About this file
This document is a Questions and Answers (Q&A) response regarding a federal court reporting contract opportunity with the U.S. Attorney's Office (USAO) for the Eastern District. The incumbent vendor is Free State Reporting, currently holding contract number 15JA05-20-D-00000251 with an award value of $382,800.00. The contract requires court reporting services including grand jury proceedings and depositions across multiple locations: Sherman, Plano, and Beaumont, with services potentially awarded to multiple vendors based on Technical Evaluation Panel recommendations and distributed by location or proceeding type.
Services required include regular transcripts for grand jury proceedings and depositions, with the Government clarifying that condensed transcripts, keyword indexing, and additional copies are not bundled into the regular transcript unit price and should not be anticipated as separate deliverables unless included on the pricing schedule. The Government indicated that not all grand jury proceedings are transcribed (only when needed for trial), but all depositions are transcribed. Texas Notary commission is preferred but not required for assigned reporters; if not held, vendors must arrange for notarization. Critical performance priorities identified are staffing reliability, accuracy, and turnaround time. Cancellation fees apply only to completely cancelled grand jury sessions, not partial cancellations mid-session. The quote submission deadline was extended from March 9, 2026 to March 10, 2026.

1. Who is the current vendor(s)? Free State Reporting o What is their contract number? 15JA05-20-D-00000251 o What is their contract value? Value at award $382,800.00 o What are their prices? Not able to disclose vendor pricing
2. If an award is given to multiple vendors, how will the work be distributed? That will depend on the TEP recommendation for award, could be by location or grand jury and deposition.
3. Given the multiple locations spread throughout the Eastern District, what is the anticipated frequency of "alternative locations" outside the primary Sherman, Plano, and Beaumont sites? Grand juries are held at the same location listed unless emergency or unforeseeable circumstances changes that. Depositions are typically held at the office locations or by VTC depending on requirement.
4. The pricing schedule includes Beaumont as a location, but the SOW does not list a Beaumont courthouse for grand jury proceedings or depositions. Please confirm these services are required in Beaumont. Yes, SOW updated with address.
5. The Statement of Work defines requirements for condensed transcripts, keyword indexing, and additional copies. However, these are not listed as individual CLINs in the Pricing Schedule. Can the Government clarify if these services should be bundled into the 'Regular Transcript' unit price, or will the Pricing Schedule be amended to include specific line items for these deliverables? These are not bundled into the Regular Transcript service, only those deliverables on the Price Schedule should be anticipated.
6. What is the expected average number of pages per witness or per session? This is a case by case basis, the USAO does not have this calculation.
7. Are all Grand Jury proceedings transcribed? If not, what is the percentage of proceedings that are transcribed? No, the USAO does not order transcripts for every proceeding unless needed for trial. We do not have this percentage available.
8. Are all depositions transcribed? If not, what is the percentage of depositions that are transcribed? Yes, all transcribed.
9. Is it a mandatory requirement that every reporter assigned to this contract holds a valid Texas Notary commission? Preferred, but not required. If they do not, they will need to be able to find someone who does.
10. What is the historical average notice for deposition scheduling? The USAO does not have this calculation.
11. For grand jury sessions that run multiple consecutive days, if a cancellation occurs mid-session (e.g., day two of a three-day panel), does the cancellation fee apply to the remaining days? No, only if completely cancelled.
12. Does the Government have any priorities for improving performance compared to past contracts (e.g., turnaround speeds, accuracy, staffing reliability)? Staffing reliability, accuracy and turnaround time are critical.
13. Would the Contracting Officer consider extending the quote submission deadline beyond March 9, 2026 to allow offerors adequate time to prepare a complete and competitive response? RQS has been modded to close March 10.
