FCI TAFT – BUILDING DEMOLITION

PROJECT 23Z7AA9 QUESTIONS & ANSWERS

SUBMITTED BY AHTNA GOVERNMENT SERVICES CORPORATION:

1. Does key subcontractor experience qualify as Past Performance under Section 7?

CLARIFICATION: PAST PERFORMANCE MUST BE SUBMITTED FOR PRIME CONTRACTOR.

2. Is there a required sequence to the demolition or are all sites available to work at anytime?

CLARIFICATION: ENTIRE SITE WILL BE ACCESSIBLE. SEE SHEET T0.2, PHASING

NOTES.

3. Can a concrete crushing plant be set up onsite?

CLARIFICATION: YES. LOCATION MUST BE OUTSIDE THE SECURE PERIMETER, REMOTE

FROM BUILDINGS AND OFF EXISTING PAVEMENTS. CONTRACTOR SHALL OBTAIN ANY

REQUIRED SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT (SJVAPCD) PERMITS

AND SHALL RESTORE THE SITE TO ORIGINAL CONDITION AT PROJECT COMPLETION.

CRUSHED MATERIAL SHALL BE TRUCKED OFF SITE IN A TIMELY MANNER. CONTRACTOR

SHALL SUBMIT A WORK PLAN TO FBOP FOR APPROVAL PRIOR TO STARTING WORK. THE

WORK PLAN SHALL INLCUDE LOCATION, SIZE & LIST OF EQUIPMENT, MAXIMUM

STOCKPILE SIZE, SECURITY PROVISIONS, PERMITS, ETC.

4. Can the crushed concrete be used to backfill on site?

CLARIFICATION: YES, PROVIDED IT MEETS ALL THE REQUIREMENTS FOR CALTRANS

CLASS 2 BASE MATERIAL.

5. Is there a borrow source available for backfill material?

CLARIFICATION: NO. ANY ADDITIONAL FILL MATERIAL SHALL BE CLEAN, SATISFACTORY

MATERIAL OBTAINED FROM OFF SITE SOURCES. SEE RESPONSE TO QUESTION 4.

6. When demolishing areas that have structures below the existing grade, can the existing lower floor and footing be left in place? Once these are demolished are we to backfill over the existing floor to existing grade?

CLARIFICATION: ONLY THE FRONT END OF LOWER RANGES (CELL BLOCKS) IN BUILDING

L MAY BE BELOW ADJACENT GRADE. THE OUTER ENDS ARE ABOVE GRADE. THE FOOTINGS

AND FLOOR SLAVS WILL REMAIN IN PLACE AND THE WALLS TERMINATED AS DETAILED ON

THE DRAWINGS. NO BACKFILL ON THE FLOOR SLABS IS REQUIRED.

7. Can roll off bins and equipment be staged inside the fences and be left overnight?

CLARIFICATION: YES, ON DIRT AREAS ONLY.

8. Are we to assume that all soil removed from the underground storage tanks and supply lines is clean?

CLARIFICATION: SEE SHEET C2.11, GENERAL NOTE 2.

9. Can any material removed from the UST’s be used as backfill?

CLARIFICATION: YES, PROVIDED IT TESTS NEGATIVE FOR CONTAMINATES.

10. For bid purposes what volume of residual fuel are we to estimate needs to be removed and disposed?

CLARIFICATION: SEE SHEET C2.11, UNDERGROUND FUEL TANK SCHEDULE NOTE.

11. Do soil samples need to be taken along in ground piping?

CLARIFICATION: ONLY IN AREAS WHERE FUEL OIL PIPING IS BEING REMOVED.

12. Can underground piping be abandoned in place?

CLARIFICATION: SEE CIVIL SHEETS FOR UNDERGROUND SCOPE OF WORK.

13. Do confirmation samples need to be taken of soil from the UST sites?

CLARIFICATION: SEE SHEET C2.11, GENERAL NOTE 1. CONTRACTOR IS RESPONSIBLE

FOR SOILS TESTING FOR HAZARDOUS MATERIAL.

14. If contamination is detected what are next steps?

CLARIFICATION: SEE SOLICITATION CLAUSES FAO-0015, FAR 52.243-4, AND 52.215-

21. SEE GENERAL NOTE 3 ON SHEET C2.11.

15. Since concrete slabs are to remain, will floor finishes need to be remove?

CLARIFICATION: YES.

16. Do remaining concrete slabs & walkways need to be protected during demolition and moving equipment?

CLARIFICATION: CONTRACTOR SHALL EXERCISE CARE TO PROTECT IN PLACE EXISTING

SLABS AND WALKWAYS TO THE GREATEST EXTENT POSSIBLE. CONTRACTOR SHALL NOT

COLLAPSE/DROP WALLS, ROOFING, STRUCTURAL FRAMING, ETC. ON SLABS OR PACEMENT.

