Performance Work Statement

Cable Installation Support Service (CISS)

7/5/2022

PART 1

GENERAL INFORMATION

1.0 General

This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.

1.1 Description of Services/Introduction

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Cable Installation and Supply Services as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract.

1.2 Background

The Federal Bureau of Investigation conducts its domestic operations out of approximately 500 facilities located throughout the United States. The maintenance and upkeep of many facilities require that periodic refresh/refurbishment or the construction of new workspaces occur. As part of these refurbishment or construction efforts, the FBI upgrades facilities related infrastructure such as telephones, computers, furniture, utilities, etc. This solicitation is in direct support of the upgrades to the FBI’s facilities infrastructure, specifically related to structured data and telecommunications networks. During any given fiscal year, the FBI’s Finance and Facilities Division (FFD), Technology Deployment Unit (TDU) will execute approximately 50 individual space related, facilities improvement projects, each requiring structured network cabling support. In addition, this solicitation is for full-time-equivalent (FTE) on-site operation and maintenance (O&M) support for FBIHQ and off sites within a 150-mile radius. This will also include FTE O&M support for the Huntsville Redstone Arsenal Complex, Quantico Marine Base, and the Critical Incident Response Group (CIRG) sites.

1.3 Objectives

The objective of this contract is to provide installation services for data network, telephone, and low voltage/security electronics cabling in support of upgrades to the FBI’s facilities infrastructure, specifically related to structured data and telecommunications networks, to meet current and future FBI operational requirements.

1.4 Scope

Contractor shall perform a range of services intended to provide FBI facilities with bundled network cabling, CATV/CCTV cabling, low-voltage security electronics cabling, and telephone communications cabling. Contractor will also provide support for the design, implementation, and verification of test results for physical layer cable plant, as well as demolition and on-site quality assurance services incidental to new construction projects at FBI facilities.

1.5 Contract Performance Information

1.5.1 Hours of Operation: Work hours may vary for each worksite/location and shall be discussed during the Kick-off meeting. Target work hours are 7:30am to 4:00pm Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

1.5.2 Place of Performance: The work to be performed under this contract will be performed at the following core locations, but could require work at seventeen (17) different geographic locations at any given time:

· FBIHQ

· FBI facilities at Quantico, VA

· FBI facilities in the greater Washington DC area

· FBI facilities on the Redstone Arsenal (Huntsville, AL) campus

· FBI Field Offices with associated Resident Agencies located in CONUS

· Limited OCONUS locations

1.5.3 Type of Contract: The Government anticipates the award of a Firm Fixed Price (FFP) Level of Effort type contract.

1.5.3.1 Fixed Price Level of Effort:

(a) The contract(s) will include Fixed Price (FP) Level of Effort (LOE) values representing labor hours and hourly labor rates to support requirements. Flex hours can be added at any time during contract implementation as new requirements within scope or increased work volume exceeds the Base LOE hours, with Government approval.

(b) The Contractor is obligated to provide the Total LOE Hours specified in Attachment J-6 Level of Effort Hours at the hourly rates specified in Attachment J-3, Level of Effort Firm Fixed Price Labor Rates. If the Contractor performs less than the total labor hours specified in Attachment J-6, Level of Effort Hours, at the expiration of the contract period, even when the Contractor has otherwise satisfactorily performed the contract requirements, the Contracting Officer will unilaterally make a downward adjustment to the contract value. The contractor is only entitled the Level of Effort hours they perform. The Contracting Officer may, pursuant to the Changes clause, revise Attachment J-6 Level of Effort Hours, to decrease the Base LOE Hours during contract performance. The contract value will be adjusted to reflect changes utilizing the fully burdened, firm-fixed-price labor rates in Attachment J-3, Level of Effort Firm Fixed Price Labor Rates.

(c) Labor hours are those productive hours expended by Contractor or subcontractor personnel performing work under this contact that are charged as direct labor under the Contractor’s established accounting policy and procedures. The term labor hours does not include nonproductive hours such as sick leave, vacation leave, or any type of administrative leave, but does include direct labor hours provided under subcontracts.

(d) The Government may exercise flex hours by individual position and the coinciding labor rate in any quantity, not to exceed the hours and value in Attachment J-6, Level of Effort Hours. When flex hours are ordered the hours will be added to the relevant flex hour CLINs (0002, 1002, 2002, 3002, and 4002) in Contract Section B to reflect the ordered flex hours and the associated estimated price. No future adjustments to the contract value will be made based on the non-exercise of flex hours.

