About this file
This is a Questions and Answers document for Federal Bureau of Prisons Solicitation 15BFA024R00000030 for FCI Sheridan medical services.
The solicitation encompasses telehealth services, tele-triage services, and mobile medical services at multiple federal correctional facilities. Tele-triage must be delivered virtually 24 hours per day, 7 days per week, including weekends and holidays, with no on-site clinical presence required. Telehealth specialty consults may be delivered by remotely located licensed clinicians meeting all licensure, credentialing, documentation, privacy, and security requirements. Nephrology has been added as a required telehealth specialty with anticipated consultation volumes specified in the solicitation. Mobile services are requested 24 times per year for each modality across FCI, FDC, and SPC facilities, with detailed instructions available in the PWS on SAM.gov. An on-site scheduler position is required, with associated costs incorporated into pricing for applicable categories rather than as a separate line item.
All pricing for Telehealth Services and Tele-triage Services must be proposed as per consultation fees using a uniform methodology across pricing categories. Administrative costs and on-site scheduler costs must be absorbed into overall pricing proposals for each category and submitted exclusively through Attachment 1. Offerors who vary their pricing methodology will receive no pricing score for affected categories. Technical sheets, including Attachments 6-B and 6-C, have been corrected to reflect requested specialties including Urology, Otolaryngology, and Pain Management. Offerors are not required to sign amendments; only one proposal should be submitted per partnership with the main partner carrying most responsibilities establishing the government contract.

Questions and answers for FCI Sheridan Solicitation (15BFA024R00000030)
1. Whether tele-triage is expected to be delivered entirely virtually, or whether any on-site clinical presence is required for that function. Tele-triage is required to be delivered virtually. On-site clinical presence is not required for tele-triage.
2. Whether telehealth specialty consults may be delivered by remotely located licensed clinicians, assuming all licensure, credentialing, documentation, privacy, and security requirements are met. Yes, please refer to the solicitation for further guidance.
3. Whether the government will consider a proposal in which telehealth / tele-triage services are provided by a subcontracted virtual care partner as part of a broader comprehensive medical services offering. Only one proposal should be submitted within the partnership, which should be the main partner carrying most of the responsibilities/duties/costs. If awarded, that will be the vendor that the government will establish a contract with. You, in turn, will have an agreement/partnership for whatever terms you and the vendor set forth, but the government won’t have anything to do with that.
4. Whether the on-site scheduler requirement applies to all service categories, or primarily to the coordination of local, institution-based, mobile, and community-based services. I’m not sure and that is a good question. I will contact the institution to find out and respond to you as soon as I can.
5. Whether the final amended solicitation package supersedes all prior versions for telehealth, tele-triage, pricing, mobile services, and scheduler requirements. The amendments only supersede the portion that was updated, not the solicitation in its entirety.
6. On-Site Scheduler Costs: Please confirm where the costs associated with the on-site scheduler should be included in the final cost proposal. Is there a specific line item designated for this role, or should these costs be incorporated elsewhere? No separate pricing category is established for the on-site scheduler. Offerors shall account for all costs associated with this position within the pricing proposed for the applicable pricing categories.
7. Administrative Costs: Could you provide guidance on how company administrative costs should be presented? Should these be included within a particular line item, captured as part of an indirect cost or markup, or handled in another manner? Offerors shall incorporate all administrative costs into the proposed pricing for each pricing category.
8. Inclusion of Fixed Amounts: If there is no designated line item for these costs, may we include a fixed amount in the business proposal, or must all such costs be submitted exclusively through Attachment 1? Administrative costs are absorbed into your overall price proposal for each pricing category. All pricing shall be submitted on Attachment 1. See M.01.03 “Offerors who vary their pricing methodology create a situation whereby the Government cannot conduct a comparative evaluation of offers in pricing aspects. Therefore, any offeror who proposes a pricing methodology in any pricing category which varies from the prescribed (e.g., proposing multiple rates within any category or proposing a differing methodology) will receive no pricing score for each such category.”
9. On the pricing sheet for FCC Pollock, Telehealth Services and Tele-triage Services is a per consultation fee. I can offer those 2 services at a Medicare-based rates. Is that an option I can submit, or does it have to be a per consultation fee? Pricing for Telehealth Services and Tele-triage shall be proposed as a per consultation fee.
10. Could you please provide the most up-to-date Tech Sheets for completion? Particularly Attachment 6-B and 6-C. It appears that Urology is not on Attachment 6-B, yet it is requested in the RFP under “Other Physicians”. Additionally, Otolaryngology and Pain Management are requested in the RFP, but are not listed in Attachment 6-C. This has been corrected.
11. Please advise on if there will be a revision to the Original SF-30 Form to add additional lines under block 14, as there is no room to add the requested information for any additional amendments following Amendment 4.
You do not have to do that.
12. The BOP is requesting Mobile services 24x per year for each modality and reference instructions for this service at the FCI, FDC and SPC in Amendment 5. Is it the BOPs intent for Contractors to rotate the unit between each facility on the same day or must the unit be rotated between the 3 facilities each month? All instructions for the mobile services has been uploaded in SAM.gov within the PWS.
Should nephrology be included as a required telehealth specialty under this RFP?
Yes, it was added.
13. If so, could you please provide the anticipated consultation volume per contract year for nephrology services?
The volume per contract was added.
14. Alternatively, should nephrology be excluded from the scope outlined in Attachment 2?
Question answered above.
15. Additionally, we would like to inquire about the Standard Form 33 (Solicitation, Offer, and Award), SF 33, included in the attachments. The current version appears to provide space to acknowledge amendments 1 through 4 only. Given that Amendments 5 and 6 have been issued, could you please advise whether:
• An updated or supplemental form will be provided to allow for proper acknowledgment of all amendments; or o You do not have to sign any of the amendments.
• We should acknowledge Amendments 5 and 6 through an alternative method within our submission.
o You do not have to sign any of the amendments.
16. Do you have any additional information on what is required for tele-triage? I see the paragraph below but is there any additional information you could provide as to what is expected?
Tele-triage Services: Tele-triage services shall be provided 24 hours per day, 7 days per week, including weekends and holidays ensuring continuous access without interruption.
The contractor shall perform clinical assessment and acuity determination, producing accurate triage determinations, timely escalation of emergent cases, and documented care recommendations.
No other details are provided. Please read through the solicitation and the PWS thoroughly to determine how you would propose providing these services while adhering to the guidelines set forth.
