SITE-VISIT QUESTIONS & ANSWERS
RFQ: 15B60924Q00000001 Replace Boilers for FCI Safford

1. Can the work schedule be four (4) days a week at ten (10) hours per day?
Clarifica�on: REFERENCE SECTION II. CONTRACTOR SECURITY/WORKING REGULATIONS. SECTION A.
WORK HOURS: Work Hours for the contractor are 7:30 AM – 2:30 PM, Monday - Friday, excluding weekends and federal holidays.
2. Are the exis�ng boilers currently �ed into a BMS or other controls system that will have to be considered during replacement? If so, can the name and contact of the current vendor be furnished?
Clarifica�on: No
3. Will any system flush or water treatment be required a�er new boilers are installed?
Clarifica�on: REFERENCE SECTION I. SPECIFICATIONS: SECTION E. Tes�ng and Acceptance: The Contractor shall be responsible for tes�ng the water heaters and equipment in the presence of the contrac�ng officer representa�ve.
Please note: FCI Safford conducts its own water treatment.
4. Will the awarded contractor be responsible for producing any engineering or stamped drawings post award?
Clarifica�on: No
5. Will a lay down area or any form of storage be furnished on-site?
Clarifica�on: REFERENCE SECTION II. CONTRACTOR SECURITY/WORKING REGULATIONS. SECTION C.
Storage of Materials and Equipment: All construc�on materials/tools shall be stored in a designated area mutually agreed upon between the COR and the contractor. The storage area will be a secure lockable gang box or similar, size to be determined by the contractor and the COR. If required, the contractor shall provide a securable, single point access storage container, such as a Job or Gang Box that will be le� in the agreed upon storage area for the dura�on of the project. Size of the storage container will be determined by the contractor and the COR. The container will be secured using a padlock protocol with two locks to secure it. One shall be a contractor lock and the other lock provided by the ins�tu�on. If necessary, a heavy-duty chain provided by the contractor may be used to facilitate the locking requirement. All materials and equipment stored within the container will be maintained in a safe an orderly fashion.
6. Will this work require any fire alarm or life safety scope? If so, can the current vendors name and contact info be furnished?
Clarifica�on: No
7. Will test and balance be required a�er new system is brought online?

8. Will any pre-read of the system need to be obtained by a TAB agency prior to removing the exis�ng equipment?
Clarifica�on: No
9. Can the make and model of the exis�ng circula�ng pumps be furnished?

10. Can the make and model of the exis�ng expansion tanks be furnished?

11. Is it the awarded contractor’s responsibility to remove and haul away the exis�ng equipment or will old equipment be turned over to the facility?
Clarifica�on: REFERENCE SECTION I. SPECIFICATIONS: SECTION B. Scope of Work: Contractor shall include installa�on of new water heaters, tanks, and all materials, removal of old water heaters, tanks, and materials. Water heaters are inside the Federal Correc�onal Ins�tu�on.
12. Can the inlet pressure of the natural gas line be provided?
Clarifica�on: Inlet pressure is 28 pounds
13. Will new gas regulators need to be furnished for this work?
Clarifica�on: No
14. What is the diameter of the exis�ng opening for the current boiler flue vent?
Clarifica�on: Exis�ng flue vent is an Ameri-vent 14R3
15. Is the roofing where the boilers will be replaced currently under warranty? If so, can the name and contact info of the warranty holder be furnished?
Clarifica�on: No
16. Will housekeeping pads need to be modified to accept the new boilers listed in the RFP?
Clarifica�on: The exis�ng pads measure 7'6" in length and 4' in depth
17. Will any temp boilers or hea�ng need to be furnished by the awarded contractor?
Clarifica�on: No
18. Will any of this work need to be done off hours to accommodate the facility’s needs?
Clarifica�on: No
19. When do the liquidated damages begin?
Clarifica�on: Liquidated damages will be incorporated in the amount of $724.91 for each day of delay a�er 105 calendar days of performance.
20. Will a copy of the sign in sheets from the site visits be furnished?
Clarifica�on: Yes, this will be provided in the mee�ng minutes.
21. Please confirm that Buy American and Davis Bacon will be a project requirement
Clarifica�on: Yes, please refer to clauses 52.225-9 Buy American-Construc�on Materials and 52.222-6 Construc�on Wage Rate Requirements.
22. Will the use of a temporary boiler be required to reduce the amount of down�me during the boiler replacements? Due to the security requirements, each boiler replacement will likely take several days to complete.
Clarifica�on: No, a temporary boiler will not be required. The process will require (1) one system to be taken down at a �me. The 1st system will be required to be 100 percent func�oning before shu�ng down the 2nd.
23. Will a laydown area/storage area be provided for the project?
Clarifica�on: REFERENCE SECTION II. CONTRACTOR SECURITY/WORKING REGULATIONS. SECTION C.