(e) The process to exercise ‘Flex’ hours is described in RFP/Contract Section G.4, Flex Hours Ordering Procedures.

1.5.4 Period of Performance: The Period of Performance (POP) for this effort shall be one year with four optional periods of one year each. The total period of performance, if all options are exercised, is five years with a 6-month option period after the 4th Option Year in accordance with FAR Clause 52.217-8.

1.5.5 Protection of Classified and SBU Information

1.5.5.1 The Contractor and all subcontractors must comply with all FBI and DSS requirements relating to the protection of classified and For Official Use Only (FOUO) information and cooperate fully in all security matters that may arise relating to this Contract.

1.5.5.2 The loss, compromise, or suspected compromise or loss of any classified information (documents, notes, drawings, sketches, surveys, reports, exposed film, negatives, or photographs) or ANY information which may adversely affect the security interests of the United States, must be immediately brought to the attention of the CO or COR and the FBI’s Chief Security Officer (CSO).

1.5.5.3 The Contractor shall not process any classified or FOUO information on Contractor systems (including smart phones, tablets, computers, servers, or any form of media) without complying with the FBI’s requirements pertaining to systems security (provided by the contracting officer if applicable).

1.5.5.4 All documents, such as blueprints, drawings, sketches, notes, surveys, reports, photographs, exposed film, negatives, specifications, scopes of work, lists of Government Furnished Equipment (GFE), and any other material received or generated in conjunction with this BPA, shall be classified, marked, and handled in accordance with the FBI policy. If applicable, the FBI shall issue the Contractor Security Acceptance Agreement, detailing the proper protocol for classification, handling, and transmission of all project documentation.

1.5.6 Security Clearance Requirements:

1.5.6.1 Personnel Security Clearance Requirements: The Contractor shall already possess a Defense Security Service (DSS) Top Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. All entities comprising a joint venture (JV) for this effort must already possess a Top Secret FCL, as well as the JV. Successful offerors shall assign only U.S. citizens who possess Top Secret (Tier 5 - formerly SSBI) personnel security clearances for performance on this contract requiring unescorted access to accredited FBI facilities or request a Limited Access Escorted Access Request (LARs) from the FBI for escorted personnel.

1.5.6.2 Personnel identified as Key Personnel need to hold active Top-Secret Clearances because they will need to be able to access the FBI’s “high side” Secret computer system.

1.5.6.3 Personnel requiring access to Sensitive Compartmented Information (SCI) must have a Top-Secret clearance (Tier 5) and will be subject to an FBI counterintelligence polygraph. Contractors failing to pass the polygraph may be removed from the contract. All personnel assigned to this contract, regardless of clearance level or function, are subject to random counterintelligence polygraphs.

1.5.6.4 Limited Access Escorted Access Request (LARs): Personnel requiring escorted access require a Limited Access Escorted Access Request (LARs) from the FBI. The Limited Access Request (LAR) (formerly the Limited Background Investigation (LBI)) process is designed to ensure personnel without clearances requiring escorted access to FBI space are properly vetted through the FBI. Personnel that undergo a LAR may be permitted to work maintenance issues, construction projects, teach unclassified seminars or provide other services to the FBI on a limited basis. To be clear, persons provided an LAR have no greater privileges than anyone else being escorted into FBI space - they are not authorized to view or be exposed to Classified or Sensitive but Unclassified information, nor have system access, nor be left unescorted at any time. The value of the LAR is to ensure we are not allowing known criminals, those with open warrants, etc. access to FBI space. The LAR is a requirement for anyone who does not have a clearance and is not entering the FBI as a family member. The limited exception is for persons attending unclassified meetings in sanitized spaces under escort. If meetings become more frequent than once or twice per year, the LAR may become a requirement.

1.5.6.5 The following forms must be accurately completed and furnished to the Contracting officer Representative (COR) at least 45 workdays prior to the arrival of contract individual to FBI space (or as early as possible).

