About this file

This document is a Request for Information (RFI) from the U.S. Department of Justice Federal Bureau of Prisons for Project 25Z4AA8, which involves replacing coolers and freezers at the Federal Correctional Institution in Pekin, Illinois. The RFI addresses regulatory changes under the EPA AIM Act affecting refrigerant usage, specifically the prohibition of new refrigeration equipment using R404A and R448A beginning January 1, 2026. In response to this regulatory challenge, the government will authorize contractors to propose alternative refrigerants, with R-454A, R-454C, and R-455A identified as acceptable alternatives. An amended Statement of Work (SOW Amendment 1) highlighting these refrigerant changes has been posted alongside the RFI, providing contractors with clear guidance on permissible equipment and refrigerant options for the project.

RE: RFI No. 1 - 15B41125B00000001, Project 25Z4AA8 Replace FPC Coolers and Freezers

Dear Interested Parties, See the following response to RFI No. 1 for this project.

1. The specification for Project 25Z4AA8 lists equipment utilizing refrigerant R404A.

However, under the EPA AIM Act, the manufacture and sale of new refrigeration equipment using R404A will no longer be permitted beginning January 1, 2026.

Additionally, starting the same year, equipment using R448A will also not be allowed in newly manufactured systems. Given these regulatory changes, will the Government authorize contractors to propose alternative refrigerants and compatible equipment that meet current and upcoming EPA requirements? (Section: 01 11 00 – Summary of Work

& Bureau Procedures, pages 2-5)

Response: The Government will authorize contractors to propose alternative refrigerants. Examples of acceptable refrigerants are R-454A, R-454C, and/or R-455A. An amended statement of work (SOW

Amendment 1) with the highlighted changes from R-404A and R-448A to R-454A, R-454C, and/or R-

455A has been posted with this RFI.

Sincerely, Gary M. Kurtz