STEEL PLATES OR ANY OTHER SPECIAL PROTECTION IS NOT REQUIRED.

17. Does the phasing plan have any time lapse in between or can demo continue?

CLARIFICATION: SEE SHEET T0.2, PHASING NOTES. NO TIME LAPSE.

18. We are bidding demo for this project, and we missed some Architectural, Structural drawings for this project. Is it a chance we could get these drawings from you please?

19. Our initial question is regarding payment and performance bonding.

The solicitation indicates that it is required to have 100% of bid value of payment and performance bonding. If this is the case, are subcontractors able to bond to the job as well as primes?

CLARIFICATION: SEE FAR 52.228-15, BONDING MUST BE SUBMITTED TO THE

GOVERNMENT FROM THE PRIME CONTRACTOR.

20. We would like to ask for a bid extension two weeks out from the original bid date.

CLARIFICATION: BID OPENING DATE WILL NOT BE EXTENDED AT THIS TIME.

21. Please confirm if soil for back fill can be borrowed from the facility, indicate the soil borrow area.

CLARIFICATION: SEE RESPONSE TO QUESTION 5.

22. Please provide size of domestic water pipes.

CLARIFICATION: SEE CIVIL DRAWINGS AND RECORD DRAWINGS.

23. Spec section 024116-2 calls “For each building, stamped and signed by licensed professional Engineer”. Please confirm what engineering discipline will be required.

CLARIFICATION: A CIVIL OR STRUCTURAL ENGINEER LICENSED IN THE STATE OF

CALIFORNIA.

24. Please provide all photos of the building, components will be demolished or cut and cap including all utility systems, electrical rooms, mechanical rooms, roof top equipment.

CLARIFICATION: SEE ATTACHED PHOTOS.

25. Please provide the depth of the fuel system.

CLARIFICATION: 3-FEET TO TOP OF TANK.

SUBMITTED BY PRECISION CONSTRUCTION SERVICES:

26. Are escorts needed during construction? How many escorts will be available?

CLARIFICATION: DIRECT SUPERVISION OF CONTRACTORS WILL NOT BE REQUIRED DUE TO

THE CURRENT OPERATIONAL STATUS, HOWEVER, FBOP STAFF WILL ROUTINELY WALK THE

WORK SITE TO VERIFY THAT CONTRACTORS ARE ON SITE AND WORKING IN PROPER

AREAS. CONTRACTORS ONSITE WILL BE CROSS CHECKED WITH PREVIOUSLY APPROVED

CLEARANCE LIST.

27. Approximately how much time each day should be allotted to entering and exiting the facility?

CLARIFICATION: AT THE START OF EACH WORKDAY CONTRACTOR'S STAFF WILL HAVE

THEIR ID'S TAKEN AT THE REAR GATE WHEN ENTERING AND THEY WILL HAVE THEIR ID

RETURNED AT DEPARTURE FOR END OF DAY. TIME WILL FLUCTUATE ON THE NUMBER OF

CONTRACTORS ENTERING AND DEPARTING.

28. There are multiple lines on sheet T0.2 stating that, "The contractor shall visit the premises where this work is to be performed prior to submitting bid."

(Items #6 under General Notes and #5 under Hazardous Material Notes.) ITB states that the job walk was "non-mandatory". Is visiting the site prior to submitting a bid a mandatory task in order to be considered for award?

CLARIFICATION: PER SOLICITATION PROVISION 52.236-27 SITE VISIT, ATTENDANCE

IS NOT MANDATORY TO SUBMIT BID.

29. Sheet T0.2 states, "The contractor shall be responsible for all damages to the equipment, furniture, or premises incurred as a result of work incurred herein." As seen on the job walk, many of the buildings currently have furnishings. Will there be any furniture to be removed and/or stored? Is that owner or contractor responsibility?

CLARIFICATION: ANY EQUIPMENT, FUNRNITURE, ETC. LEFT IN BUILDINGS TO BE

DEMOLISHED SHALL BE REMOVED BY CONTRACTOR. SEE CONTRACT DOCUMENTS FOR

RECYCLING REQUIREMENTS.

30. Where will shoring need to be required?

CLARIFICATION: SEE T0.2, PHASING NOTES, PHASE 2 AND 3, NOTE 2. SEE SPEC

SECTION 024116. CONTRACTOR'S ENGINEER SHALL DETERMINE WHERE TEMPORARY

SHORING IS REQUIRED TO ENSURE SAFE WORKING CONDITIONS DURING DEMOLITION.