· Spanish Completion Packet

· Authorization for Release of Information (page 6 of SF-85)

· FD-285 - Fingerprint Application Card (see step 4 below)

· FD-857a - Sensitive Information Non-Disclosure Agreement

1.5.6.6 Special Reporting Requirements: The following reporting requirements are applicable to all contractors, in accordance with FBI policy. The reporting requirements are summarized below. Contractor Facility Security Officers are required to brief these requirements to their cleared contractor personnel. The Contractor shall make notification of:

1) Any suspicious activity by Contractor employees, subcontractors, or subcontractor employees the Contractor believes may pose a risk to U.S. or host nation national security or imminent risk of deadly bodily harm to any person; and

2) Personal (unofficial) and official travel outside of the United States

3) Foreign Contacts and Connections

4) Marriage, Intent to Marry, Cohabitation

5) Adverse Financial Situation

6) Certain Arrests and Legal System Contacts

7) Outside Employment and Some Volunteer Work

8) Dual Citizenship

1.5.6.7 Clearance Maintenance and Passage: Upon identification of individuals meeting the requirements of the above TS Clearance and Security Requirements, the Contractor shall forward to FBI a one-year Visit Access Request (VAR). The Contractor shall maintain independent logs of all personnel VAR and clearance expiration dates in order to ensure new VARs are submitted fifteen (15) – thirty (30) days prior to VAR expiration and to ensure clearance reinvestigations are started in a timely manner (preferably three (3) - six (6) months prior to clearance expiration). Note: If the investigation date is less than two (2) years from the desired VAR end date, the VAR shall reflect that expected expiration date versus the one year.

1.5.6.8 Any delays in Contractor access relating to expired clearances and late VAR renewals may result in a penalty to the Contractor. The Government shall be credited a full day’s billed rate, for each individual not able to perform based on an expired clearance or for failure to supply an updated VAR at least ten (10) days prior to VAR expiration (resulting in delayed access), for each day the position(s) is/are left vacant. Clearance or VAR expirations resulting from Government - caused delays (e.g. government shut - down, lost paperwork, etc.) where the Contractor can prove timely submission shall not result in a penalty.

1.5.6.9 Security Briefings: Assigned Contractor personnel shall attend initial and subsequent periodic security briefings by the responsible CSO, or designee. Debriefings may be requested by the FBI, either at post prior to departure and / or at the Contractor's location, at the FBI’s discretion.

1.5.6.10 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be properly secured.

1.5.6.11 Escorts: Reserved.

1.5.6.12 Background Check Notification Requirements: If a background check on any employee or subcontractor employee performing services under this contract, whether the check was conducted as a condition of employment or as part of the contract with the Government, reveals any information from any source (including host country law enforcement) of criminal activity by Contractor employees, subcontractors, or subcontractor employees, the Contractor shall immediately notify the CO and COR of that information.

1.5.6.13 Remedies: In addition to other remedies available to the Government, the Contractor’s failure to comply with the requirements of this paragraph my result in requiring the Contractor to remove a contractor employee or employees from the performance of the contract.

1.5.7 Post Award Conference/Contract Periodic Progress Meetings: The Contractor shall attend the post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation (FAR) Subpart 42.5. The CO, COR, with other Government personnel, as appropriate, will meet quarterly with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the contractor of how the government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. (Kick-off Meetings covered in Section 5)

1.5.8 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: ensure the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the CO and Contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.5.9 Key Personnel: The following contractor personnel are considered key personnel by the government: Program Manager, Logistics Technician, and O&M Technicians identified in Attachment 3. The Program Manager shall serve as the contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate, who shall act for the Contractor when the manager is absent, shall be designated in writing to the Contracting Officer. The Contract Manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Program Manager, or alternate, shall be available during normal working hours.

1.5.9.1 Qualifications for all Key Personnel are listed below:

a) Program Manager, and Alternate: Program Manager and Alternate: The CV provided by the Program Manager, and Alternate, must demonstrate that they are able to analyze and provide feedback and/or updates to documents in current Design and Computer-Aided Drawing (CAD) software. They must also have seven years of documented Project Management experience; or a combination of two years of documented Project Management experience and a PMP certification (see Attachment 3 for clarification).

b) Logistics Technician: The CV provided by the Logistics Technician must demonstrate that they have five years of documented cabling installation experience and are trained in Microsoft Office Suite to include Excel and/or Access. This individual must possess and apply strong organizational and project tracking skills across key tasks and all assignments. They must also be able to update redlines for all maintenance tickets, analyze and provide feedback and/or updates to documents in current Design and Computer-Aided Drawing (CAD) software (see Attachment 3 for clarification).

c) O&M Technicians (Cable Installation Technicians): For CV requirements for these positions see Attachment 3 for required experience and qualifications.

