About this file

This document is a Questions and Answers file for a Federal Bureau of Prisons solicitation (15BFA025Q00000242) for a walk-in freezer replacement project at FCI Jesup, GA. The Q&A provides critical technical and procedural clarifications, including that the project involves four complete refrigeration systems with independent redundant capacity, operating at temperatures between -10°F and 0°F for frozen food storage. The freezer will be installed by Federal Bureau of Prisons employees, with the supplier providing start-up assistance and initial system testing.

Key additional details include strict security requirements for contractor access, with security clearances taking up to 10 days to process and all personnel requiring background checks. The supplier is responsible for warranting equipment functionality, while the government will handle post-installation refrigerant system responsibilities. Deliveries and start-up work are restricted to normal business hours (8:00 AM to 3:00 PM, Monday through Friday), and all vehicles and personnel entering the institution are subject to inspection and must be escorted.

QUESTIONS AND ANSWERS

FCI Jesup GA

15BFA025Q00000242 – PROJECT 25Z3AG9

Question 01:

Chamber use: What is this chamber being used for?

Clarification: Freezer / Frozen Food Storage

Question 02:

What are the installation/completion dates?

Clarification: To be determined. Installation of the new freezer and the associated equipment will be performed by Federal Bureau of Prisons employees. Due to the nature of the work environment, a set date for start-up cannot be determined.

It is anticipated that the start-up will be less than six months from the date of all materials and equipment being delivered and accepted.

Question 03:

Temperature: I see the words “cooler” and “freezer”. Can you find out the actual chamber temperature?

Clarification: The desired temperature is-10 °F to the maximum temperature of 0 °F.

Question 04:

Internal heat load: Are there any internal heat loads to be considered?

Clarification: There are no internal heat loads. The freezer will contain foods that are already frozen.

Question 05:

Responsibility for the operational warranty of the system?

Clarification: The supplier shall warrant that the equipment provided is free from defects in materials and workmanship.

The operational warranty shall cover the functionality of the supplied freezer unit when installed per the manufacturer's specifications. Responsibility for the refrigerant system post-installation lies with the entity performing the installation, which will be the Government. The Government ensures that installers will possess appropriate EPA certification for refrigerant systems.

Question 06:

Clarifications for Start-Up Assistance and Testing?

Clarification: Start-up assistance refers to having a qualified technician from the supplier on-site at the time of system power-up, commissioning, and testing. The supplier is not required to be present throughout the entire installation. The supplier may be asked to witness (but not necessarily perform) a nitrogen pressure test or verify that such testing was completed before system operation to validate warranty coverage.

Question 07:

Permits Requirements: Are local, state, or Federal permits required?

Clarification: Local Building permits are not required for this project.

Question 08:

What clearances are required to gain access to the project site for start-up?

Clarification: All contractor personnel accessing the site must complete the institution’s security clearance process. This includes submitting the required background check forms. Deliveries and start-up work must occur during normal business hours, Monday through Friday, 8:00 AM to 3:00 PM (excluding federal holidays). All vehicles and personnel entering the institution are subject to inspection. Contractors must be escorted. Blackout dates may apply during institution lockdowns or emergency operations and will be communicated as needed. FCI Jesup Facilities Administrative employees will coordinate with the awarded contractor to schedule a start-up date. Security clearances will take up to 10 days to process.

Question 09:

What does the term "redundant" mean in this context? Four of the same unit? Or a control panel that is going to operate each unit individually? Are you looking for four condensers and evaporators?

Clarification: The term "redundant" refers to a backup capacity configuration, ensuring continued operation if one unit fails. This project requires four complete refrigeration systems (each with its own condenser and evaporator). Each system must operate independently with controls capable of maintaining functionality should another system be offline.
