About this file
This document is a Questions and Answers document from Request for Information (RFI) 15JA0527N00000007 issued by the U.S. Attorney's Office (USAO) for communications services support.
The Government seeks contractor support for communications work under a Communications Director, with an estimated commitment of 10-15 hours per week on a non-full-time basis. Contractors may service additional clients simultaneously. Work will be ongoing with constant, high-volume deliverables including daily posts, videos, press events, and reports. Personnel are not required to reside in the Houston area and may work remotely from anywhere; travel to other district locations will be minimal and reimbursed separately by the USAO. The Government will provide equipment and software including computers, cameras, audio and lighting equipment, and editing and design software, though contractors may also utilize their own resources. Evening, weekend, and on-call availability is expected, as is standard in the communications industry. Vendors may submit proposals addressing one or both roles, and relevant experience and work samples may be provided through proposed key personnel or teaming partners. This is a new requirement with no incumbent contractor. All contractor personnel must undergo a National Crime Information Center (NCIC) background check prior to contract award.

Questions/Answers from the RFI 15JA0527N00000007
1. Does the Government anticipate two dedicated, full-time personnel working under the Communications Director, or a broader communications services arrangement with additional contractor production and management support? They are not full-time. These are not 40-hour a week jobs. The contractors we hire will likely have other clients they service.
2. What are the anticipated weekly hours, period of performance, and start date? Will evening, weekend, or on-call availability be expected? Maybe 10-15 hours a week.
Work and on call at all hours (people in this industry are used to that.
3. Will the Government provide computers, cameras, audio and lighting equipment, editing and design software, and other necessary production tools? If not, what must the contractor furnish? Correct, but they can use our stuff like the nice cameras and lighting etc.
3. Is there an anticipated volume or frequency for posts, videos, press events, reports, and other deliverables? Constant, lots, daily.
4. Must personnel reside in the Houston area? How frequently is travel to other district locations anticipated, and will authorize travel be reimbursed separately? They don’t have to live in Houston; they can live anywhere. Minimal travel, which the USAO will reimburse.
5. May relevant experience and work samples be provided through proposed key personnel or a teaming partner? Yes.
6. Is this a new requirement or a follow-on to an existing contract? If a follow-on, could you provide the incumbent contractor’s name and contract number, and confirm whether personnel currently fill these roles? This is a new requirement.
7. May vendors respond for one role, or must the response address both? Both.
8. Are there specific security clearance or background-check requirements for contractor personnel? Yes, a NCIC will be done on each individual working on the contract.