1.5.10 Special Qualifications or Certifications: Reserved.

1.5.11 Badging of Contractor Employees: If required by the Government, contract personnel and all associated subcontractors’ employees accessing U.S. facilities or activities, shall present a valid picture ID provided by the Government while accessing Government owned or contracted facilities and shall adhere to facility security policies and restrictions. If applicable, Government issued access badges will not be worn outside designated facility where visible to the general public. Contractor personnel shall return all U.S. Government issued identification to appropriate U.S. Government authorities within five (5) days of the end of their contractual duties.

1.5.12 Contractor Travel: Contractor will be authorized travel expenses consistent with the substantive provisions of the Federal Travel Regulation (FTR) and FAR 31.205-46.and the limitation of funds specified in this contract. All travel requires Government approval/authorization and notification to the COR 14 days prior to travel.

1.5.12.1 The FTR implements requirements and Executive branch policies for travel by federal civilian employees and others authorized to travel at government expense (e.g., contractors). The contractor shall ensure that the requested travel costs will not exceed the amount authorized in this task order. The contractor shall seek tax relief when traveling on behalf of the Federal Government. ALL travel requests must be coordinated with the COR. US Territory travel must also be approved by the CO prior to travel. Travel reimbursement will not be made if the COR and/or CO has not approved the travel in writing. Travel costs shall be itemized on the invoices and include the necessary back up documentation to include the COR’s or CO’s approval.

1.5.12.2 The contractor is required to submit a price benefit analysis to support any travel beyond the lowest cost available prior to incurring travel expenses to the COR/CO. [This supporting documentation shall also be submitted with the contractor’s invoice]. In the event lodging is not available at the published lodging rates (or below the published rates), the contractor shall submit in writing a complete explanation to explain the circumstances in advance of the travel dates, and the backup documentation from at least three hotels in the TDY location to substantiate the unavailability claim. The email shall be reviewed and approved/rejected by the CO in advance of the travel. Travel charges over and above allowable lodging rates and/or Per Diem without prior approval and support documentation from the CO shall be at the expense of the contractor.

1.5.13 Other Direct Costs (ODC): The Government will only reimburse the Contractor for the actual direct costs the Contractor incurs for ODCs. The Government will not reimburse the Contractor under the ODC CLINs for any profit or indirect loads.

1.5.13.1 ODCs are limited to Government-directed travel, Government-directed purchase of material, and any other Government-directed ODC purchases.

1.5.14 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.5.15 Non-Disclosure Requirements: Performance under this contract may require the Contractor to access data and information proprietary to a Government agency, another Government Contractor, or of such nature that its dissemination or use other than as specified in this work statement would be averse to the interests of the Government or others. Neither the Contractor, nor Contractor personnel, shall divulge, nor release data or information developed, or obtained under performance of this work statement, except to authorize Government personnel or upon written approval of the CO. The Contractor shall not use, disclose, or reproduce proprietary data, which bears a restrictive legend, other than as specified in this PWS. All documentation showing individual names or other personal information shall apply and shall be controlled and protected under the provisions of the Privacy Act of 1974, Public Law 93-579, 5 United States Code (U.S.C.) Section 552a.

1.5.15.1 Non-Disclosure Statements: The Contractor shall provide signed non-disclosure agreements to the Government prior to commencement of work under the contract. Disclosure of information by Contractor personnel may result in Contractor personnel removal from performance of duties under this contract.

1.5.15.2 Advertisement and Social Media: The Contractor shall NOT post information to public website or social media locations, personal or professional, that in any way disclose names, locations, hotel data, participants, discussions, pictures, etc. before, during or after the contract period of performance without the express consent of the Government. The Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any marketing tools to include its company website.

1.5.15.3 Information Assurance: At no time will the Contractor or associated sub-contractor employees transmit government documents or information using methods that do not meet the security requirements specified in the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, "Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations" such as personal electronic mail accounts, public digital data storage sites (cloud storage), social media platforms or instant messaging.

1.5.16 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the CO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.5.17 Phase-in/Phase-Out (PIPO) Period: Reserved.

