About this file

This is a Statement of Work (SOW) for the Federal Bureau of Prisons (FBOP) to design, supply, install, integrate, test, and commission a Carbon Monoxide (CO) detection system at FCI Herlong in California.

The contractor must design and install CO detectors compliant with NFPA 720 and NFPA 72 standards, integrating the system with the existing Edwards EST3X Fire Alarm System (FDAS). Key design requirements include strategic detector placement in sleeping areas, enclosed parking garages, boiler/mechanical rooms, and areas with CO-emitting appliances; detectors must activate at alarm thresholds of 35 ppm (60-240 minutes), 100 ppm (10-50 minutes), and 400 ppm (4-15 minutes). The system must include audible and visual alarms, status indicators, self-diagnostic capabilities, and 24-hour backup power with minimum 5-minute alarm duration. All detectors must be addressable and fully compatible with the existing FDAS control panel, with seamless integration enabling zone-specific and device-specific alarm identification and automatic ventilation/fan activation if applicable. The contractor must conduct a site survey, provide detailed design plans and electrical wiring diagrams, submit design documents for FBOP approval prior to procurement and installation, engage a licensed engineer to seal the design, ensure code compliance, and coordinate with all trades. Testing and commissioning must include full functional testing with CO level simulation, verification of FDAS integration, fan control testing, and submission of test reports, commissioning certificates, and as-built documentation. The contractor must provide training for FBOP personnel on operation, maintenance, testing procedures, and warranty information, and provide 12-month minimum warranty certificates. Installation will occur across eight specified buildings (Food Service, Mechanical Services, Laundry, Powerplant, Warehouse, Garage, Camp Core, and Camp Housing) both inside and outside the secure perimeter.

Contractor security requirements are extensive: all personnel must undergo vetting and security clearance (NCIC forms), meet dress code standards (no green/khaki clothing, camouflage, shorts, or offensive attire), and comply with tobacco and contraband prohibitions. Work hours are 7:30 AM–3:00 PM, Monday through Friday, with advance written approval required for overtime. The contractor must maintain tool and material security with designated storage containers secured with dual padlocks, daily tool inventories, and extension cords/ladders stored in locked gang boxes. Materials and equipment must be delivered between 7:30 AM–2:00 PM on weekdays (excluding federal holidays) through a designated temporary laydown yard; driveways must remain unblocked. All project documentation, including shop drawings, product data, SDS sheets (three copies), and compliance certifications must be submitted within 15 days of the Notice to Proceed. The contractor is responsible for maintaining housekeeping standards, proper waste disposal, and site restoration upon completion.
