About this file
This is a Questions and Answers document for an Elevator Maintenance General Purpose Operating Contract (GPOC). The requirement covers full elevator maintenance services for three buildings: Building 344 (one 3000 lb capacity elevator), Building 345 (one 2100 lb capacity elevator), and Building 346 (two 2500 lb capacity elevators each). All elevators are 3-landing hydraulic units with TAC20 controllers classified as passenger elevators. This is a new requirement with no incumbent contractor and no historical maintenance data available beyond existing machine room logs. Last maintenance services were performed on September 22, 2025.
The contract scope encompasses full elevator maintenance service including preventive maintenance, routine and minor repairs, major repairs from equipment failure, entrapment responses, and emergency call-backs. Quarterly scheduled maintenance requires a minimum of four hours of licensed mechanic work per elevator. The contractor is responsible for providing mechanics and helpers to support annual inspections, supplying pressure test gauges with current calibration, and bearing costs for re-inspections due to mechanical failures. Pre-existing deficiencies identified during the initial inspection inspection fall within contract scope and shall be corrected by the contractor using means deemed appropriate by the Contracting Officer. The contractor must furnish all labor, supplies, parts, and materials necessary for cleaning, maintenance, inspections, repairs, and replacements. Board repair services for obsolete TAC20 controllers would constitute a separate contract requirement. Attachment 1 referenced in the solicitation has been uploaded to support bidder completion of proposal documentation.

ELEVATOR MAINTENANCE GPOC
Q & A
1) Is there an incumbent? If so, please provide the total contract value, length and number.
This is a new requirement.
2) If applicable, is the scope of work the same as the previous contract?
Not applicable
3) What are the elevator speeds?
Unknown, they are all 3 landing Hydros with a TAC20 controller.
4) What are the elevator holding capacities?
Bldg 344- 3000lb/ Bldg 345-2100lb/ Bldg 346-2500lb each elevator (x2)
5) When were maintenance services last performed on the elevators?
9-22-2025
6) Are the elevators passenger or freight?
All 3 buildings are passenger.
7) After conferring with our subcontractor, TK Elevators (the OEM for your elevators), we wanted to send you the attached letter in regard to those TAC20 cars. They are obsolete and there are some boards on those cars we cannot get any longer. If possible, may we send those boards in for repair when then do fail? The long-term reliability of those repair boards is very low. Most fail again within 30 days. The chances of your elevators failing and remaining down for weeks or even months is pretty good which we are sure would cause a lot of headaches for your facility.
This would be a separate requirement/contract.
• Definition of “Repair” Scope The SOW refer Covers All maintenance and repair services. Could the Government please clarify whether “repair” includes Routine/minor repairs identified during preventive maintenance, and
• Major repairs resulting from equipment failure or breakdown?
Or, are major repairs intended to be handled separately (e.g., Over and Above)?
Section VI covers this, "This contract is for full elevator maintenance service."
8) Over and Above (O&A) / Additional Work
Does this contract include an Over and Above (O&A), or similar mechanism, for work outside the base scope?
If so
• What types of work qualify (e.g., major component replacement, hydraulic systems, controllers)?
• What is the approval process and pricing structure?
Section VI covers this, “This contract is for full elevator maintenance service."
9) Entrapment / Emergency Service Section IV and Section VI covers this
Are entrapment responses and emergency call-backs considered part of the base contract scope, or are they treated as separately billable (e.g., O&A or T&M)?
"This contract is for full elevator maintenance service."
• Historical Service Data To support accurate pricing and risk assessment, could the Government provide historical data on:
• Number of unscheduled service calls per year
• Types of common repairs performed
• Any known recurring issues with the equipment
There is no historical data besides the maintenance logs in the machine room.
10) Who is the current incumbent contractor?
What is the approximate current contract value?
Incumbent Information There is no current elevator maintenance contract in effect.
11) Pre-Existing Conditions / Initial Inspection Section II A covers this The SOW requires an initial inspection and deficiency report. Could the Government clarify:
• Who is responsible for correcting pre-existing deficiencies identified at contract start?
• Are these considered part of the base contract scope or separately negotiated work?
"The Contractor shall be responsible for adjusting, which fall within the scope of the contract, using such means as the Contracting Officer deems appropriate."
12) Is the contractor responsible for:
• Supporting the annual inspection (e.g., providing mechanic and test equipment), or
• Performing and certifying the inspection itself?
Additionally, are any costs associated with inspection failures or re-inspections included in the base scope?
Annual Inspection Responsibilities Section V "The Contractor shall be responsible for providing a maintenance mechanic and helper at the site to assist with the annual inspections. Additionally, during the annual inspection, the Contractor shall provide a pressure test-gauge with current calibration requirements. In the event of a mechanical failure of the elevator or associated equipment during the inspection the contractor shall be responsible for any additional costs that occurred for re-inspection."
Section VI “This contract is for full elevator maintenance service."
Section VII D, "The Contractor shall furnish all labor, supplies, parts, and materials necessary to perform cleaning, maintenance, inspections, repairs or replacement to elevator equipment, appurtenances and accessories."
13) On page 39 of the solicitation, under section 4.1, bidders are directed to complete Attachment 1. Can you please confirm that bidders should use Attachment 1 for reference information?
Attachment 1 is not included within the solicitation or the Statement of Work and is also not available on SAM.gov.
Attachment 1 has been uploaded.
14) Section III. A. 5 states, "Weekly scheduled maintenance shall be conducted with a minimum of four (4) hours of licensed mechanic work." However, Section III.B.1 lists maintenance tasks to be conducted as "Quarterly Maintenance." Can you please confirm what the hours requirement for maintenance is for this contract?
Please note a correction to Section III. A 5 on the Statement of Work. The frequency listed as "weekly" should be quarterly.
The quarterly scheduled maintenance shall be conducted with a minimum of four
(4) hours of mechanic work.