1.6 Quality Control Plan (QCP)

The Contractor shall develop, implement, and maintain a QCP and program to ensure all work described in this contract is performed at or above the standard defined in the Performance Requirements Summary (PRS). The QCP is developed by the contractor for its internal use to ensure that it performs and delivers high-quality service. The contractor’s QCP is the means by which the contractor ensures all work complies with the requirements of the contract. The QCP identifies and corrects potential and actual problem areas throughout the entire scope of the contract.

1.6.1 The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor shall submit their QC Plan as part of the contractor’s proposal.

1.6.2 The Quality Control Plan shall address as a minimum:

1.6.3 Inspection Program. Included shall be a quality control inspection program covering all general and specific tasks included in the contract scope of work. It shall specify tasks or areas to be inspected on a scheduled or unscheduled basis, the manner in which inspections are to be conducted, the titles of the individuals who will perform the inspections, and the percentage of the work that will be inspected on a recurring basis. In developing this inspection program, the Contractor shall identify the key activities and associated characteristics in each process that have a significant influence on specific services and provide for methods for evaluation of the selected characteristics.

1.6.4 Deficiency Identification. The QCP shall include a method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable as defined in the PRS. This shall contain processes for corrective action without dependence upon Government direction.

1.6.5 Deficiency Correction. The program shall contain process control and process performance measurement procedures that shall include how the Contractor shall implement preventive corrective actions. The Contractor shall demonstrate that it has designed quality into the delivery of services thereby mitigating the risk(s) associated with delivery of deficient or nonconforming services.

1.6.6 Documentation and Enforcement. The QCP shall include a method of documenting and enforcing quality control operations of both prime contractor and subcontractor work, including inspection and testing.

1.6.7 Surveillance Methods. The QCP shall contain specific surveillance techniques for all contract services. The surveillance methods shall be comprehensive and adaptable to the reporting system of the plan.

PART 2

DEFINITIONS & ACRONYMS

2.1 Definitions

2.1.1. Contractor. The total contractor organization or a separate entity of it; such as an affiliate, division, or plant that performs its own purchasing.

2.1.2. Contracting officer (CO). A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

2.1.3. Contracting Officer’s Representative (COR). An individual designated and authorized in writing by the contracting officer to perform specific technical or administrative functions.

2.1.4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. Deliverable. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. Performance Work Statement (PWS). A statement of work for performance-based acquisitions that describes the required results in clear, specific, and objective terms with measurable outcomes.

2.1.8. Physical Security. Protection of the perimeter area, government property, and assets that prevent the loss or damage of Government property.

2.1.9. Quality Assurance. The various functions, including inspection, performed by the government and the Contractor to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

2.1.10. Quality Control (QC). Tasks performed by the Contractor to improve the quality of the organization’s output.

2.1.11. Subcontractor. Any supplier, distributor, vendor, or firm that furnishes supplies or services to or for a prime contractor or another subcontractor.

2.1.12. Workday. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.13. Work Week. Monday through Friday, unless specified otherwise.

PART 3

GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1 Government Furnished Property

3.1.1 The contractor shall track and maintain warranty records for all contractor property and supplies for use under this contract – both Government furnished, and contractor acquired. The contractor shall enforce all warranties when applicable. The contractor shall ensure no unnecessary expenditure of Government funds, either direct or through cost reimbursement, for repair or maintenance of warranted items. The contractor shall inform the Government of difficulties encountered in the enforcement of warranties and of instances in which the costs of enforcement would exceed the benefits derived.

3.1.2 Contractor may be held liable for the loss, damage, or destruction of Government property in event of negligence or willful misconduct. The utmost care will be given to the preservation of Government property. The contractor will implement a system in which employees can report fraud waste and abuse to their supervisors without fear of retribution. Contractor will also brief all employees on the procedures for reporting via the Governmental programs.

3.2 GFE Tools, Hand Tools, Equipment; Test, Measurement and Diagnostic Equipment (TDME) Calibration Services

3.2.1 Property, equipment, hand tools, tools, parts, furnished materials, and scrap metals resulting from or furnished under this contract shall remain the property of the Government. Unserviceable non-repairable equipment, hand tools, tools, parts, scrap metals and materials shall be disposed of by the contractor in accordance with FAR clause 52.245-1.

3.3 Government Furnished Facilities (GFF) and Real Property

3.3.1 The FBI will provide approximately 500 square feet of personal workspace within FBIHQ for the contractor team to use in meeting their work requirements. If this should change in the future, the COR will provide as much advance notice, in writing, as possible to the contractor team lead.

