About this file

This document is a limited asbestos survey report for a vacant farm building at 4700 South Bureau Road in Terre Haute, Indiana, which is owned by the Federal Bureau of Prisons. The inspection identified asbestos-containing materials (ACMs) in the pipe wrap insulation, joint compound, and duct wrap, which are all friable regulated asbestos-containing materials (RACMs). The estimated quantities of the ACMs are 228 linear feet of pipe wrap insulation, 81 pipe insulation joints, and 20 square feet of duct wrap insulation. The report recommends that the ACMs be abated and disposed of by an Indiana Licensed Asbestos Abatement Contractor prior to any renovations or demolition activities.

The related federal contract opportunity is for a firm-fixed-price construction contract to remove the asbestos-containing materials at the Federal Prison Camp HVAC, Plumb and Communication Shop at the Federal Correctional Complex in Terre Haute, Indiana. The estimated magnitude of the project is between $25,000 and $100,000, and it is a 100% Small Business Set-Aside with a NAICS code of 562910. The solicitation is anticipated to be issued on or about May 1, 2024 and will be distributed solely through the SAM.gov website.

Federal Bureau of Prison 4700 South Bureau Road Terre Haute, Indiana 47802 Attention: Bryan Dunn

RE: Limited Asbestos Survey Vacant Farm Building 4700 South Bureau Road Terre Haute, Indiana 47802 Aegis Project #23-083

Dear Mr. Dunn, Aegis Environmental, Inc. (Aegis) is pleased to present the findings of the Limited Asbestos Survey performed on the vacant farm building located at 4700 South Bureau Road in Terre Haute, Indiana (Site). In accordance with the United States Environmental Protection Agency (USEPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation for asbestos, the purpose of the inspection was to determine the presence of asbestos-containing materials (ACMs) which must be identified and removed (if friable or potentially friable) prior to the renovations planned at the Site. The inspection and testing for asbestos were limited to the roofing materials, damaged ceilings, and HVAC components throughout the building.

Site Background

Improvements at the Site consist of a 30,000-square-foot, one-story former farm building.

The construction date is unknown. The building is constructed with a concrete block exterior, a wood roof deck, and metal and asphalt shingle roofs. Interior walls and ceilings consist of plaster.

The building layout is illustrated in Figure 1.

The building was inspected on April 18, 2023. The inspection was performed by Indiana-licensed Asbestos Building Inspectors Mya Smith (license #19A013071, expires 08/15/2023). A copy of Ms. Smith’s license is provided in Appendix A.

Asbestos-Containing Material (ACM)

According to the USEPA, an ACM is defined as any material containing greater than one percent (1%) asbestos. Asbestos-containing materials fall into three categories: friable ACM, category I non-friable ACM, and category II non-friable ACM. Friable ACM is any material that can be crushed, crumbled, pulverized, or reduced to powder by hand pressure or mechanical forces reasonably expected to act upon the material. All friable ACM is regulated. Category I non-friable

Vacant Farm Building – Terre Haute, Indiana 2 materials are packings, gaskets, resilient floor coverings, and asphalt roofing materials. Category I materials become regulated when subjected to sanding, grinding, cutting, abrading, or burning, which will crush, crumble, pulverize or reduce the materials to a powder. Category II non-friable materials are any materials, excluding Category I, which cannot be crushed, crumbled, pulverized, or reduced to powder by hand pressure or mechanical forces reasonably expected to act upon the material. Category II non-friable materials become friable if the material will become crushed, crumbled, pulverized, or reduced to powder by the forces expected to act upon them during renovation or demolition activities. Regulated asbestos-containing materials (RACM) must be removed before any renovation or demolition activity that may disturb them. Removal of regulated ACM must be performed by an Indiana Licensed Asbestos Abatement contractor.

Discussion

Field information was organized per the USEPA Asbestos Hazard Emergency Response Act (AHERA) concept of the Homogeneous Area (HA). An HA is defined as a suspect material of similar age, appearance, function, and texture. Each material represents a specific HA, sampled and then assessed for condition. Eleven (11) HAs were identified during the limited inspection.

A summary of inspected suspect ACMs identified and sampled is provided in Appendix B.

Samples of suspect building materials were collected, logged on chain of custody forms, and submitted for analysis to SanAir Technologies Laboratory (SanAir) in North Chesterfield, Virginia, for analysis by Polarized Light Microscopy (PLM), EPA 600/R-93-116. SanAir is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. Table 1 provides a summary of the ACMs identified during the inspection.

Duct wrap insulation, papery, white TSI5-A, B, C 70% Chrysotile Yes Yes 20 ft²

Asbestos was detected in pipe wrap insulation (TSI1 and TSI4) at 5% and 10%. Asbestos was detected in pipe insulation joint compound (TSI3) at 15%. Asbestos was detected in duct wrap at 70% (TSI 5). Photos taken during the inspection are included in Appendix C. A copy of the SanAir analytical report is included in Appendix D.

As summarized in Table 1, the pipe wrap, joint compound, and duct wrap are friable RACMs. The estimated quantities of the ACMs are listed in Table 1. The asbestos-containing pipe insulation and joint compound are located throughout the attic and building plenums and along walls. The asbestos-containing duct wrap is located in the attic. Sample locations are illustrated in Figure 1.

Asbestos Survey Limitations

Some building structures may have been constructed after the application of ACM materials and, therefore, may have obscured these materials from visual examination during this inspection. Typical scenarios include thermal system insulation inside hardened mechanical chases, floor tile, and mastic under walls and sprayed-on texturing or fireproofing behind structural supports or architectural features. Suspect materials that were hidden or inaccessible may not have been characterized by this inspection. Therefore, any material not identified in this report as having been tested should be treated as a suspect ACM until it has been sampled and analyzed.

Summary

The pipe insulation, joint compound, and duct wrap are friable RACMs. The pipe insulation, joint compound, and duct wrap should be abated and disposed of by an Indiana Licensed Asbestos Abatement Contractor before repairs and renovation. During renovation or demolition activities, all OSHA regulations should be followed.

Since the total amount of friable RACM to be abated exceeds 260 linear feet (pipe insulation and joint compound), 160 square feet and/or 35 cubic feet, the Owner/Operator must file a 10-working day notification with the IDEM. Furthermore, since the total amount of debris to be collected will be greater than 0.75 cubic feet, the workers, supervisor, and contractor must be licensed by the State of Indiana.

The term “suspect ACM” would include materials discovered in the course of renovation and demolition, which only become visible during these activities, or material in areas inaccessible during the inspection. If such materials are discovered during renovation or demolition, work in the area should be halted immediately, and Aegis should be contacted so that we may sample the suspect ACM in question. Only after laboratory analysis has been conducted on these samples and reported to you should regulatory-appropriate demolition or renovation continue.

A comprehensive asbestos survey of the entire structure was not conducted by Aegis. The inspection and testing for asbestos were limited to the roofing materials, damaged ceilings, and HVAC components throughout the building. As such, other asbestos-containing building materials may or may not be present. If an EPA NESHAP-compliant asbestos survey of the entire structure is desired, please contact our office.

We appreciate the opportunity to provide our asbestos services and look forward to assisting you in the future. If you have any questions or require additional information, please contact us at (317) 833-9000.

Sincerely, Aegis Environmental, Inc.
