FCC TUCSON – UPGRADE PLC SYSTEM
PROJECT 23Z6AK7 QUESTIONS & ANSWERS
SOLICITATION 15BFA023B00000036
SUBMITTED BY KUBL GROUP:
1. The SOW status to utilize CJ2 series PLCs and it also mentions PLCs with redundant CPUs. The CJ2 series is not available with redundant CPUs. Please confirm that Omron CJ2 series PLCs are required.
Change: Per SOW section B.1, B.2, C.1 and C.2.1 B.1 Contractor shall remove existing system and replace with new Omron CS1 Redundant PLC or equivalent at the Admin Outside Building, and a new Omron CJ2 series PLC or equivalent in all other buildings. Contractor will replace interface boards wired to every PLC in all buildings with a PLC.
B.2 The Contractor will provide a redundant PLC system which shall be an Omron CS1 Redundant PLC or equivalent in the Admin Outside building and a CJ2 series PLC or equivalent in all other buildings that have a PLC. The new PLC system will operate using SYSMAC CX programming, or approved equivalent.
C.1 Contractor shall disconnect and replace the existing redundant PLC with a new Bureau of Prisons approved Omron CS1 Redundant PLC running SYSMAC CX programming or approved equal and interface boards wired to PLC. Anything other than Omron CS1 and CJ2 PLC will need approval prior to the start of the project.
C.2.1 J – USP Control Center (Administration): Replace all existing PLC I/O modules, power supplies, communication modules and any associated peripheral hardware located in the communication closet with new Omron CJ2 series running SYSMAC CX programming PLC I/O modules, chassis and interface boards wired to PLC or approved equivalent.
2. PBX room radio monitoring is mentioned, but is not currently part of the system. Please confirm this system is not required to be integrated into the new programming.
Clarification: Per the SOW section C.1.1 Contractor will install a new workstation with the Minimum of Windows 10 or server 2016 in the PBX Room with a Printer and must be capable of alarm Logging of all Duress buttons in the Institution and all secure door, PBX room Radio room, Armory door and SIS door also record the alarms for the motion detectors in SIS, pharmacy, armory and lock shop and be able to put the alarms in access in normal working hours in Control Center.
3. Please provide the required size of the new touch monitors.
Clarification: We currently have 21” monitors that are rack mounted.
4. Please clarify if any intercom system components (head-end equipment, or master stations at control positions) are required to be replaced.
Clarification: Per SOW section B.1 Contractor shall provide and install a new PLC system, Redundant head-end, including four (4) new touch screen controllers that are redundant inside Control Center, having all new state-of-the-art hardware to include interface boards wired to the PLC and software attributes that is compatible with, or adaptable to FCC Tucson existing systems.
5. Please confirm that existing graphic panels in the AO main control room will remain as-is. All components need to be replaced.
Clarification: Existing graphic layouts are to be duplicated on the new touch screen displays provided by the contractor.
6. For the on-screen video from the NICE video system displayed on the touchscreen system, please confirm this functionality will be required to be integrated into the new HMI CPUs and touchscreen system, utilizing all existing NICE video system components.
Clarification: Yes
7. Are there electronic copies of as-builts available?
Clarification: No
8. Are there backups available of the current PLC/HMI programs?
Clarification: Backups are currently available, but staff are unaware how to retrieve the data.
9. Please confirm the existing Easter-Owens Boards are to remain in place.
(EASLP8B, EAS40INTBTB, IAS10RBTB, EASOB8C, EASTELRBTB, EASAUDIO8, etc.)
Clarification: Per the SOW section C USP Operational Specifications – Hardware Replacement Locations and New PLC Specifications. The Easter-Owens Boards need to be replaced and put in the locations where they currently exist.
10. Please confirm existing SOLA power supplies are to remain in place.
Clarification: Per the SOW all SOLA power supplies need to be replaced.