31. Will the contractor be able to spread any non-contaminated spoils onsite?

CLARIFICATION: NO.

32. Will the contractor need to import all fill, or can native backfill be used?

CLARIFICATION: SEE RESPONSE TO QUESTION 4 AND 5.

33. Any concrete that is removed, will the BOP allow the contractor to crush and use for backfill or spread onsite?

CLARIFICATION: SEE RESPONSE TO QUESTION 3. CONTRACTOR MAY NOT SPREAD ONSITE.

34. Will there be water sourcing for demolition and grading activities near the work?

CLARIFICATION: YES. SEE SHEET C2.8 FOR NEW HYDRANT LOCATIONS.

35. Demolition will require heavy equipment that will be on concrete slabs. Wall demo will leave a rough finish where the wall meat the slab. What is the BOP's expectations for slab conditions after demolition activities?

CLARIFICATION: SEE SHEET D3.1 FOR CONDITION AT WALL REMOVAL. SEE RESPONSE TO

QUESTION 16.

36. Notes under this sheet indicate minimum erosion control measures; however, there doesn't appear to be a erosion control plan generated by a Qualified SWPPP Designer (QSD). Please provide an erosion control plan for minimum requirements?

CLARIFICATION: EROSION CONTROL PLANS SHALL BE THE RESPONSIBILITY OF THE

CONTRACTOR'S QUALIFIED SWPP DEVELOPER (OSD).

37. This section references a designated "Environmental Control Officer" for enforcing environmental protection provisions. Please indicate if this needs to be a separate individual other than the superintendent and if this individual needs to be onsite full-time?

CLARIFICATION: THE ENVIRONMENTAL CONTROL OFFICER, SITE SAFETY & HEALTH

OFFICER AND QUALITY CONTROL MANAGER DUTIES CAN BE COMBINED BUT SHALL NOT BE

THE SAME PERSON THAT IS DESIGNATED AS THE SUPERINTENDENT. INDIVIDUAL NEEDS

TO BE ON SITE DURING NORMAL WORKING HOURS.

38. Does the BOP require each prime contractor to have a separate Site Safety & Health Officer and Quality Control Manager, or can these roles be combined into the Superintendent's responsibilities?

CLARIFICATION: THE ENVIRONMENTAL CONTROL OFFICER, SITE SAFETY & HEALTH

OFFICER AND QUALITY CONTROL MANAGER DUTIES CAN BE COMBINED BUT SHALL NOT BE

THE SAME PERSON THAT IS DESIGNATED AS THE SUPERINTENDENT.

39. In some areas, chain-link fence and/or razor wire shown to remain terminates at buildings scheduled to be demolished. In order to perform demolition in these areas, the fence line will need to be removed. Please confirm whether the contractor is to remove/replace this fence and razor wire, or whether the BOP will be responsible for this work.

CLARIFICATION: ONE (1) 10-FOOT FENCE PANEL SHALL BE REMOVED TO ALLOW

BUILDING DEMOLITION. REPLACEMENT AFTER DEMOLITION IS NOT REQUIRED.

40. On the east side of Building P, just north of the Room 0113 enlarged plan callout, there are three pieces of existing equipment. There isn't any indication on the demo or electrical sheets what these pieces are or if they are to remain. Please confirm whether these are to be demolished?

CLARIFICATION: SEE T0.1, SCOPE OF WORK. ITEMS SHALL BE DEMOLISHED.

41. For any AC paving or concrete that is demolished during underground utility trenching work, is there a requirement to replace the AC or concrete in kind?

CLARIFICATION: NO. PROVIDE MINIMUM 8-INCHES OF AGGREGATE BASE COMPACTED TO

95% ON TOP OF TRENCH BACKFILL. FINISH FLUSH WITH ADJACENT PAVEMENT.

42. This note indicates to clear building and surrounding premises of hazardous materials. Per Specification Section 024116-A Hazardous Materials Report, there is one area at the roof of Buildings S,T,U & V identified as gray mastic on expansion joints that is asbestos containing. Please clarify if the sheet note is referring only to the materials identified in Section 024116-A, or if there are other hazardous materials are being inferred?

CLARIFICATION: PER HAZARDOUS MATERIALS REPORT FOR STRUCTURE 2 (BUILDING H,

I, J, & K), PAGE 3 AND SHEET D1.2.1, BUILDING K AS LEAD HAS LEAD PRESENT.

CONTRACTOR SHALL INSURE NO HAZARDOUS SUPPLIES (CLEANING PRODUCTS, FUEL, ETC)

ARE REMAINING IN THE BUILDING PRIOR TO DEMOLITION.