24. Please explain/describe the daily security entrance and exit procedures for workman on the project.
Clarifica�on: Work Hours for the contractor are 7:30 AM – 2:30 PM, Monday - Friday, excluding weekends and federal holidays. The workman will be required to bring an acceptable form of iden�fica�on (driver’s license) and fill out the required forms we will provide before entering the ins�tu�on. The workman will be required to clear the metal detector at the rear gate. All tools will be inventoried prior to entering the ins�tu�on and will be inventoried when depar�ng the ins�tu�on to ensure accurate accountability when exi�ng the ins�tu�on at the end of each workday. All cellular, Wi- Fi capable, cameras or two-way pager devices will not be allowed to inter the ins�tu�on.
Please also REFERENCE SECTION II. CONTRACTOR SECURITY/WORKING REGULATIONS. SECTION A.
WORK HOURS: Contractors should plan for a certain amount of �me accrued for security considera�ons, i.e., check-in screening, delay due to inmate movements, ins�tu�on lock-down, ins�tu�on emergencies, etc.
25. Will rental equipment, such as forkli�s, etc. be allowed to enter and exit the facility (Between outside storage area and work area)? Please explain/describe the daily or as required security entrance and exit procedures for this.
Clarifica�on: Yes, rental equipment is authorized to enter and exit the facility. Before entering or exi�ng the ins�tu�on the equipment and vehicle will be searched.
26. Will the replacement of the exis�ng electrical service disconnects located in each boiler room be required? We recommend that they be replaced with fusible disconnect switches.
Clarifica�on: The replacement of the electrical service disconnects will not be required to be replaced.
27. Will materials be required to be 100% “Domes�c” in origin?
Clarifica�on: Yes, please refer to clauses 52.225-9 Buy American-Construc�on Materials
28. Please Clarify:
“The contractor shall be responsible for removing and replacing all copper piping, venting and all fittings that connect to/from the water heater, storage tanks, expansion tank and recirculation pump.
Any modification to the gas supply to accommodate the new water heater replacement will need to done by the contractor.”
We interpret this to mean that we are not “Gu�ng” the mechanical room but rather All fi�ngs that connect to/from the water heater, storage tanks, expansion tank and recircula�on pump.
Clarifica�on: As laid out in the Statement of Work all copper piping, ven�ng, and all fi�ngs will need to be replaced. A full “Gut” will be required.
Modify ven�ng and gas piping as required to install the new equipment, re-use exis�ng components to the extent that is prudent to provide a quality and professional installa�on.
Clarifica�on: The gas piping as required to install the new equipment can be re-used along with the components to the extent that it is prudent to provide a quality and professional installa�on.
29. Are both the boiler circula�ng pumps and the return pumps to be replaced?
Clarifica�on: REFERENCE SECTION I. SPECIFICATIONS: SECTION B. Scope of Work: The contractor shall be responsible for removing and replacing two (2) commercial natural gas water heaters with new Lochinvar Copper Fin II commercial natural gas water heaters model #CFN1802PM or equivalent, four (4) Lochinvar lock-temp bare storage tanks model #TVC504 or equivalent, two (2) appropriately sized expansion tanks, and two (2) adequate recircula�ng pumps.
There are two separate mechanical rooms with one (1) water heater, two (2) storage tanks, one (1) expansion tank and one (1) recircula�ng pump in each room.
30. Are exis�ng mixing valves to be replaced or to remain?
Clarifica�on: No, the mixing valves are to remain.
31. Will Pro-press style fi�ngs be acceptable for the project?
Clarifica�on: Yes, pro-press style fi�ng will be acceptable.
