STATEMENT OF WORK/SPECIFICATIONS FCC BUTNER

Powerhouse Water Treatment

INTRODUCTION

The Federal Bureau of Prisons (FBOP), Federal Correctional Complex located at:

Federal Correctional Complex Old NC Highway 75 Butner, NC 27509

Intends to make a single award to a responsible entity that will provide all necessary materials, reagents, training, and incidentals for Bureau staff and workers to conduct the Powerhouse Water Treatment Program in accordance with ADM/ FAC 4200.12, CN-1 "Facilities Operations Manual" (September 21, 2023). All applicable Regulations, Codes, Policies, and Manufacturers' Recommendations will be required to be implemented.

SCOPE OF WORK

Treatment and Testing Boiler Water Treatment

Steam and closed loop hot water boilers require a chemical treatment program to minimize scaling, corrosion, and carryover. The boiler water chemical treatment program must be developed by a certified testing agency as applicable to the specific system. Below are the Bureau of Prisons guidelines for steam boilers only. Any variances from these guidelines will be part of the comprehensive water treatment program that must be submitted post contract award, as outlined in this statement of work. Hot water boilers must have a separate treatment program. All treatment programs must be submitted for approval before implementation.

• Total hardness of makeup water for water tube boilers must be less than 0.5 PPM and fire tube boilers less than 1.0 PPM.

• Residual phosphate concentration of boiler water must be between 30 and 60 PPM.

• Alkalinity must maintain a PH level between 7.0 and 10.5 for boiler water.

• Sodium sulfite is to be used as an oxygen scavenger. The residual concentration of sodium sulfite is to be between 30 and 50 PPM. When the boiler is placed in wet lay-up, the sodium sulfite can be increased up to 100 PPM.

• Chemical dispersant and synthetic polymers are to be added for sludge conditioning and precipitation.

• Blow-down is to be performed to reduce the concentration of solids and prevent carryover. The limits of conductance must be between 2,500 and 4,000 microhms. In no case may the blow-down be carried to make concentration of solids less than 2,000 microhms. Automatic blow-down systems are recommended. If automatic blow-down systems are used, they must be calibrated annually and documented in Cl\1MS.

• Neutralizing or filming agents are to be used to prevent corrosion of condensate return lines. A PH between 7.5 and 9 is to be maintained in all condensates return lines.

• Treatment chemicals on systems feeding food service equipment must meet the requirements of National Sanitation Foundation (NSF-USDA) classification code G7.

15BGCS26Q10600001 Page 8 of 47

Cooling Tower Water Treatment

The cooling tower water chemical treatment program must be developed by a certified testing agency and/or incorporate the following, as applicable to the specific system:

• A biocide water treatment is to be used to prevent growth of algae and scaling

• Blow-down is to be performed periodically to reduce the concentration of solids. Automatic blow-down systems are recommended.

• Corrosion control methods must be implemented; however, chromium, zinc, or other heavy metals may not be used.

Chilled and Hot Water Systems Water Treatment

• Nitrate water treatment is to be used as an inhibitor to control both corrosion and scale deposits. Use of chromates is prohibited.

• Closed-loop systems will be tested at least monthly and more frequently based upon a weekly review of makeup water to that system.

Consulting Services

Upon award, vendor must provide, in writing, a comprehensive water treatment program that addresses all systems;

boilers, chillers, cooling towers, closed loops, and any other system utilizing water as a heat transfer medium. These services are to include:

• Fully outlined testing procedures including frequencies and basic corrective actions when outside of perimeters,

• Supply and delivery of all materials needed to conduct testing for the duration of the contract, delivered on a quarterly basis,

• Bi-weekly visits to observe and complete an on-site analysis,

• A monthly report outlining any discrepancies and recommended corrective action.

• Provide a minimum of 8 hours of training for each staff member working on systems requiring water treatment per calendar year.

• Have representative on site for the annual boiler inspections to view boiler internals and make recommendations on any adverse conditions.

All monthly reports will be provided to the Facility Manager no later than the 16th of each month. Any deficiencies and/ or corrective actions must be clearly outlined in the monthly report. It shall be clearly defined in the monthly report if the corrective action was taken by the consultant or if action is needed from the BOP staff.

Under no circumstances will FBOP Butner or its staff be responsible for the acceptance of any Contractor or company deliveries. The contractor shall be responsible for providing their own means of loading and unloading contractor material or equipment.

