PROJECT 24Z4AT4 - QUESTIONS & ANSWERS

SOLICITATION 15BFA024B00000022

FROM AOD RBT JV:

1. Will the PPQ’s and Banking Questionnaire that we submitted for the FCI Milan project be acceptable for this project as well?

CLARIFICATION: Yes

2. Can the as-built drawings be provided for the three buildings?

CLARIFICATION: There are no as built drawings for the buildings.

3. Is this project a design build?

CLARIFICATION: No

4. Is this project tax exempt?

CLARIFICATION: See Solicitation Page 4: The successful contractor shall be responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons.

5. Is the slope indicated on the drawings to be formed in the insulation or is the slope in the deck?

CLARIFICATION: The slope will be provided by the insulation.

6. What is the current deck type and insulation? Is there a core sample provided?

CLARIFICATION: The deck is concrete. The insulation on the buildings is isocyanurate with an average depth of 6.5 inches on all buildings. The closed cell foam roof section on Building 4 is approximately 8 inches in depth.

From AACON General Contractors:

7. Spec Section 01-11-00 1.1 says to install R-44 tapered to drains. Is that an average R-44 or minimum R-44 for roof insulation?

CLARIFICATION: R-44 is average.

8. Specs Section 01-11-00 1.1 does not list a cover board but Section 07 53 23 3.1 H lists a cover board installation. Is a Cover board required?

CLARIFICATION: A cover board would only be required if it is specified by the roofing membrane manufacturer.

9. Is this a FM insured building?

CLARIFICATION: No FM insurance.

10. Can a roof core (existing roof composition) be provided and pictures of existing roof?

CLARIFICATION: Pictures of the roof will be available with the meeting minutes. Roof cores will not be provided.

From DFW CAD Services, LLC:

11. Is the structure below the existing roofing a Span-Crete or solid concrete deck?

CLARIFICATION: The roof deck is concrete.

12. Will a 20-year warranty no dollar limit be sufficient for the project?

CLARIFICATION: Yes.

13. The insulation, R44 minimum or average?

CLARIFICATION: R-44 is average.

14. Tool control – Is the roofing contractor allowed to establish a Tool gang box on the roof with equipment and all classifications of tools (AA/A/B) with the appropriate tool inventory and checks? If not, can they be stored inside your Central Tool room with the appropriate tool inventory and checks? This will help reduce downtime every day at the rear gate.

CLARIFICATION: AA / A tools will leave job site daily. B tools will be stored in a contractor-provided gang box. Secured nightly with a FMC Rochester padlock, then chained to an affixed object located in the penthouse. Equipment will be stored at FMC Rochester.

15. Are the roofing contractor employees going to perform this job with Entrance memo and Criminal history check for entrance in the secured perimeter? Or are the roofing contractor employees going to be required to do the full badging process with the extensive background check/ EQIP program and Interviews (T1&T4 EQIP background investigation)?

CLARIFICATION: We complete a NACI paperwork background check, pictures, and fingerprints. No EQIP or interview.

16. What is the criminal history rule-outs for background checks, and length of time from incident, for the contractor’s employees to not be able to work on this site. (I.E. DUIs/Violence/Military dishonorable/disorderly conduct/drug usage charges) CLARIFICATION: See FAO-0009(a), “Be advised, the Federal Bureau of Prisons cannot disclose why an individual does not pass the security clearance process, as it is a violation of law.”

From Advanced Design Contracting, LLC:

17. Please confirm that each of the three (3) building’s bonds may be submitted/released upon completion of each building individually. Said bonds to guaranty the full project bid.

CLARIFICATION: A bid bond is required to cover the amount of the lump sum bid.

From McKenzie Construction:

18. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

CLARIFICATION: No, they do not have to be 3 separate individuals.

19. Are there any phasing requirements?

20. It appears there are air conditioning units on the roof, if they need to be removed during repair work, are there any temporary heating/cooling requirements?

CLARIFICATION: No, FMC staff will take care of the air conditioning units.

21. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

22. Can you please confirm the manufacturer of the existing roof system and who carries the current warranty of the roofing system?

CLARIFICATION: Manufacturer- unknown, and no current warranty on any of the existing roofs.

23. Can you please provide the site visit attendee sign in sheet?

CLARIFICATION: The sign-in sheet was posted with Amendment 0001.

