STATEMENT OF OBJECTIVES (SOO)

SOCIAL MEDIA MANAGER

Background

The United States Attorney’s Office for the Southern District of Texas (USAO- SDTX) serves one of the Nation’s largest federal law enforcement and judicial districts, covering approximately 10 million people across 43 counties and 44,000 square miles. The Office is headquartered in Houston and operates branch offices in Galveston, Victoria, Corpus Christi, Brownsville, McAllen, and Laredo.

The U.S. Attorney for the Southern District of Texas leads USAO-SDTX and is the District’s chief federal law enforcement officer and the lawyer representing the United States Government. His priorities are as follows:

• Enhance public safety: reduce the violence that flows from gangs, recidivists, drug and human traffickers, and those with no respect for human life.

• Destroy transnational criminal and foreign terrorist organizations: hunt down cartels and other criminal enterprises that deal in drugs, women and children, weapons, and illegal aliens, and smoke out their networks of bosses, money launderers, stash houses, suppliers, and allies.

• Defend American sovereignty: secure our border and help deport and punish illegal aliens, whose very existence on American soil is criminal; protect the integrity of our elections; guard our institutions against foreign interference.

• Eradicate public corruption: hold accountable those in power who betray public trust through bribery, procurement or grant fraud, election crimes, and abuse of office.

• Protect the American taxpayer against fraud: ensure that taxpayer dollars are used only for their lawful intended purpose by prosecuting those who fraudulently steal funds or rig systems related to federal benefits, government contracts, natural disasters, and immigration.

The Office fulfills these priorities dozens of times each day through its investigative, law enforcement, litigation, and prosecutorial work. To effectively communicate those efforts and accomplishments to the public—and thereby strengthen public confidence in the Office’s federal law enforcement mission and deter future criminal conduct—the Office seeks professional digital content services.

Position Sought

USAO-SDTX seeks to contract with an individual or public relations firm to provide professional digital content, social media, photography, videography, graphic design, and creative media services. The individual designated to perform these services will be referred to throughout this Statement of Objectives as the Social Media Manager.

The objective of these services is to develop and execute a proactive, professional, and effective digital communications and content strategy that communicates the Office’s law enforcement activities, priorities, cases, and accomplishments to the public through the Office’s official digital and social media channels and other appropriate online platforms.

The Digital Content Manager will be responsible for developing compelling, timely, and visually effective digital content that accurately reflects the work of USAO-SDTX and effectively communicates the Office’s mission and accomplishments to the public.

Place of Performance

The Digital Content Manager may perform services remotely or from USAO-SDTX office space, as determined in consultation with the U.S. Attorney and the USAO-SDTX Communications Director.

The Digital Content Manager must be available to attend in-person meetings, press events, press conferences, significant law enforcement operations, case announcements, community events, and other events when the nature of the assignment requires physical presence.

Because significant law enforcement and prosecutorial developments may occur on short notice, the Digital Content Manager should be reasonably available to respond to time-sensitive assignments and breaking news events.

Duties and Responsibilities

The Digital Content Manager’s duties and responsibilities include, but are not limited to:

• Developing and executing a comprehensive digital content strategy for USAO-SDTX that advances the Office’s priorities and effectively communicates significant investigations, prosecutions, enforcement actions, litigation, public safety initiatives, and other accomplishments to the public.

• Managing the Office’s official social media and digital platforms, including developing, drafting, scheduling, publishing, and monitoring content across platforms utilized by USAO-SDTX. The Digital Content Manager should continuously evaluate emerging digital platforms and communications practices and recommend appropriate opportunities for the Office to expand its digital reach.

• Creating original photo and video content, including photography, videography, interviews, short-form video, event coverage, behind-the-scenes content, graphics, and other visual media designed for digital distribution. The Digital Content Manager should be capable of independently capturing, editing, and producing high-quality content in both planned and rapidly developing circumstances.

