FDC SEATAC – REPLACE ROOF

PROJECT 23Z6AK6 QUESTIONS & ANSWERS

SOLICITATION 15BFA024B00000001

SUBMITTED BY FLYNN COMPANIES:

1. There is no vapor barrier temp roof specified – we have questions into the manufacturer regarding their acceptance of adhering insulation directly to the concrete substrate for the warranty specified. Is the intent to remove the existing assembly and install the new assembly complete at the end of each work day? If a vapor barrier is recommended by the manufacturer, would it be acceptable to demo the existing roofing and install a watertight vapor barrier / temp roof?

Clarification: REFERENCE ROOF PLAN DRAWING- SHEET 1/ACAD NUMBER 12_FDC_ROOF.DWG

SCOPE OF WORK NOTE #3 “THE ENTIRE ROOF WILL BE WATERPROOFED AT THE END OF EACH

WORKDAY AND PRIOR TO ANY RAIN EVENTS. Reference Specification SECTION 070150 1.8.F

2. Where does the Protective Coating for Exterior Concrete and CMU Finish (Section 098800) get installed? The details do not indicate the extents / locations for this project?

Change: Specification Section 098800 will be removed in its entirety.

3. The specification mentions that the intake units will be shut down for our work, is this correct? If not, will charcoal filters be acceptable for fume mitigation / odor control?

Clarification: Units adjacent to work area will be shut down prior to start of application of new roof work. Contractor will seal all air intakes. Units must have intakes unsealed and be restarted at the end of each workday.

4. Can you provide a roof core and photos that depict the existing assembly?

Clarification: Current roofing system is a Modified Bitumen roofing system over a 2”-4” mortar substate and 8” – 10” extruded polystyrene insulation. Reference photos (attached).

5. Walk pads are shown but not specified, please clarify what walk pads are required for this project?

Clarification: REFERENCE SPECIFICATION SECTION 075600.13 PART 2.9 A

6. Who is responsible for removal / reinstallation of the lightning protection?

Clarification: Contractor will be responsible for the removal and reinstallation of the lightening protection system. Recertification system testing will not be required if the current system is not disassembled.

7. Please provide a detail for the Lightning protection for reinstallation.

Clarification: REFERENCE ROOF PLAN DRAWING- SHEET 1/ACAD NUMBER 12_FDC_ROOF.DWG EXISTING ROOF IMPROVMENTS: NOTE #1. Contractor to match existing attachment condition for reinstallation.

8. Can crew members show up prior to 6:30 for access to the roof?

Clarification: REFERENCE Specification 011000 SUMMARY OF WORK PART 1.7.B.

Contractor crew members can arrive early to prepare all tools and equipment that will be required for their workday, but will not be processed in until 6:00 AM

9. Please provide hours for crane access if crane is to go in / out each day.

Clarification: REFERENCE Specification 011000 SUMMARY OF WORK PART 1.7.B. Awarded contractor may request in writing for the institution to allow the crane to remain on site outside of the work hours.

10. Can debris be staged / secured on the roof for weekly offloading?

Clarification: REFERENCE SPECIFICATION SECTION 017419 CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL PART 3.2 A.1 and SPECIFICATIONS SECTION 017300 PART 3.5 A-C.

11. Detail 9/A3.1 indicates that a base sheet is to be installed under the existing sheet metal curb cover – are the large roof top units being removed / reinstalled?

Clarification: The intent is to not remove/ reinstall the large roof top units.

Existing equipment curbing can be reflashed if there is proper space to allow for required insulation thickness application.

12. Please provide a specification for the sheet metal flashings / counter flashings.

Change: REFERENCE New SPECIFICATION SECTION 076215 Copper Flashing and Trim

13. Please provide a Good Faith Asbestos Survey for the existing roofing assembly.

Clarification: An Asbestos Survey has been conducted for this site on March 29, 2021. The report states that “Based on the age of construction it is the EPA Asbestos Building Inspector’s professional opinion that the use of asbestos containing materials during the construction of the institution is highly unlikely.” Reference the Asbestos Report (attached).

SUBMITTED BY CORNERSTONE CONTRACTING:

14. The specifications do not provide or dictate an R value or thickness for the new insulation. The drawings only note that tapered insulation is to be provided at the flat roof decks to provide the required ¼” slope.

a. Please advise the R value/thickness requirements.

b. Please advise if this building is exempt from the energy code.

Clarification:

a. Washington State Energy Code requires a minimum R-38 for commercial roofs with insulation entirely above the roof deck.

b. This building is required to meet current federal, state, and local energy codes.

15. Can the existing roof construction (layers, materials, thicknesses, etc.)

details be provided to properly price the demolition of the existing roofing systems? Is there any expected asbestos or hazardous materials in the existing systems?

Clarification: Reference the core sample photos (attached) and the existing As- Built drawings included in the drawing package. Regarding asbestos and hazardous materials refer to answer for question 13.

16. Detail 10 on drawing page A3.1 indicates that the existing mechanical equipment is to be removed from the current curb(s) and reinstalled onto new curbs. Is the intent to remove the existing equipment from operation, install new curbs, and reconnect the equipment? Or can existing equipment curbing be reflashed and a method to work around existing equipment be utilized to avoid a disconnect/reconnect of the existing equipment?

Clarification: The intent is to not remove/ reinstall the large roof top units.

Existing equipment curbing can be reflashed if there is proper space to allow for required insulation thickness application.

17. Detail 16 on drawing page A-8.2 indicates a lightning protection system was installed and that it penetrates the roof system.

a. Is there any requirement to recertify this system, or install any new components?

b. If the lightning protection can be worked around can it remain in place?

c. If any new lightning protection equipment is required, can a specification be provided?

Clarification:

a. Existing lightening protection system will not require recertification if system is not disassembled, and no new components are in this scope of work.

b. Means and methods are within the contractor’s realm of performance.

Should any components of the system be damaged during the performance of the work it will be the contractor’s responsibility to repair and replace damaged components.

c. No new components are equipment are in this scope of work.

SUBMITTED BY PREMIER ROOFING & WATERPROOFING:

18. Can we use a Smith Hoist which will be staged on the Roof for Hoisting.

Clarification: Hoist equipment may be used for loading and unloading materials from the institution roof sections. However, for security reasons such equipment shall not be permitted to stay on the roof overnight, thus removed from the roof at the end of each workday and properly secured on the ground.

19. Can we use Mechanical equipment to remove the existing Roof, such as Roof Cutter, Tear off Roof Warrior.

Clarification: The Government will not provide or dictate the method of construction unless specified.

20. Can we work past 2:00.

Clarification: REFERENCE Specification 011000 SUMMARY OF WORK PART 1.7.B.

Contractor total time on site will include a daily sign in/out and tool inventory sign in/out as part of their 8-hour workday.

21. Will you allow Generator on the Roof.

Clarification: A portable generator being no larger than a 4,000-watt capacity unit shall be permitted for use on the institution roof.
