About this file
This document is a set of Questions and Answers (Q&A) for a Cosmetology Vocational Training Instructor contract at FMC Carswell, a federal prison facility. The solicitation (15B50525Q00000021) seeks a cosmetology instructor to teach inmates, with an anticipated contract award by early November. Key details include an estimated 25-28 students per class, with 15 styling stations available. FMC Carswell will provide all equipment, books, materials, and the existing curriculum, which currently meets Texas Department of Licensing & Regulation (TDLR) requirements. The instructor will need to update the curriculum as needed and must complete a 1-2 month security clearance process before beginning work.
The contract specifies that the government will purchase supplies and inventories, and the instructor will have input subject to security review. The facility requires the instructor to have a state license but does not mandate employment by an accredited school. Compensation is strictly for hours worked, with no guaranteed payment during institutional lockdowns or cancellations. The Contracting Officer Representative (COR) will serve as the primary point of contact, and the program has been offered at the facility in prior years. No extensions beyond the initial performance period have been identified, and no replacement coverage is expected during instructor absences.
