About this file
This is a Questions and Answers document from a site visit conducted on September 21, 2026, for a federal water chemical testing and consultation services contract at Federal Correctional Complex (FCC) Butner. The document clarifies key requirements and existing conditions at the facility.
The contract scope encompasses water treatment services for institutional boilers and chillers at three FCC Butner locations (LSCI/FCI-1, FMC/FCI-2, and Low Security Plant), including all equipment, materials, labor, testing, training, supplies, and chemicals required under the treatment plan. The incumbent contractor (Venergy Group, LLC) will remove all existing water treatment equipment upon contract expiration, and the successful bidder must provide replacement equipment and services. The government owns the water softener system, which is excluded from this solicitation. All existing water-treatment and chemical-feed equipment (tanks, pumps, controllers, monitoring equipment, and containment pallets) is contractor-owned and will be removed. Specific facility data includes boiler horsepower ranging from 300-700 HP across five units and multiple cooling towers with specified models and tonnages at each location. All cooling towers operate on a rotating lead/lag schedule when their corresponding chillers operate. Hot water loops at FMC/FCI-2 are currently treated and will continue under this contract, while LSCI/FCI-1 hot water loops are untreated due to existing leaks and will be treated after repairs are completed. Legionella testing is not required. The document confirms that site visit attendance was not mandatory for quote eligibility, the procurement is unrestricted, and subcontractor past performance cannot be substituted for prime contractor past performance requirements.

Response - No, the questionnaire should represent the Prime Contractors relevant Past Performance
2. Was attendance at the September 21, 2026 site visit mandatory for quotation eligibility?
Response – No, the site visit is not mandatory to submit a quote.
3. What is the Small Business Set-Aside Status for this procurement?
Clarification - Unrestricted
4. Does the bid need to provide pricing for equipment? For example, boiler chemical pumps, boiler chemical tanks, boiler controller?
Clarification - This requirement will be inclusive of any equipment, materials, labor, testing, training, and supplies to include the chemicals required under the treatment plan for institutional boilers and chillers.
5. Does Nalco own the existing water treatment equipment at FCI 1, FCI 2, and the Low Security Plant, or is the equipment Government-owned?
Response –Current contractor owns all existing water treatment equipment at FCC Butner.
6. Will any existing Nalco water treatment equipment remain on site after the current contract ends? If so, please identify the equipment that will remain at each facility.
Response: Current contractor will remove all existing water treatment equipment at FCC Butner that they own.
7. Please provide the number and tonnage of the cooling towers at each facility.
Response:
LSCI/FCI-1 Powerhouse
CT-1A-BUT is a Bolder EM4103T-G
CT-2A-BUT is a Bolder EM4103T-G
CT-3A-BUT is a Marley 318AB1
FMC/FCI-2Powerhouse
M2-CT-1-UP-BUT is a Baltimore Aircoil Co 3618-A
M2-CT-2-UP-BUT is a Baltimore Aircoil Co 3618-A
8. Please provide the operating schedule for the cooling towers at each facility, including which towers operate year-round, seasonally, or during the winter months.
Response: All cooling towers operate when their corresponding chiller operates. All chillers are on a rotating lead/lag operating schedule.
9. What is the horsepower of each boiler?
Response:
BL-1-BUT Cleaver Brooks (Model #: CB200700150, Serial #: 0L093683) – 700 HP BL-2-BUT Cleaver Brooks (Model #: CB200700150, Serial #: 0L093684) – 700 HP HWB-01-BUT Hurst boiler (Model #: 0400194, Serial #: S15003019) - 400 HP HWB-02-BUT: Hurst boiler (Model #: 0300306, Serial #: S15003017) – 300 HP HWB-03-BUT: Hurst boiler (Model #: 0330305, Serial #: S15003016) – 300 - HP
10. Is the existing water softener system proprietary?
Response: No. The water softener system is government owned property, operated by the government, at the government’s expense. The water softener system is not part of this solicitation.
11. Will the Nalco controller currently connect to the water softener remain on site after the current contract ends?
Response: The current controller is contractor-owned and will be replaced by the successful bidder.
12. Is the hot water loop currently operational and required to be treated under this contract?
Response: The hot water loops are operational. The FMC/FCI-2 loop hot water is treated and will be treated under this contract. The LSCI/FCI-1 hot water loop water is currently untreated because of a leak. The water will be treated under this contract but not until the leak is found and repaired.
13. What is the system volume, in gallons, of the hot water loop?
Response: Reliable system drawings are not available; thus, the volume is unknown.
14. What is the system volume, in gallons, of the chilled water loop?
Response: Reliable system drawings are not available; thus, the volume is unknown.
15. Are the loops currently treated to within the recommended parameters, and do the loops suffer from any significant leakages?
Response:
The FMC/FCI-2 loops do not have any known significant leakage and the water is treated. Water for these loops will be treated under this contract.
The LSCI/FCI-1 loops have significant water loss due to leakage. Water treatment for these loops has been suspended until the leak can be found and repaired. Water for these loops will be treated under this contract after loop integrity is restored to prevent significant water loss.
16. Who is the current contractor?
Response: The current contract has expired. Previously awarded to Venergy Group, LLC. The award was only for water testing, Supplies were purchased separately through GSA
17. What is the current annual contract value?
Response: Previous award and Proposed award were not under the same scope.
18. Is legionella testing required? If so, how often?
Response: No.
