SF-30 Block 14 Description of Amendment

The purpose of Amendment 0002 to 15B70022R00000009 is to incorporate responses to the following questions and requests for clarification:

1. Question: REF: Page 4 or 8 Proposal Content and Format Instructions (last paragraph) For required hard copies, would it be acceptable to FBOP to bind proposals using spiral binding in lieu of GBC comb bindings?

BOP Response: GBC binding is preferred, but the BOP will accept spiral binding.

2. Question: REF: Page 5 of 8 regarding the Past Performance Questionnaires (PPQs) Is it possible to submit CPARS, CCASS and/or previously completed PPQ Forms for the Offeror’s Past Performance in lieu of the PPQs provided in the Phase 1 solicitation? If so, can they be included in addition to the 20-page limit for Section III – Past Performance Submission Requirements? Can completed PPQs from our clients be returned to us and included within our response in lieu of having them returned directly to FBOP, keeping our previous clients from completing evaluations multiple times while also ensuring they will be received by the due date?

BOP Response: Per the instructions, “Offerors should not request the selected points of contact or other persons with access to said Past Performance Questionnaires to release copies to them.” Offerors cannot include completed PPQs from their clients within their response. Contractors are required to submit Past Performance Questionnaires directly to the project reference. The Past Performance Questionnaire shall then be sent by the project reference directly to the Contracting Officer. The contracting officer may contact references directly during the past performance evaluation.

CPARS and CCASS reports may be submitted in addition to, not in lieu of, Past Performance Questionnaires. If they choose to submit CPARS and CCASS reports, those may be sent in a separate email directly to the contacting officer.

3. Question: Please clarify if this project will incorporate a Project Labor Agreement (PLA)? This will negatively impact the quantity of Offerors and reduce the opportunity for maximizing small business goals. If a PLA is being considered, please provide the FAR clause and preliminary agreement expectations for review.

BOP Response: At this time, it is not the intent of the Bureau of Prisons to incorporate Project Labor Agreements.

4. Question: Please confirm the funding for this project has been secured. If it is not secured currently, please confirm when it is anticipated to be secured.

BOP Response: Project funding has been secured.

5. Question: A clarification was requested for responses provided in Amendment 0001.

Based on the information below, it is our interpretation that the Block 11 response, for the Offeror and each Key Consultant and Subcontractor listed in Block 8, can consist of a total of seven (7) pages total. Two (2) pages to address items 11a. through 11g. and five (5) pages for the projects requested in 11h. (one page per project). Can you please confirm that this interpretation is correct?

On Page 14 of 18 of the BOP DB1 Questionnaire, the instructions state to “provide the information requested in 11a. through 11f. in a maximum of two pages for each firm (duplicate these two pages as necessary).”, see below:

On Page 4 of 18 of the BOP DB1 Questionnaire, in the Block Instructions for Block 11, it indicates “For each of the firms provide a one-page listing of a maximum of five (5) projects which demonstrate the firm’s competence to perform work similar to that likely to be required on this project.”, see below:

BOP Response: Interpretation is incorrect. A maximum of two pages are requested per firm. The total page count is dependent upon the number of firms listed in block 8. As part of the two pages for each firm, Question 11h requests a listing of 5 projects to be infilled in the boxes provided in pages 14 and 15 with a brief description, not a page per project.

*All bidders shall follow the instructions in block 11 on page 1 of this amendment (Standard Form 30) for acknowledging receipt of this amendment. If choosing option (b) from block 11, utilize block 19 on page 2 of the solicitation document (Standard Form 1142). The date entered in block 19 for each amendment should match the date reflected in block 3 of each respective amendment.