24. During the site visit walk, it was discussed that photos of the existing roofs would be shared, can you please provide them?

CLARIFICATION: Photos were posted with Amendment 0001.

25. A specification section is provided for steel decking but isn’t called out in the scope of work or drawings; can you please confirm where metal decking is anticipated to be required?

CLARIFICATION: Section 05 31 00 – Steel Decking specifications were provided in the event of unforeseen discovery of steel decking during the project.

26. During the site visit walk, it was discussed that helicopter deterrence cables are still in place on the roofs; are they to remain in place or be removed?

CLARIFICATION: The deterrent cables will be removed by FMC Rochester. They will not need to be reinstalled.

27. If they are to remain in place, can you please confirm and provide requirements?

CLARIFICATION: N/A – the cables will not be reinstalled.

28. During the site visit walk, it was discussed that an exception for AA class tool storage overnight might be possible;

can you please confirm and provide requirements?

CLARIFICATION: AA / A tools will leave job site daily. B tools will be stored in a contractor-provided gang box. Secured nightly with a FMC Rochester padlock, then chained to an affixed object located in the penthouse. Equipment will be stored at FMC Rochester.

29. Can you please confirm whether there will be elevator access to each / any of the roofs from within the building?

CLARIFICATION: There is no access to roofs from the elevators.

30. Can you please confirm if there are limitations / requirements for roof access equipment- from the outside of the buildings?

CLARIFICATION: Roof access equipment will be removed from the job site and off the compound daily.

31. Can you please confirm if there are limitations / requirements for demo chutes / trash removal from the roofs?

CLARIFICATION: Demo chutes / trash removal will be removed daily.

32. Can you please confirm if there are requirements for dumpsters to be removed the site daily?

CLARIFICATION: Dumpsters will be removed daily.

33. Can you please confirm if there are any security measures to be aware of for contractors in the event of a lockdown / evacuation?

CLARIFICATION: See Solicitation, FAO-0006, and pre-bid site visit meeting minutes, Section 4, Security.

34. Can you please confirm if there are any safety protocols to be aware of for contractors working in proximity to inmates?

CLARIFICATION: Contractors will not be working in the proximity of inmates.

35. Will any inmate movement or routines be adjusted during construction?

36. Will there a specific staging area for materials provided outside the prison perimeter?

37. What federal, state, or local regulations apply to construction in a federal prison?

CLARIFICATION: All federal, state, and local regulations apply for this project.

38. Are there any additional trainings, certifications, or accreditations required for contractors working on federal prison property?

CLARIFICATION: No.

39. How will communication between prison authorities and the construction team be managed daily?

CLARIFICATION: Communication will occur between the COR (FMC Rochester staff) and the foreman or supervisor of the awarded contractor.

40. With cellular phones being prohibited on grounds, what are the protocols for reporting issues, delays, or security concerns?

CLARIFICATION: The COR will be available to escort the employees of the contractor to a landline telephone if required.

41. Will a temporary field office be allowed within the secure perimeter, or will it need to be located outside the perimeter barrier?

CLARIFICATION: No field office will be allowed inside the secure perimeter or on FMC Grounds.

42. Will / how will power be provided to the roof for contracture use?

CLARIFICATION: Power will be provided by FMC Rochester.

From Merit Contracting, Inc:

43. Wondering if any core tests had been done to figure out: A. What the existing roofs are and how thick, also helps with figuring out how many dumpsters will be need.

CLARIFICATION: Core samples have been taken. Buildings 10 and 2 are EPDM with iso insulation approximately 6 inches thick. Building 4 is a built-up asphalt roof with approximately 6 inches of iso insulation. The foam roof on part of building 4 is closed cell sprayed-on foam insulation on average of 8 inches thick. This foam is then covered with a sprayed-on silicone sealant.

44. Wondering if any core tests had been done to figure out: B. If there is any asbestos contained in the built-up roofs.

CLARIFICATION: Numerous samples of all the roofs were taken and analyzed by a certified lab. No asbestos containing materials were indicated in any sample.

45. Will there be any new detail drawings coming out for the new roof? If not, would it be possible to get existing plan pages with the details so we know what is at the perimeter of each building so we can figure out wood blocking?

CLARIFICATION: There will be no additional drawings provided.
