About this file

This file is a National Menu Specifications Quote Sheet for bread products required by the Federal Bureau of Prisons' Federal Correctional Complex in Florence, Colorado for Fiscal Year 2027, Quarter 1. The specification document outlines three bread items with detailed federal compliance requirements: enriched finger (hot dog) rolls in 16-count packages at 2,900 units per week; enriched sandwich (hamburger) rolls in whole wheat at 8,500 units weekly; and whole wheat loaves (22-24 ounces with minimum 22 slices) at 30,000 units weekly. All bread products must be pan-baked, sliced, fresh, seedless, and delivered within 48 hours of baking. Products must comply with 21 CFR standards for enrichment, the Federal Food, Drug, and Cosmetic Act, Fair Packaging and Labeling Act, and allergen labeling requirements for major allergens including wheat, milk, eggs, soy, peanuts, tree nuts, fish, and shellfish.

Delivery requirements mandate palletized shipments Monday through Friday with non-frozen perishable foods maintained at 34-40 degrees Fahrenheit, canned goods above 34 degrees, and frozen items at 0 degrees or below. All deliveries must be pre-arranged with warehouse staff, and receipt of delivery may be conditionally held for three days for inspection and testing. Non-compliant items will be refused and must be picked up at vendor expense within two weeks or will be disposed of by warehouse staff. Vendors must be registered in SAM.gov with current representations and certifications. The related solicitation (15B40626Q00000019) was anticipated for release on September 9, 2026, with quotes due September 18, 2026, at 4:00 a.m. Full delivery must be completed by December 31, 2026, under a firm-fixed-price contract with FOB Destination terms. Pricing should include all shipping costs, and past performance will be weighted approximately equally with price in award decisions.
