ATTACHMENT (B.2)

Costing Scenarios for the International Asset Recovery Support Services Solicitation

For proposal pricing purposes only, Offerors shall assume the four pricing scenarios specified below, which are indicative of the types of services that may be required under the scope of this contract.[footnoteRef:1] For each scenario, Offerors will be required to complete the mandatory Unit Price Tables to indicate the fully-burdened hourly rates, and fixed multipliers/Other Direct Costs (ODCs) proposed to meet the specified requirements. See Pricing Model/Tables, Attachment B.1. [1: The Government is in no way obligated to issue task orders for the types of work described in the scenarios below.]

Scenario 1 The US Government has custody of a Gulfstream jet in a country where the US has diplomatic treaty rights. The aircraft is approximately three (3) years old and has received all regular maintenance. Contract support is required to:

(a) Inspect the aircraft.

(b) Condition the aircraft for flight, assuming $12,000 in repair parts.

(c) Fly the aircraft approximately 7,000 miles to the United States. Assume fuel prices as of December 1, 2017.

Offerors shall assume domestic disposition of the aircraft will be handled by the United States Marshals Service (USMS) under a separate task order, and as such disposition activities are not included in this scenario. Offerors shall assume a three week period of performance for this scenario.

Scenario 2 The US Government has custody of one-hundred (100) horses on a ranch in the Dominican Republic. The horses are valued at a total of $2.7 million and disposition is required within 120 calendar days. Contract support is required to:

(a) Feed, shelter, and provide medical care for the horses. By way of example and not limitation, this may include in-country veterinary analysis; provision of medicine and inoculations; stable fees and rent; and provision of food and water.

(b) Appraise the horses.

(c) Market and auction the horses. The Offeror shall consider notification and publication costs; viewing and auction house fees; and auction website fees. Offerors shall assume auction commission fees/title transfers totaling 4% of sales.

Scenario 3 The US Government has seized five (5) parcels of real estate located in a former Soviet Republic where the US has diplomatic treaty rights. All five parcels consist of land in excess of 25 acres and include a mix of physical structures such as houses and outbuildings. Contract support services, including translation services where required, are needed to analyze, appraise, and maintain the properties. The properties are not adjacent but are located within a four (4) mile radius of each other. Offerors shall assume that disposition of the property will be handled under a separate task order and, as such, disposition activities are not included in this scenario. Specifically, contract support is required to:

(a) Evaluate the land records of each property as well as country-specific real estate laws and regulations.

(b) Analyze and appraise each property, including land and any physical structures.

(c) Maintain the working structures of each property.

(d) Manage utility payments, taxes, and liens on the properties.

Offerors shall assume that all tasks listed above shall be completed within one year of when the task order is issued.

Scenario 4 The US Government is currently pursuing litigation to seize a parcel of land in a remote portion of the Dominican Republic. This action will require in-country foreign law expertise to file appeal interventions and other pleadings and to appear at hearings to defend the US Government’s interest in the Dominican court(s). Offerors shall assume that disposition of the property will be handled under a separate task order and, as such, disposition activities are not included in this scenario. Further, this action requires:

(a) Expert witnesses and other case-level support.

(b) Records examination

(c) Financial analysis

(d) Link analysis

(e) Translation support

(f) Document/discovery management

(g) Pre-restraint title examination

(h) Asset valuations

(i) Ownership analysis

(j) Legal analysis of local laws impacting ownership

(k) Transferability and preservation of rights such as grandfathered use, intellectual, and other intangible property rights

(l) Provision of written or oral testimony about the condition or volume of items consigned to the Contractor

(m) Real estate appraisal or provision of market-comparable data

(n) Marketing property for disposition For this scenario, Offerors shall assume a one-year period of performance and a requirement for 240 hours of legal-related services and 440 hours of other consulting-related services in addition to the resources required for property appraisal, marketing, etc. Offerors shall account for at least one site visit to perform management or quality control and shall assume additional, case-specific insurance coverage, at a cost of $4,192, is required for this task order.