43. This note states to cut and cap utility slab penetrations with tamper resistant means. Please verify that tamper resistant caps will not be required for this project?

CLARIFICATION: TAMPER RESISTANT NOT REQUIRED.

44. This note indicates the presence of lead and refers the bidders to the hazardous material survey. Per Specification Section 024116-A, only asbestos was surveyed. Please provide the hazardous material survey that identifies the lead containing material noted on this plan sheet.

CLARIFICATION: SEE RESPONSE TO QUESTION 42. ROOM K140 HAS LEAD PRESENT IN

WALLS.

45. These notes indicate that signage approved by the AHJ shall be provided for all abandoned systems. Please indicate who the AHJ will be, and what type of signage will be acceptable.

CHANGE: SEE REVISED GENERAL AND DEMOLITION NOTES ON D2.X SHEETS. FBOP IS

AHJ.

46. This note calls for demolition of wall and insulation sloping to finish grade and sealed with caulking. Please specify what type of caulking shall be used?

CLARIFICATION: SEE SPEC 024116.2.2.

47. Specification Section 024116-3.3.A.3 states to provide temporary utilities bypass to occupied buildings. Note 4 on sheet C2.10 simply states to coordinate outage times with the owner. Please indicate whether temp bypass systems will be required when shutting down utilities, or if coordinating outage times will suffice.

CLARIFICATION: TEMPORARY BYPASS IS NOT ANTICIPATED AS SINGLE OCCUPIED

BUILDING WILL NOT BE AFFECTED FOR LONG DURATIONS. COORDINATE UTILITY OUTAGE

WITH OWNER PER CONTRACT SPECIFICATIONS. PROVIDE SEVENTY-TWO (72) HOURSS

ADVANCED NOTICE PRIOR TO UTILITY SHUTDOWN. TEMPORARY OUTAGES SHOULD BE MADE

DURING FBOP OFF-HOURS.

48. This Section states to cut and cap utilities flush with building slabs.

Plans state to cut and cap 6" above slabs. Please confirm the plans are corrected at demolished building pads.

CLARIFICATION: CONFIRMED.

49. This spec section indicates the project will be open 7 days a week and standard 40 hour work week will apply. It was mentioned at the job walk that working hours are 6am to 2pm. Please indicate which provision will apply to this project?

CLARIFICATION: 5 DAYS PER WEEK, EXCLUDING FEDERAL HOLIDAYS, 6AM TO 2PM.

50. Indicates all utilities are the responsibility of the contractor. Are contractors allowed to provide temp meters on the owners utilities? If so, are there rates that can be provided?

CHANGE: TEMPORARY METERING IS NOT REQUIRED.

51. The Project shall utilize Autodesk Constructware for project management.

Will the client be the owner of this account? Will there be any cost to the contractors and subcontractors to utilize this system?

CHANGE: CONSTRUCTWARE PROJECT MANAGEMENT SYSTEM NOT REQUIRED. CONTRACTOR

SHALL UTILIZE INDUSTRY STANDARD PROJECT MANAGEMENT SYSTEM APPROVED BY FBOP

AT NO COST TO THE FBOP.

52. Spec calls for inspection and written reports by the Contractor's registered Fire Protection Engineer. Please confirm this requirement is not applicable for this project?

CHANGE: CONFIRMED. A REGISTERED FIRE PROTECTION ENGINEER IS NOT REQUIRED.

53. Please indicate whether the owner will be taking care of permits or the contractor? If the contractor is to handle permits, will the owner be compensating the contractor for permit costs post award?

CLARIFICATION: CONTRACTOR IS RESPONSIBLE FOR OBTAINING AND PAYING ALL

PERMITS. SEE SHEETS T0.2 AND C.11.

54. Spec requires the contractor to provide level area on site for FBOP offices.

Please confirm this requirement is not applicable for this project?

CHANGE: CONFIRMED. LEVEL AREA FOR FBOP OFFICES NOT REQUIRED.

55. RFI-001- Can you please provided the structural drawings for the facility to assess the concrete, relating rebar and if there is concrete and the thickness above the metal deck

56. Please provide any pictures that were taken on the site walk through by BOP staff.

57. Please confirm that this project does not have any union requirements.

CLARIFICATION: NO, PLEASE SEE CONSTRUCTION WAGE DETERMINATION CA20230020.

58. Can the concrete be crushed and stockpiled/ left on site?

CLARIFICATION: SEE RESPONSE TO QUESTION 3, 4, AND 33.