3.3.2 The FBI will provide approximately 2000 cubic feet of storage space for the materials and tools needed to perform this work. The contractor is expected to provide all tools, ladders, carts, etc. necessary to support all work under this contract.

3.3.3 The contractor shall not make alterations to GFF without the prior written approval of the FBI.

PART 4

CONTRACTOR FURNISHED FACILITIES AND EQUIPMENT

4.1 Materials and Equipment

4.1.1 The contractor shall maintain enough on-hand materials and supplies to perform all work required under this Contract. Failure on the part of the contractor to provide sufficient quantities and quality of supplies and materials within the specifications of the Contract shall not be cause for reduction in any service or performance. The contractor shall maintain stocks to ensure continuous operation of critical systems as approved by the CO. Critical systems are those that are directly related to health care, safety, and mission accomplishment. The contractor shall provide a system for rapid procurement of items whose usage levels do not require maintenance of on-hand stocks. This system shall include a list of vendors for each such mission-critical repair item, information on availability, and expected delivery times.

4.1.2 The contractor shall purchase all material and miscellaneous hardware used to accomplish this project that is identified as Contractor Furnished Material (CFM) on the IDP. At the conclusion of work, excess material that is desired to be left onsite and agreed upon by the site TPOC or designee and CUSTOMER shall be inventoried and documented to include description of material, part numbers of items, and quantity of items. The documentation shall be turned over to the TPOC for review. Material determined by the TPOC to be of inconsequential value or not desired for post installation use by the facility shall be removed from the work site at the contractor’s expense.

4.1.3 The contractor shall provide a company vehicle to support the operation and maintenance tasks for each of the following sites: FBIHQ, FBI facilities at Quantico, VA, FBI facilities in the greater Washington DC area, FBI facilities on the Redstone Arsenal (Huntsville, AL) campus. The vehicle is to be maintained solely by the contractor. This task may require the contractor to travel within 150 miles of the designated work location.

PART 5

SPECIFIC TASKS

5.0 Specific Tasks

This section identifies the requirements for the distributed cabling of classified and unclassified network system(s), telephone, CATV, and low voltage for access control and intrusion detection. Tasking shall facilitate the installation, termination, labeling, testing, and documentation of the facility cable plant and associated hardware in accordance with a site-specific task order, on site operation and maintenance support. Work shall include provisioning and installing support infrastructure for the cable plant in communication rooms and closets. Work shall be performed in accordance with the requirements delineated in the IDP. The contractor shall, as a minimum, procure all material identified on the Bill of Materials (BOM on the IDP unless otherwise noted. The government shall provide all material and equipment identified on the material list as Government Furnished Material (GFM) to support a task.

Each task identified will support workstation(s) and office space for Government personnel. Each task will require facility network horizontal cabling (fiber optic or copper depending on the system application) to be installed and distributed from the Communications Room (CR) - Main Distribution Facility (MDF), Telephone Equipment Room (TER), and the secure Telecommunications Room (SC-TR) Horizontal cable will be fiber optic or copper depending on the system application. Each task will include an IDP detailing information for the various rooms. With the distribution from these rooms, the facility cable plant will be distributed to workstations, wall outlets, and intermediate distribution points.

The tasks identified in Section 5.0 of the PWS and the site specific IDP, will describe all work required for each location identified in this requirement. The quoter is responsible for understanding, executing, and completing all of the specified tasks. Any questions or concerns should be brought to the attention of the Contracting Officer’s Representative (COR) as early as they are determined. The contractor shall be properly staffed with the ability to work on seventeen (17) worksites adequately and concurrently according to project size and work schedule. The contractor must utilize and adhere to the established industry standards for all installations concerning quality of work, cleanliness and overall work ethics.

5.1 Basic Services

5.1.1 The contractor shall provide services to support the installation and maintenance of network cabling, network infrastructure to support the upgrading and expanding of various Information Technology (IT) networks in order to support changes, modifications and assistance to implement, upgrade, expand and support a network infrastructure as required to survey, engineer, design and support the installation of the FBI’s Inside and Outside plant network infrastructure.

5.1.2 All site-specific project tasks covered under this contract shall support the installation and testing of fiber-optic and copper-cabling to meet the requirements of the FBI. These projects may specify portions of individual rooms, multiple rooms, or entire facilities to be cabled.

