About this file

This document is an evaluation criteria section from a federal solicitation (15BFA024R00000030) for medical services at a Bureau of Prisons (BOP) institution. The Government intends to make a single award to an offeror whose proposal is determined to be in the best interest of the Government, with non-price factors (combined) approximately equal to price in the tradeoff process.

The evaluation employs three major criteria of equal value: Technical Criteria, Past Performance Criteria, and Price Criteria. Technical evaluation measures the demonstrated approach to providing an appropriate mix of resources for quality inmate medical care while mitigating Government costs and security risks, assessed through four equally-weighted subfactors: level of diversity of services proposed, driving distance and conditions to community-based providers, accreditation status of proposed facilities, and proposed enhancements to basic contract requirements that support the BOP's mission. Past Performance evaluation includes six equally-weighted subfactors: quality of services, relevancy, timeliness of deliverables/adherence to performance schedule, management, utilization of small business, and regulatory compliance. Price evaluation addresses eleven service categories in descending order of importance: Inpatient Facility Services, Outpatient Facility Services, Outpatient Physicians Services, Other Physician Services, Telehealth, Mobile MRI, Inpatient Physicians Services, Mobile CT, Optometrist, Tele-triage, and Oral Surgeon. A proportionate amount of points will be awarded to each offeror below the highest-ranked offeror in each pricing category.
