Questions and Answers

1. Q: Who is the incumbent?

A: Tatitlek Federal Services on contract 15DDHQ23C00000002

2. Q: What’s the current contract value and contract term?

A: current contract value is $2,910,228.24 for a 12 month term

3. Q: How many personnel are currently working on the contract?

A: This information will not be provided as it is up to the proposing contractor to determine their needs to meet the requirements.

4. Q: Does the Offeror have to be licensed in TX and VA at the time of award?

A: Yes

5. Q: Reference A28 RFP, Section 6, page 51 – Does the 15-page technical requirement include the title page, table of contents, and a cover letter?

A: No. the title page, table of contents and cover letter will not be included.

6. Q: Reference A28 RFP, Section 6 – Are Factors 7, 8 and 9 included in the 15-page requirement? If so, in the light of the detailed information required for those sections, would the government consider increasing the page count for the technical volume to 25 pages?

A: The government has amended the RFQ to allow for single spaced lines but will keep the 15 page requirement. The single spacing should allow for the extra detail without needing the additional page count.

7. Q: Reference A28 RFP, Section 6, page 51 – Is 10-point font allowed for tables and graphics?

A: 10 point font will be allowed for tables and graphics only.

8. Q: Do both the prime contractor and sub-contractor need to meet these licensing and permitting requirements, or just the sub-contractor?

A: Both must meet licensing and permitting requirements.

9. Q: Is the Project Manager considered an on-site position?

A: No, but there should be a lead supervisor at each site.

10. Q: Is there an applicable Collective Bargaining Agreement or Wage Determination under the current contract? If so, will the government please provide?

A: The current contract is under a Collective Bargaining Agreement

11. Q: Please confirm the government deems PDFs to be Microsoft Office Compatible.

A: PDFs are acceptable except when submitting pricing. That will be in a spreadsheet form with visible formulas.

12. Q: Please confirm the government prefers the DUNS number in 17a as opposed to the

UEI.

A: The Government will accept the DUNS or the UEI for identification in SAM.gov

13. Q: If the offeror chooses to submit CPARS as their self-assessment, do CPARS count against the 15 page limit?

A: CPARS will not count against the 15 page restriction.

14. Q: If an offeror plans to subcontract part of the work, can subcontract past performance be submitted? If so, is subcontractor past performance part of the three contracts, or can they be submitted in addition to the three contracts from the prime offeror?

A: Subcontractor past performance may be submitted, but it must be clear which company performed the work. Subcontractor past performance would be considered part of the three contracts submitted for the past performance factor.

15. A: If an offeror plans to bid as a joint venture, can past performance from each member be submitted?

16. Q: The language regarding three (3) contracts completed during the last three (3) years is somewhat restrictive, especially given this contract is an 8(a) set-aside . Can the Government consider revising to include active contracts with a minimum of 12 months of past performance?

A: The Government will consider active contracts with a minimum of 12 months of past performance, provided that those contracts have been rated in the Contractor Performance Assessment Reporting System (CPARS).

17. Q: Can the Government please provide the number of days bidders should anticipate for transition?

A: The government is estimating in giving the awardee a 60 day transition to put FTEs in place.

18. Q: Can the Government please confirm all CLINs and post descriptions are armed and no unarmed personnel are on this contract?

A: All PSO CLINS are armed.

19. Q: Are ATVs to be marked with company logo/info?

A: No, they are government provided at the Quantico location only.

20. Q: We did not find any Training Syllabi in the Exhibits to the SOW, where are the Training Syllabi – did we overlook it?

A: The training syllabus has been provided and attached to the SOW in the amended

RFP.

21. Q: are there any specific resume content requirements?

A: No. A simple resume laying out experience and any qualification, clearances held will be enough.

22. Q: What is the total number of FTEs on the contract and what is the hourly personnel pay rate?

A: The number of FTEs will not be provided and the wages are determined by a Collective Bargaining Agreement and salaries are not known to this office.

23. Q: Would the Government please confirm that the Offeror may cite the prime contract past performance and corporate experience of a sister subsidiary company as prime so long as the Offeror demonstrates how the resources of the sister subsidiary will meaningfully contribute to the performance of the opportunity?

A: Yes.

24. Q: Would the Government clarify if the relief requirements allow the non fixed posts to relieve the fixed posts?

A: Yes.

25. Q: For the overnight shifts in which there are only fixed posts, would the Government clarify if a dedicated relief PSO is the expectation?

A: A dedicated relief PSO is expected.

26. Q: Please confirm that all three (3) DEA locations require DEA Sensitive clearance and no secret clearances are required.

A: DEA Sensitive only.

27. Q: Please confirm that a Management Approach is not required.

A: KO – Management Approach is not a specific evaluation factor for this solicitation.

