About this file

This is a Justification and Approval (J&A) document for other than full and open competition under 41 U.S.C. 3304(a)(X), prepared by the Federal Bureau of Investigation's National Acquisition Programs Unit (NAPU) on behalf of the Evidence Response Team Unit (ERTU), Laboratory Division (FFD).

The FBI seeks to establish a new, brand-name-specific, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for equipment, supplies, and services beginning July 2026. The contract includes a one-year base period with four optional one-year extension periods and a possible six-month extension. The requirement will be posted on SAM.gov as a partial brand-name, open market solicitation to allow authorized resellers to demonstrate capability. The supplies and services required include calibration and repair of TopCon Total Station Equipment, GeoSlam/Faro SLAM LiDAR Equipment, software licenses acquisition, perpetual software license maintenance, and equipment and supplies. The FBI requires these specific brand platforms—TopCon, Faro, Wingtra, and Emlid equipment—due to the critical need for 2mm accuracy in crime scene documentation and the technical standardization necessary across FBI units. The vendor must be located within 100 miles of the Laboratory Division headquarters, maintain manufacturer-approved calibration and repair facilities, provide 24/7/365 technical support for warranty equipment, and employ manufacturer-trained and certified personnel. Brand-specific components including TopCon TR-111 Robotic Tribrach, TopCon Robotic Pole, TopCon Prism, and TopCon BDC72 Li-Ion Battery must be procured on a brand-name-only basis. Market research confirmed that TopCon, Faro, Wingtra, and Emlid equipment meet or exceed hardware performance requirements for forensic documentation. The anticipated contract value ceiling is redacted, and fair and reasonable pricing will be determined prior to award in accordance with FAR 12.204(a).
