About this file

This document is an Amendment of Solicitation (Standard Form 30) for the USP McCreary Food Service Boilers project. The amendment addresses site visit responses and clarifies requirements for replacing the existing boiler system with a new combination boiler for the Food Service Department. The solicitation requires a boiler with a minimum of 30HP that can produce 1,000 MBH to provide steam for six steam kettles and hot water, with specific technical requirements including Cleaver Brooks Hawk 1000 controls and an Allen-Bradley 7" Touchscreen HMI.

Key issues addressed in the amendment include the complexity of the boiler replacement, which initially seemed straightforward but required more intricate considerations. The government confirmed that a dual-purpose combination boiler exists that can meet the requirements, addressing contractor concerns about steam and domestic hot water capabilities. The site visit responses detail the specific fixtures needing hot water, including a Hobart dish machine, 4 three-compartment sinks, 2 mop sinks, and 13 hand-washing sinks. The amendment emphasizes that this is a replacement project, not a full system redesign, and leaves open the possibility of an additional site visit if needed to clarify remaining concerns.

Section 5 - Solicitation Provisions

1. ISSUE: The original visit was intended to evaluate a straightforward 30HP boiler replacement; however, once on site, it became clear that the actual requirements are significantly more complex — particularly involving modifications to the domestic hot water system and flow rates.

Per the Statement of Work, this requirement is to replace the existing boiler with a combination boiler that has a minimum of 30HP and will produce a minimum output of 1,000 MBH to provide steam for six steam kettles and hot water for the Food Service Department

2. ISSUE: It appears the government’s desired outcome would require major re-piping and a higher-capacity boiler than specified in the current scope.

RESPONSE: BOP market research shows there is a dual-purpose boiler that will be sufficient. The piping required under this requirement is specified in the SOW on page 5, paragraph 1.3 B 2 d) and says “Provide all necessary piping, fittings, gas connections, controls, electrical components, supplies and safety devices”

3. ISSUE: The equipment that will likely be needed as a replacement.

- Boiler Feed tank with pumps

- Steam Boiler – Feeding Kettles

- 2 Lochinvar Water heaters

- 2 Lochinvar Storage tanks

RESPONSE: Only one Lochnivar Water heater needs to be removed for food service only.

4. ISSUE: This would require a feed steam to kettles and supply potable water to fixtures (faucets, dishwashers etc). To perform both steam/potable water functions, you would need a steam boiler to feed the kettles & an indirect heat exchanger to convert steam to clean potable water to your kitchen fixtures. During the process of converting steam to hot water, the two liquids must stay in separate piping loops, so it does not cross-contaminate.

RESPONSE: The combination boiler requested in the scope of work would have a built in heat exchanger.

5. ISSUE: With your current 1,600 gallons of hot water storage, you will likely need a storage tank fed by the heat exchanger to keep up with the demand at peak times. The size of the storage tank is to be determined by the upcoming site visit, which will assess fixture count and flow rates.

RESPONSE: The new combination boiler will be replacing a 600 gallon tank Lochinvar model CFN651P. The number of fixtures needing hot water are: 1 - Hobart dish machine Model FT900 Serial Number 271193948 (built in heat booster), 4 - 3 compartment sinks (14 gpm), 2 - mop sinks (2 gpm), 13 - hand washing sinks (.5 gpm)

6. ISSUE: A boiler that does both steam and DHW in one does not exist.

RESPONSE: This is not accurate, there are combination boilers in the market.

7. ISSUE: It looks like a full redesign of the kitchen’s steam and domestic hot water system is required.

RESPONSE: This will not be a full redesign but a replacement with a combination boiler that is available in the commercial market.

ISSUE: The biggest challenge seems to be the DHW flow rates

RESPONSE: The number of fixtures needing hot water are: 1 - Hobart dish machine Model FT900 Serial Number 271193948 (built in heat booster), 4 - 3 compartment sinks (14 gpm), 2 - mop sinks (2 gpm), 13 - hand washing sinks (.5 gpm)

ISSUE: The number of fixtures needing hot water is needed.

RESPONSE: The number of fixtures needing hot water are: 1 - Hobart dish machine Model FT900 Serial Number 271193948 (built in heat booster), 4 - 3 compartment sinks (14 gpm), 2 - mop sinks (2 gpm), 13 - hand washing sinks (.5 gpm)

ISSUE: The system will need major DHW piping changes and a larger steam boiler than what is listed in the scope.

RESPONSE: Section 1.1 A. of the scope limits the minimal size of the boiler only.

ISSUE: Another site visit is required because the subcontractors that attended the site visit are not quite sure about exactly what is required.

RESPONSE: A site visit will be scheduled if still required after all issues and concerns are clarified.