5.2 General Project Information

5.2.1 Contractor shall provide a staffing plan, to include resumes, that shows how project will be staffed meet the requirements for this task order.

5.2.2 Once a project is executed, with an accurate SOW and IDP, the expectation is that the Contractor will be required to initiate the project within a period of one month from that date.

5.2.3 The FBI currently has a process in place for executing cable installations tasks. This process includes surveying, project planning, project execution, project documentation, and project system operation verification and testing (SOVAT) procedures.

5.2.4 Cleanup of work area shall be performed daily along with the removal of any trash generated by the contractor.

5.2.5 The Contractor shall arrange his or her crew's schedule, and perform this work, so as not to interfere with operations of the FBI and the operations of other contractors.

5.2.6 The Contractor will provide all professional tools and equipment necessary to perform the Task Order to include lift capabilities to reach equipment-mounting locations identified in the PWS as required.

5.2.7 Daily Progress Reports (DPR):

The daily progress reports are the responsibility of the contractor. These reports must be provided in electronic format daily. The daily report shall be submitted by noon EST for the previous day’s work. The recipients of these reports to the customer will be decided and identified at the post-contract award kick-off meeting. Format will be IAW the DPR Attachment.

5.3 Contractor Team

5.3.1 Contractor team should consist of a Program Manager, Logistics Technician, and Cable technicians whose collective function will be the support of all facets of network cabling work FBI nationwide. Position descriptions can be found at Attachment 3.

5.3.2 The contractor shall provide a mobile phone and service for Project Manager, Logistics Manager and full-time lead operation and maintenance cable technicians providing network, operational and maintenance support in order to ensure contractor communication with TPOC or designee and CUSTOMER on a 24 hour, 7-day per week for the duration of the project.

5.3.3 It is required that the PM respond promptly to all FBI inquiries by email or phone call by close of business (5:00PM) of that day.

5.3.4 A contractor lead technician shall be assigned and be available to support projects during normal working hours. The contractor's lead technician shall coordinate the efforts of the contractor team and shall report to the designated customer’s technical point of contact (TPOC).

5.3.5 To perform this work, the contractor will use an FBI provided Task Order PWS and/or IDP.

5.3.6 The cable technicians are required to work during normal business hours of the Field Office and RA/Offsites. There may be limited occasions that will require cable technicians to work at night or outside of normal business hours. If the cable technicians need to work outside of normal hours, the Program Manager should submit the request in writing to the CO and COR.

5.4 Site Visit and Inventory of Site Conditions

5.4.1 Contractor will conduct an engineering survey on the first day of each project. This consists of the contractor inspecting the work location and verifying the extent of the requirement. Project specific details must be captured and documented at this time so that the information can be provided to TDU's cabling project manager. Detailed documentation of any discrepancies between site and the IDP must be captured and detailed in this survey.

5.5 Structure and Pathways

5.5.1 Cable Supports and Pathways: This task shall consist of installing support structures and pathways in the communication rooms and Telephone Switch Room (TSR) as indicated in the IDP. Support structures and pathways consist of racks, cabinets, cable tray, J-hooks, sleeves, and other materials required organizing, physically support and routing the cable plant throughout the facility. The equipment racks shall be Chatsworth - 2 and 4 post racks as identified in the IDP- Floor racks shall be anchored to the floor in accordance with IDP. All racks and cabinets shall be square and plumb following the installation. Cable tray shall be of wire basket design appropriately sized to support the cable installation. The racks/cabinets shall be equipped with power supplies, assigned patch panels, wire managers, and distribution rings (as shown) on drawings. Cabinet, rack, cable tray, and other support structure hardware locations in the IDP are for reference purposes only. Final locations shall be subject to local determinations and approval.

5.5.2 Cable supports and pathways consist of cable trays, J-hooks, sleeves, fire stopping, and other materials required to organize, physically support, and route the cable plant throughout the facility. Cable tray shall be of wire basket design and anchored per manufacturers specifications and shall support no less then 100lbs per linear foot. Cable tray shall not exceed a fill ratio of more than 40%. Cable trays above ceilings and below RAF shall be continuous except where trays pass through fire rated walls. Cable trays shall stop 12 inches from walls and Fire Rated Sleeves installed for transition through Fire Rated barriers. All sections of cable tray shall be bonded per ANSI/TIA 607-D.

