About this file

This document is a Summary of Work and Bureau Procedures specification for a refrigeration equipment replacement project at the Federal Correctional Institution (FCI) Pekin, Illinois. The project (25Z4AA8) involves removing and replacing evaporators, condensers, refrigerant, and drain lines for multiple cooling and freezer units. The scope includes recovering existing refrigerant, removing existing multiplex systems, sealing wall and roof penetrations, installing new Trenton brand equipment, installing new refrigerant piping, adding digital thermostats, and performing system testing and startup.

The specification provides detailed requirements for contractors, including strict security protocols for working at a federal prison facility, mandatory background investigations for workers, specific work hours (6:30 AM to 3:45 PM), and comprehensive guidelines for site access, equipment delivery, and project management. The project involves multiple refrigeration units with specific technical specifications, including various Trenton scroll compressors and pre-assembled evaporators compatible with refrigerant types R-454A, R-454C, and R-455A. The contract requires a one-year warranty period from the date of substantial project completion, and the contractor must adhere to detailed closeout and inspection procedures.

The project would involve the recovering of the existing refrigerant before removal. Existing line sets and electrical to be removed or abandoned in place where approved. Existing multiplex would need to be removed, and all existing wall / roof penetrations sealed, weather tight and up to fire code. Installation of new Trenton or like evaporators and condensers. Install hangers for the refrigerant piping using trapezed and Unistrut from the I beams. Provide a Johnson A421 or like controller behind the evaporator inside the box (thermostat) or like equipment. Install digital thermostat outside each freezer / cooler box. Penetrate existing wall for line sets and electrical. Make wall penetration weather tight (If penetrating any fire wall, must seal to meet fire code). Installation of new refrigerant piping. Replace existing condensate drain lines (with heat tape in cooler / freezer boxes). Inspect the door & install heat tape where needed or replacement of the door if needed. Inspection of the hinges on the doors & replacement if needed. Fabricate and installation of stainless threshold at the door (where needed). Final connection of power wiring at outdoor condenser and evaporator.

Seal all penetration into boxes. Pressure, leak test the system and charge the system with refrigerant. Perform factory startup. All old hardware multiplex evaporators etc. will be removed from the grounds by the contractor.