28. Q: Please confirm the SF1449 is to be included within Volume II Price Proposal.

A: Yes. The SF1149 must be included within the Volume II Price Proposal.

29. Q: Please confirm that amendments are to be filled in, signed, and included within Volume II Price Proposal.

30. Q: Please confirm that Offerors are to prepare and submit three (3) separate documents;

Volume I –Technical Proposal, the Volume II – Price Proposal Excel spreadsheet provided in Amendment 1, and Volume II Business Proposal containing the information required on RFP page 54 of 79.

31. Q: Would the Government please clarify/explain what the “quantity discount schedule” is?

A: There is no quantity discount schedule and it has been removed from the amended

RFP.

32. Q: Paragraph ii. of Section 7’s evaluation criteria for Factor 9 – Past Performance appears to be missing part of the requirement. Paragraph ii. states, “If Offerors provided a list of up to three (3) contracts completed during the past three (3) years that are representative of the Offeror’s capability to provide…” Will the Government clarify if this sentence is complete, or if the evaluation criteria should include additional information on evaluating the Offeror's capability to provide a specific service or requirement?

A: The sentenced referenced has been fixed in the amendment.

33. Q: Will the Government clarify if Section 8.3 TECHNICAL EVALUATION MODEL & FACTORS is part of Section 7 Evaluation Factors/Award Criteria?

A: This was a type-O. this is really section 7.3 and it has been corrected in the RFP amendment

34. Q: How will the Government evaluate Factors 4 through 8?

A: Factors 4 through 8 will be evaluated the same as 1,2, and 3. This has been corrected in the RFP amendment.

35. Q: For a JV, may the past performance acceptable number be four (4) contracts total to allow both partners to submit two (2) past performance contracts?

A: KO – Limitation on the number of past performance submissions are listed in the Technical Proposal (Volume I) Instructions.

36. Q: As weapons are stored onsite, confirmation that a staff member will arm prior to taking post and will be required to report/be on paid time early?

A: All PSO’s are expected to be geared up and armed and on post on time. The government will only pay for time at the posts.

37. Q: Confirming the agency would request guard mount is included in overhead?

A: The government will only pay for the hours at their posts.

38. Q: Confirmation that each facility provides a government approved weapons storage cabinet that vendor will utilize in support of this contract.

A: No, this is vendor provided.

39. Q: Confirmation that a clearing chamber will be provided by the government at each firearm storage location to facilitate safe/proper guard mount of weapons pre/post shift.

A: No, this is vendor provided.

40. Q: Will any other equipment be assigned by the government or contractor provided personal equipment assigned to guards such as baton, handcuffs, etc?

A: The standard gear is vendor provided.

41. Q: Confirming vendor to provide radios.

A: Confirmed.

42. Q: Will vendor be required to provide FCC license (one per location?) or will radio be programed to an existing site system that has a registered/licensed frequency maintained by the Government/Site.

A: Vendor must provide radio.

43. Q: If under an existing government/site system, specifics on type of radio (Model/Frequency range, etc) to confirm capability.

A: not under an existing government system.

44. Q: Clarification if PSO is referencing exact DHS FPS standards (PSO common usage) or if the designation of PSO is utilized in the sense Armed Guard for DEA, with very similar training/certifications/SOPs to a DHS FPS PSO, but not interchangeable between agencies.

A: PSO = Protective Security Officer. Similar training to FPS PSO’s.

45. Q: Confirming Government will provide phones, as deemed necessary by the Government A: No, cell phones will be provided.

46. Q: Confirming all posts at all three facilities require relief on breaks.

A: Reliefs are done by the site supervisor at each site.

47. Q: Confirming none of the posts are roving/floaters at any of the facilities cover breaks and the expectation is that Contractor provides staff outside of the schedule to cover breaks.

A: Please see the Post Exhibits as that defines rover positions.

48. Q: Confirmation per PWS contract firearms will be pistol only. Long guns are not a requirement of this contract.

A: Pistol only.

49. Q: Confirming none of the post requires X-Ray screening of entries.

A: The Post exhibits define visitor screening for each site which includes x-ray.

50. Q: Can the 8(a) prime contractor utilize a subcontractor who holds a secret facility clearance and still meet the clearance requirements for this contract?

A: A prime cannot ride the subcontractor’s active FCL. If and when a classified contracting effort is awarded to the prime…the prime must either have an active FCL or be sponsored for the appropriate level FCL by DOJ/DEA. If the prime subcontracts the classified effort after they are processed for an active FCL, they (the prime) can then submit a FCL sponsorship package on the subcontractor(s), if the subcontractor(s) don’t have an active FCL.

51. Q: Is the government able to sponsor the 8(a) prime contractor in obtaining a secret facility clearance?

A: Since this contract is only DEA sensitive, the DOJ/DEA will not submit the Facility Level Clearance sponsorship package.