5.5.3 All cable trays shall be square and plumb following the installation. Any sharp edges or burrs shall be filed or covered to protect cabling from damage during and after installation. Any excess threaded Rod used to anchor Cable Tray shall be cut flush within ¼” of the nut.

5.5.4 Cables that are supported in J-hooks must be supported between 4-6 feet intervals and installed per industry standards.

5.5.5 In accordance with NFPA300.11, telecommunications cabling shall not be guided or supported by any structure not specifically installed for that purpose (I.E., cabling will not be placed on top of or secured to HVAC Ducting, the suspended ceiling system or it’s suspension components, conduits, piping, etc.).

5.5.6 In accordance with ANSI/TIA 568-C.5.3.1, telecommunications cabling shall not be under tension.

5.5.7 Contactor shall restore any fire rated wall through which an installation penetration was created to the original fire rating level by installing the appropriate fire stopping materials. The contractor shall install appropriate fire stopping materials in all conduit penetration sleeves utilized for cabling pathways and for any empty conduit penetration sleeves within the TR’s. Sleeves and Conduits shall not extend more than 4-inches past the wall and shall be fitted with Plastic bushings and bonded if appropriate per the NEC. All cable bundles and slack loops shall be secured by plenum rated BLACK Velcro only. Velcro shall not be used to support cabling in lieu of Cable Tray or J-Hooks.

5.5.8 Cable shall be separated by enclave and color within the cable tray system.

5.5.9 All Yellow cabling shall be installed completely within a Protect Distribution System (PDS) while traversing outside any SCIF areas.

5.5.10 The contractor shall purchase and install Network Patch cords for each Network for both TR and WAO ends to include 10% extra to be left for site personnel.

5.5.11 Patch cords shall be pre-terminated cords from the factory and shall match the cable type and connector type they are intended to support and as outlined in section V of the PWS.

5.5.12 A detailed list of all excess materials shall be provided to the site TPOC at the completion of the installation. The excess list shall include item descriptions, part numbers, and quantities.

5.5.13 The contractor shall place, route, and dress cables within modular furniture as required. Separation from electrical cables within the furniture shall be no less than 2” horizontal. Cables exposed exiting the wall outlet will be dressed using split corrugated tubing and appropriate faceplate IAW IDP.

5.5.14 The contractor shall install and terminate all Local Cables (short runs) that are identified in the IDP.

5.5.15 The contractor is responsible for cleaning and labeling the cabinets and equipment racks identified in the IDP.

5.6 Data Cable Distribution

1. The task shall provide network horizontal distribution cables IAW the IDP.

2. All indoor fiber shall be plenum rated unless otherwise noted in the IDP.

3. All fiber shall be OM3, 2-strand and terminated with industry standard LC connectors IAW the IDP.

4. All outdoor fiber shall be indoor/outdoor plenum rated.

5. The fiber network cables shall be terminated on both ends with industry standard LC connectors and labeled in accordance with the IDP Cable Run Sheets (CRS). The cables shall be attached to assigned patch panels and work area outlets.

6. All copper shall be 4-pair CAT 6, plenum rated unless otherwise noted in the IDP. An exception is if 25-pair backbone is specified. The 25-pair shall be plenum rated CAT 5E unless otherwise noted in the IDP.

7. All outdoor copper shall be indoor/outdoor plenum rated CAT 6 unless otherwise noted in the IDP. An exception is if 25-pair backbone is specified. The 25-pair shall be indoor/outdoor plenum rated CAT 5E.

8. The cables shall be terminated on both ends with industry standard CAT 6 jacks and labeled IAW the IDP CRS. The jacks shall be attached to assigned patch panels and work area outlets.

5.6.1 Irrespective of cabling type, all horizontal cable runs require a one-meter service loop in the TRs. There shall also be a three-meter service loop suspended in the last J hook preceding the cable’s termination point. The singular exception is CATV. Horizontal cable lengths for CATV are specified elsewhere in this document.

5.6.2 Network Data Cabling

· The contractor shall perform installation, labeling, and testing of fiber optic cabling

· The contractor shall perform installation, labeling, and testing CAT 6 copper cabling

· The contractor shall test ALL data cabling to include active equipment cabling to the buildings point of demarcation, as specified in the IDP.
