P. 76, Section L.1.e “General Instructions” states, “For the purposes of the IDIQ evaluation, proposals shall only contain capabilities and experiences of the Offeror (with no proposed subcontractors or team members). IDIQ Proposals shall not propose nor contain capabilities and experiences of subcontractors, partners, or team members.”
Later in Section L.4.1, there are several references to the use of subcontractors that the Offeror must address. Specifically, On p.85, Subfactor 1 – Technical & Management Approach, the Offeror must discuss “approach to manage teaming partners and/or subcontractor relationships.”
On p. 86, Subfactor 2 – Staffing Approach, “For each PWS proposed, Offeror shall include a designation if the position will be direct employee, new hire or filled by a sub-contractor.”
Furthermore, Subfactor 2 goes on to ask for “recruitment strategies”, “recruitment plans” and “specific measures used to incentivize and capture candidates.”
On page 87, The Targeting Staffing Level Schedule states that “25% Contractor Personnel Identified with Top Secret – Clearance Week 1.”
1) These requirements seem to indicate that candidates do not have to be identified for proposal purposes. Please clarify whether a proposer will be permitted to:
2) Identify subcontractors and use subcontractor’s personnel for positions under one or multiple seed task orders?
3) include the subcontractor’s personnel resumes and rates in the proposer’s offer for evaluation?