• Producing short-form, social-media-optimized video content, including video clips, reels, interviews, event recaps, case announcements, public-service messaging, and other compelling visual content suitable for distribution across multiple digital platforms.

• Developing written and visual content packages for significant USAO-SDTX cases, investigations, enforcement actions, announcements, events, and initiatives, including captions, graphics, photographs, video, infographics, and other materials that can be distributed across multiple platforms.

• Maintaining an editorial and content calendar that identifies upcoming cases, announcements, events, campaigns, anniversaries, significant law enforcement developments, and other opportunities for proactive digital communications.

• Identifying opportunities for proactive content creation by monitoring the activities of USAO-SDTX, its law enforcement partners, and matters of significant public interest and bringing those opportunities to the attention of the U.S. Attorney and Communications Director.

• Supporting major press conferences and public events by providing photography, videography, livestreaming or other digital production support, real-time social media coverage, rapid-turnaround content, and post-event media packages, as appropriate.

• Developing rapid-response digital content for breaking news, significant arrests, indictments, prosecutions, sentencings, seizures, law enforcement operations, and other time-sensitive developments, subject to appropriate review and approval.

• Creating graphics and visual communications materials, including social media graphics, informational graphics, charts, maps, digital cards, event materials, and other visual assets that make complex law enforcement and legal information understandable and compelling to a general audience.

• Maintaining an organized digital media library of photographs, video footage, graphics, logos, templates, and other approved content assets, with appropriate organization and preservation of materials for future use.

• Analyzing digital performance and audience engagement, including monitoring views, impressions, reach, engagement, follower growth, video performance, traffic, and other appropriate metrics, and using those findings to improve the Office’s digital communications strategy.

• Providing regular reports and recommendations to the U.S. Attorney and Communications Director concerning digital performance, audience trends, successful content, underperforming content, emerging platforms, and opportunities to increase the reach and effectiveness of USAO-SDTX communications.

• Coordinating closely with the Press Secretary to ensure that digital content and traditional media relations efforts support one another and present a consistent, accurate, and effective public message.

• Coordinating, as appropriate, with Department of Justice personnel and communications personnel from federal, state, and local law enforcement agencies on digital content relating to joint investigations, prosecutions, enforcement actions, public announcements, and other matters involving multiple agencies.

• Advising the U.S. Attorney and Communications Director on digital communications strategy, including content opportunities, visual presentation, platform strategy, audience engagement, emerging communications trends, and the appropriate use of digital media to advance the Office’s mission.

Content Standards and Coordination

The Digital Content Manager shall ensure that all content created or distributed on behalf of USAO-SDTX is accurate, professional, timely, and consistent with the mission and priorities of the Office.

All content shall be subject to appropriate review and approval procedures established by the U.S. Attorney and Communications Director. The Digital Content Manager shall not independently release confidential, sensitive, nonpublic, or otherwise restricted information.

All services shall be performed in accordance with applicable Department of Justice policies, USAO-SDTX policies and procedures, federal law, and applicable confidentiality, privacy, information-security, records-retention, and information-handling requirements.

The Digital Content Manager will report to the USAO-SDTX Communications Director and will work closely and continuously with the U.S. Attorney, Press Secretary, and other designated USAO-SDTX personnel.

Desired Outcomes

Through the services provided under this Statement of Objectives, USAO-SDTX seeks to:

1. Increase the public visibility and understanding of the Office’s federal law enforcement mission and accomplishments.

2. Create a consistent, professional, and recognizable digital presence for USAO-SDTX across its official platforms.

3. Rapidly communicate significant law enforcement and prosecutorial developments to the public through compelling and accurate digital content.

4. Increase the reach and engagement of USAO-SDTX communications among audiences throughout the Southern District of Texas and nationally.

5. Build a substantial library of high-quality photographic, video, graphic, and other digital assets documenting the work of the Office.

6. Use measurable digital performance data to continuously improve the effectiveness of the Office’s communications and maximize the public impact of significant cases, investigations, enforcement actions, and initiatives.
