SF-30 Block 14 Description of Amendment
The purpose of Amendment 0001 to 15B70022R00000009 is to extend the due date for receipt of Phase I proposals and incorporate responses to the following questions and requests for clarification:
1. Question: Reference General Instructions to Offerors, Page 1 of 8. Please consider allowing electronic proposal submission via email by the date and time listed on the solicitation with mailed hard copies to follow within two (2) business days after the due date.
BOP Response: In lieu of providing separate dates for receipt of hard copy proposals and electronic proposals, the date of receipt of proposals, both electronic and hard copy, is extended to August 15, 2022 @ 10:00 AM EST.
2. Question: Reference General Instructions to Offerors, Page 5 of 8, 4.c.(1) Section (TAB) One – General Questionnaire Information. The RFP states, “ This [Past Performance] Questionnaire is for information purposes only. Offerors are to submit the most recent and/or currently in progress contracts, that are of similar size, and complexity and representative of the offerors’ capability and indicative of the Offeror’s ability to successfully, perform this project… The Contracting Officer shall select all or any number of projects/references provided in Tab 1 and shall issue the Past Performance Questionnaire as determined by the Contracting Officer.” Please confirm Offerors are NOT required to send Past Performance Questionnaires to project references, and that this step will be performed by the Contracting Officer.
BOP Response: The Past Performance Questionnaires shall be sent by the firm submitting proposals directly to their project references. Those references shall submit responses directly to the contracting officer at mrmorgan@bop.gov.
The contracting officer may contact references directly during the past performance evaluation.
3. Question: Reference General Instructions to Offerors, Page 6 of 8, 4.c.(2) Section (TAB) Two – Selected Projects. Is this section intended to be 5 projects from the contractor plus 5 projects from the designer or 5 total projects from the design-build team?
BOP Response: Offeror should submit a total of five relevant projects which best describe the experience and capabilities of the Offeror and any potential Partners (Design-Build Team).
4. Question: Reference Phase One Design-Build Questionnaire, Page 4 of 18, Question 3. The requirements in this section conflict with the requirements of 4.c.(2) Section (TAB) Two – Selected Projects. The D-B Questionnaire requires 10 relevant projects in the last 5 years.
Section Two requires 5 relevant projects in the last 10 years. Please confirm the requirement in Section Two (5 projects in the last 10 years) is correct and the D-B Questionnaire requirements will be amended to match Section Two. Amend Phase One Design-Build Questionnaire, Page 4 of 18, Question 3 to:
BOP Response: Section III, TAB Two of the General Instructions to Offerors is correct. Amend Phase One Design-Build Questionnaire, Page 4 of 18, Question 3 to: “Indicate work by Offeror or team members in the last ten years for a maximum of five projects total which best illustrates current qualifications relevant to this project. (Duplicate these two pages as necessary)”
5. Question: Reference Phase One Design-Build Questionnaire, Page 14 of 18, Question 11. The instructions state, “provide the information requested in 11a through f.” Please confirm the intent is for all parties to complete items 11a through 11h.
BOP Response: The intent is for all parties to provide the information requested in 11a through 11h.
6. Question: Page 2 of the Design-Build Phase One Questionnaire asks that we share project experience within the past (5) years and Section III, TAB Two allows for projects within the last (10) years. Please confirm that both sections allow for projects within the last (10) years.
BOP Response: Both sections referenced in this question shall allow for projects within the last (10) years.

7. Question: Page 10 and Page 17 of the Design-Build Phase One Questionnaire ask the same question. Is it required we answer the question twice?
BOP Response: The two referenced pages do not ask the same question; both questions should be answered. The question on Page 10 asks the Offeror to provide Technical Qualifications. The question on Page 17 is asking the Offeror to describe their Technical Approach.
8. Question: Please confirm that the project award is anticipated to place within the winter of 2023.
BOP Response: It is the intent of the BOP to award this project in the first quarter of 2023.
9. BOP Change: Remove the following requirement from the general description posted to SAM.gov:
“For the design member of the design-build team, the Architect/Engineer (A/E) of Record of the architect-engineer firm, or the principal or lead A/E firm of a joint venture, must have an existing major active office, which will have responsibility for the plans and specifications, located within the State of Kansas.”
*All bidders shall follow the instructions in block 11 on page 1 of this amendment (Standard Form 30) for acknowledging receipt of this amendment.
