of the software or technology for which consulting services are required. For example, if a project involves a large-scale Oracle application in a Unix environment, the candidate will have to have had five or more years’ experience developing large-scale Oracle applications employing and integrating a variety of Oracle products, features, and capabilities, such as Oracle Forms and Reports, Oracle Internet Developer Suite, and PL/SQL functions and procedures, together with user exits to other programs, and interactions with operating system shell scripts. Other applications will require other sets of skills and competencies. It is extremely important that candidates demonstrate a successful history of difficult and complex problem-solving with respect to the appropriate systems. Excellent oral and written communications skills required. Litigation support experience helpful. Undergraduate degree strongly preferred; preferably in the computer science or information management/technology disciplines.