59. If crushing of concrete is allowed, please provide an expected crushing size (3” minus / 2” minus / 1” minus) please provide an expected stockpile location for crushed material if crushing is allowed. (crushed material can be stockpiled or can also be spread throughout desired areas for erosion control purposes/ temporary parking lots/ and laydown areas)

CLARIFICATION: SEE RESPONSE TO QUESTION 3 AND 4. MATERIAL NOT USED FOR ON-

SITE FILL IS THE CONTRACTORS RESPONSIBILTY TO REMOVE FROM SIZE AND LEGALLY

60. Please confirm what the SBE requirement is on the project.

CLARIFICATION: PLEASE SEE SOLICITATION CLAUSE/PROVISION 52.204-8, 52.219-

14, AND 52.222-23.

61. Please confirm if all employees/ subcontractors will need to abide by the criminal history background checks. Will a live scan / badging be required for the project?

CLARIFICATION: SEE FAO-0009(A) AND DOJ-03 PERSONNEL SECURITY REQUIREMENTS

FOR CONTRACTOR EMPLOYEES

62. Please clarify if the slabs and foundations will be removed as part of this project scope. Demolition Note 1 of the plans show buildings to be demolished and slabs/ foundations to be protected in place. The specifications contradict what the plans show.

CLARIFICATION: SLABS, FOUNDATIONS, AND PAVEMENTS TO REMAIN AS SHOWN ON

DRAWINGS.

63. If the slabs/ foundations are to be protected in place, please clarify if we will be allowed to track equipment on these slabs. What is the plan/ intent of leaving them behind? We believe these slabs will be in some way damaged due to the demolition activities/ equipment tracking on the surface. Please elaborate on protection expectations/ type of protection measures.

CLARIFICATION: SEE RESPONSE TO QUESTION 16. SLABS AND PAVEMENTS TO BE REMAIN

TO REDUCE THE NEED FOR BACKFILL, GRADING, EROSION CONTROL, ETC.

64. Are there any items that need to be protected/ salvaged for ownership, if so, please elaborate on what these items are and provide a list/ map of where they are along with any photo documentation of these items.

CLARIFICATION: SEE RESPONSE TO QUESTION 29.

65. Please clarify and provide a map of where the source of water will be for the demolition. Per the site visit there was talk of potentially using the onsite hydrants adjacent to the buildings, but there are lines leading to these hydrants that are to be cut/ capped and drained.

CLARIFICATION: SEE REPONSE TO QUESTION 34.

66. Please provide specs/ capacity of the onsite underground fuel storage tanks along with any analytical data associated to the tank removal scope regarding the soil.

CLARIFICATION: SEE SHEET C2.11 AND RESPONSE TO QUESTIONS 8, 9, 13, AND 14.

67. Please clarify if bidders are to assume that the soil around the existing fuel tanks is to be considered clean and not impacted with any VOCs. There was a discussion about contradictory information regarding potential soil being impacted with VOCs. Please provide any soil reports that outline the soil/ testing etc.

CLARIFICATION: SEE RESPONSE TO QUESTION 8.

68. Please clarify if bidders are to protect the walkways adjacent to the buildings being demolished or if bidders are to demolish them as part of the demolition scope. What is the plan/ intent of leaving them behind? We believe these slabs will be in some way damaged due to the demolition activities/ equipment tracking on the surface. Please elaborate on protection expectations/ type of protection measures needed and expected. We observed several panels that are already damaged/ cracked. How will accurate photo documentation be done if pictures are not allowed?

CLARIFICATION: SEE RESPONSE TO QUESTION 16 AND 63.

69. Please confirm the working hours on the project.

CLARIFICATION: SEE RESPONSE TO QUESTION 49.

70. Will our crews be allowed into the work areas before the start time, or will we have to wait until the start time before being allowed into the gates of the work area?

CLARIFICATION: WORKS HOURS ARE FROM 6AM-2PM, APPROVAL FOR CHANGE IN THESE

HOURS WILL HAVE TO BE SUBMITTED THREE DAYS PRIOR TO THE FBOP. CHANGES CAN

BE MADE FOR SPECIAL TASK THAT REQUIRE ADJUSTMENT IN HOURS.

71. Will there be structural/ architectural as-built drawings provided for this project? Demolition specification state that as-built drawings are available and will be on site at all times. Please provide them for bid purposes.

CHANGE: SEE RECORD DRAWINGS.

72. Structure 5 (Building S, T, U, & V) show gray mastic on expansion joints at roof shown as 10% asbestos containing. There are no quantities for this or any materials to be abated on any of the reports. For equal and level bid opportunity, please advise on what the quantities should be?

CLARIFICATION: SEE SHEET D1.8.3.
