About this file

This is an Amendment 0002 to a federal procurement solicitation for water chemical testing and consultation services at the Federal Correctional Complex (FCC) Butner in North Carolina.

The amendment modifies the contract structure from Firm Fixed-Price to a multiple-award Indefinite Delivery/Indefinite-Quantity (IDIQ) arrangement with fixed unit pricing, effective for a base year (February 1, 2026 through September 30, 2029) plus four option years. The contracting officer justified this change due to variability in chemical usage and analysis needs, making FFP unsuitable per FAR 16.103(b) and 16.504(a)(2). The solicitation seeks a single award to a responsible offeror with past performance and price as evaluation factors. Services include comprehensive water treatment programs addressing boiler water, cooling tower, and chilled/hot water systems; bi-weekly on-site analyses; quarterly material deliveries; minimum 8 hours annual staff training; monthly reporting; and equipment provision including pumps, tanks, and monitoring systems. Contractor employees must undergo security clearance investigations, comply with DOJ security and privacy requirements (clauses DOJ-03, DOJ-05, DOJ-02), and meet Service Contract Act wage determinations (Boiler Tender at $29.50/hour, Laboratory Technician at $29.77/hour, WD 2015-4403 Revision 35). Quote submission deadline is specified in Block 8 of Standard Form 1449, with submission via email to Justin Wray at jwray@bop.gov. The solicitation includes extensive DOJ-specific security, personnel vetting, and information technology compliance requirements in addition to standard FAR provisions.

INTRODUCTION

The Federal Bureau of Prisons (FBOP), Federal Correctional Complex located at:

Federal Correctional Complex Old NC Highway 75 Butner, NC 27509

Intends to make a single award to a responsible entity that will provide all necessary materials, reagents, training, and incidentals for Bureau staff and workers to conduct the Powerhouse Water Treatment Program in accordance with ADM/ FAC 4200.12, CN-1 "Facilities Operations Manual" (September 21, 2023). All applicable Regulations, Codes, Policies, and Manufacturers' Recommendations will be required to be implemented.

SCOPE OF WORK

Treatment and Testing Boiler Water Treatment

Steam and closed loop hot water boilers require a chemical treatment program to minimize scaling, corrosion, and carryover. The boiler water chemical treatment program must be developed by a certified testing agency as applicable

15BGCS26Q10600001/0002 Page 6 of 39 to the specific system. Below are the Bureau of Prisons guidelines for steam boilers only. Any variances from these guidelines will be part of the comprehensive water treatment program that must be submitted post contract award, as outlined in this statement of work. Hot water boilers must have a separate treatment program. All treatment programs must be submitted for approval before implementation.

• Total hardness of makeup water for water tube boilers must be less than 0.5 PPM and fire tube boilers less than 1.0 PPM.

• Residual phosphate concentration of boiler water must be between 30 and 60 PPM.

• Alkalinity must maintain a PH level between 7.0 and 10.5 for boiler water.

• Sodium sulfite is to be used as an oxygen scavenger. The residual concentration of sodium sulfite is to be between 30 and 50 PPM. When the boiler is placed in wet lay-up, the sodium sulfite can be increased up to 100 PPM.

• Chemical dispersant and synthetic polymers are to be added for sludge conditioning and precipitation.

• Blow-down is to be performed to reduce the concentration of solids and prevent carryover. The limits of conductance must be between 2,500 and 4,000 microhms. In no case may the blow-down be carried to make concentration of solids less than 2,000 microhms. Automatic blow-down systems are recommended. If automatic blow-down systems are used, they must be calibrated annually and documented in Cl\1MS.

• Neutralizing or filming agents are to be used to prevent corrosion of condensate return lines. A PH between 7.5 and 9 is to be maintained in all condensates return lines.

• Treatment chemicals on systems feeding food service equipment must meet the requirements of National Sanitation Foundation (NSF-USDA) classification code G7.

Cooling Tower Water Treatment

The cooling tower water chemical treatment program must be developed by a certified testing agency and/or incorporate the following, as applicable to the specific system:

• A biocide water treatment is to be used to prevent growth of algae and scaling

• Blow-down is to be performed periodically to reduce the concentration of solids. Automatic blow-down systems are recommended.

• Corrosion control methods must be implemented; however, chromium, zinc, or other heavy metals may not be used.

Chilled and Hot Water Systems Water Treatment

• Nitrate water treatment is to be used as an inhibitor to control both corrosion and scale deposits. Use of chromates is prohibited.

• Closed-loop systems will be tested at least monthly and more frequently based upon a weekly review of makeup water to that system.

Consulting Services

Upon award, vendor must provide, in writing, a comprehensive water treatment program that addresses all systems;

boilers, chillers, cooling towers, closed loops, and any other system utilizing water as a heat transfer medium. These services are to include:

• Instructions for operation of all treatment equipment,

• Fully outlined testing procedures including frequencies and basic corrective actions when outside of perimeters,

• Supply and delivery of all materials needed to conduct testing for the duration of the contract, delivered on a quarterly basis,

• Bi-weekly visits to observe and complete an on-site analysis,

• A monthly report outlining any discrepancies and recommended corrective action.

15BGCS26Q10600001/0002 Page 7 of 39

• Provide a minimum of 8 hours of training for each staff member working on systems requiring water treatment per calendar year.

• Have representative on site for the annual boiler inspections to view boiler internals and make recommendations on any adverse conditions.

All monthly reports will be provided to the Facility Manager no later than the 16th of each month. Any deficiencies and/ or corrective actions must be clearly outlined in the monthly report. It shall be clearly defined in the monthly report if the corrective action was taken by the consultant or if action is needed from the BOP staff.

Equipment

The contractor will provide all necessary equipment for chemical feeds. This will include pumps, tanks, overflow pallets, and monitoring equipment. The use of monitoring equipment that can report directly to our Building Automation System.

The equipment for reporting to the BAS will have to be reviewed by FBOP Information

Technology Department to connect to our network. The contractor must keep spare pumps on site. This includes chemicals for treatment. The contractor will supply all necessary testing supplies and FBOP will provide storage and work area.