The contractor shall not use the institution entry/driveway for the loading, unloading, or storage of any materials and equipment. The contractor will not impede/block the driveway at any time during or after the work shift.

Storage of Materials and Equipment:

All materials/tools shall be stored in a designated area mutually agreed upon between the COR and the contractor.

The storage area will be a secure lockable gang box or similar size to be determined by the contractor and the COR. If required, the contractor shall provide a securable, single point access storage container, such as a Job or Gang Box that will be left in the agreed upon storage area for the duration of the project. Size of the storage container will be determined by the contractor and the COR. The container will be secured using a padlock protocol with two locks to secure it. One shall be a contractor lock and the other lock provided by the institution. If necessary, a heavy-duty chain provided by the contractor may be used to facilitate the locking requirement. All materials and equipment stored within the container will be maintained in a safe and orderly fashion

Materials cannot be stored at a height that would create a fall hazard.

All tools will be inventoried prior to entering the Institution at the start of each workday on a daily tool inventory sheet. At the end of the workday, all tools will be inventoried again to ensure all tools are accounted for.

All contractor-owned extension cords that will be used during the project, regardless of length, shall be in good condition with no broken outer Insulation. Extension cords are considered a ''high risk" tool having a Federal Bureau of Prisons' tool classification of Double A. All contractors-owned extension cords used for this project will be required to exit the institution at the end of every workday for the duration of the project.

15BGCS26Q10600001 Page 12 of 47

All contractor-owned ladders approved for use within the institution, regardless of the size, shall be stored in a pre-determined area and secured to a stationary fixture with a heavy link chain and lock which would prevent removal.

Security Clearance/Contractor Badges:

The contractor shall provide the COR with all the necessary security clearance documents for all contractors and subcontractor employees accessing the institution and be security cleared for badging within 14 days of receiving the Notice to Proceed, as stated above. Security clearance documents will only be accepted from the prime contractor. If submitted by a sub-contractor, they will be rejected. It is the prime contractor's responsibility to review security clearance submissions to ensure they are complete.

In the event a contractor or subcontractor employee cannot pass the security clearance process, it will be the contractor's responsibility to provide another candidate. By law the BOP cannot, and will not, release any information to the contractor concerning the nature of why a contractor or subcontractor employee was not able to pass the security clearance process.

All contractors/subcontractors working at FCC Butner will be issued and required to wear a picture ID/contractor badge provided by the institution. For security reasons, the badge will be worn in a visible manner as directed by the COR.

Safety and Personal Protective Equipment:

All contractors and employees shall have and wear the required personal protective equipment (PPE) prescribed by industry standards at all times while on the job site. It is the responsibility of the contractor to provide all PPE equipment.

Contractors are required to wear Safety Toe footwear (composite, aluminum or steel toe are acceptable.) while performing on site contract work. Safety footwear must comply with current ASTM standards, which outlines the performance requirements for protective footwear. If the Contractor determines that on site hazards warrant the use of Internal or External Metatarsal guards, they may require the equipment be worn by their employees. The Contractor alone is responsible for ensuring the employee is wearing the proper PPE before beginning the workday.

All ladders regardless of the size shall be stored and secured to a stationary fixture with a chain and lock in a predetermined area, in a way that they cannot be removed. If ladders are required, immediately consult with the COR to ensure that he or she can make timely notifications to appropriate institution staff. All extension cords regardless of length shall be in good condition with no broken outer insulation and will be secured in a locked construction gang box.

Should a system require Lock-out/Tag-out, the system will be required to have both Contractor and FCC Butner locks on the isolation point to prevent shock. All Lock-out/Tag-out procedures will be compliant with the institution Lock-out program.

Additional Considerations:

• Contractors will NOT be allowed to bring cell phones, cameras or two-way pagers into FCC Butner.

The Facilities Department maintains a digital camera that will be utilized by BOP staff to document the project work. The Contractor may request copies of these documentation photos for record keeping.

• Contractors will be permitted to wear jeans in the institution, however, shorts, green or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided.

• Lunches will be consumed at the worksite. Contractors shall ensure they have everything they need for their lunch when they check-in first thing in the morning.

• Federal smoking policy on Federal property states that smoking is only allowed in outdoor designated areas. This policy will be strictly enforced.
