About this file
This document provides an amendment to a request for qualifications (RFQ) for architectural, engineering, and planning services issued by the Federal Bureau of Investigation (FBI). The amendment incorporates additional questions and answers to clarify the scope of services required and evaluation criteria. The FBI seeks to award multiple indefinite delivery/indefinite quantity (IDIQ) contracts for a base year plus four option years to provide specialized design and planning support at four primary facility locations. Services will include master planning, utilities assessments, programming, surveys, environmental studies, cost estimating, and construction administration. Two geographic regions are established with separate competitions, and up to two small business set-asides may be awarded per region. Offerors must submit qualifications by May 15, 2018 addressing factors such as firm experience, key personnel, past performance, and security capabilities. The amendment provides additional guidance on evaluating team composition, project experience, and personnel qualifications.

FBI-wide Architectural, Engineering and Planning Services Solicitation: 15F067-18-1200-R-0000016
Amendment A00003 to incorporate additional questions and answers not included on Amendment A00002 and revised RFQ statement incorporating language stemming from questions and answers.
1. QUESTION: Will an A/E firm that performs work under this IDIQ with respect to any one of the four designated sites be considered to have an organizational conflict of interest (OCI) and thereby precluded from responding to a subsequent RFQ or RFP regarding design work for a project at that site?
RESPONSE: Whether work performed under the IDIQ will be considered to result in an organizational conflict of interest (OCI) regarding subsequent requirements will be determined on a case by case basis and will depend on the scope of the requirements and the role played by the A/E firm.
1. QUESTION: Will an A/E firm that performs work under this IDIQ with respect to any one of the four designated sites be considered to have an OCI and thereby precluded from responding to a subsequent RFQ or RFP regarding design work for a project at any of the other three sites?
RESPONSE: Whether work performed under the IDIQ will be considered to result in an organizational conflict of interest (OCI) regarding subsequent requirements will be determined on a case by case basis and will depend on the scope of the requirements and the role played by the A/E firm.
1. QUESTION: If work under this IDIQ relates to plans for a renovated or new FBI headquarters facility, will an A/E firm performing such IDIQ work be considered to have an OCI and thereby precluded from responding to or being part of a team responding to a subsequent RFQ or RFP regarding a renovated or new FBI headquarters facility?
RESPONSE: Whether work performed under the IDIQ will be considered to result in an organizational conflict of interest (OCI) regarding subsequent requirements will be determined on a case by case basis and will depend on the scope of the requirements and the role played by the A/E firm. Task orders issued under this IDIQ related to a renovated or new FBI headquarters facility may entail additional OCI restrictions.
1. QUESTION: Are your answers to these questions considered binding on the future decisions of contracting or ethics officers of FBI and other Federal government agencies, including the Army Corps of Engineers and GSA?
RESPONSE: Answers to questions provided as amendments to this RFQ are considered to be binding terms applicable to this RFQ and to the contracts awarded pursuant to this RFQ.
1. QUESTION: Evaluation Factor #2: Specialized Experience and Technical Competence of Proposed Team: Several of the services shown under Factor #2, e.g., master planning, utilities master planning, environmental impact assessments and geotechnical investigations, suggest site development of a larger scale than the currently construction cost limit. In addition to projects in your construction range, may we show larger projects beyond your $100M construction cost limit to display this full scope of services?
RESPONSE: Yes.
1. QUESTION: Factor 3 – Professional Qualifications and Specialized Experience of Proposed Key Personnel states that “At a minimum, provide qualifications for…engineers (…communications, etc.).” The design of communications, data, IT and other systems are increasingly being performed by an RCDD (Registered Communications Distribution Designer) certified by BICSI (Building Industry Consulting Services International) instead of an engineer (PE). An RCDD possesses detailed knowledge and demonstrated experience in the design, integration, and implementation of telecommunications and data communications transport systems. They have been tested on their working knowledge of local and international industry codes, standards and best practices. Their required continuing education ensures they have the knowledge specific to their industry's emerging technologies. They are vendor neutral and are not limited by a specific manufacturer's criteria. This allows them to be innovative and offer the best long term telecommunications and data communications solutions. Will the FBI accept an RCDD (Registered Communications Distribution Designer) in lieu of a registered engineer for the communications engineer?
RESPONSE: Yes.
1. In regards to Question #35 from Amendment A00002: “Can a firm submit as a prime contractor AND as a subcontractor on another team?” The response was “no”; however a clarification needs to be made that a firm can act at either capacity “prime” or “subcontractor”, under one contract in each separate region. A firm cannot act as both a “prime contractor” and “subcontractor” in two separate contracts under one region.
