STATEMENT OF WORK
A.1.1 Subject
The Federal Bureau of Prisons, FCI Morgantown, West Virginia, intends to make a single award to a responsible entity for the provision of bread products to FCI Morgantown, located in Morgantown, West Virginia. The purpose of this contractual agreement is to acquire the necessary supplies/services from a company who can provide weekly bread products deliveries. The Government reserves the right to award without discussion. Therefore, initial quote should contain the quoter’s best terms from a cost or price standpoint. The contract period will be from JULY 7, 2025, to SEPTEMBER 29, 2025.
A.1.2 Place of Performance
Supplies and equipment will be delivered to:

A.1.3 Product Requirements
The Contractor shall provide:
(1) Bread, Kosher, whole or wheat, unseasoned, fresh, any loaf size, pan baked, sandwich, sliced, enriched, seedless. (CID A-A-20052B, type I, style B, type II, or type III, style b, product state 1, loaf size a-e, bake type I, shape b, slice type I, enrichment type a, seed type 2) fresh bread shall be delivered within 48 hours after baking. State type and package size on bid. Use: 3720 EA MUST BE KOSHER
(3) Hamburger buns, Roll, enriched, sandwich, while wheat, part whole wheat, or multigrain, pan baked, sliced, fresh, seedless. (CID A-A-20053B, type I, class of roll C, style of roll 2, 3, or 4, bake type a, slice type I, product state a, seed type I). Fresh bread shall be delivered within 48 hours after baking. State type and package size on bid. Use: 1800 PK MUST BE KOSHER
(4) Hot dog buns, Roll, enriched, wheat, pan baked, sliced, fresh, seedless. (CID A-A-20053B, type I, class of roll D, style of roll 3, bake type a, slice type I, product state a, seed type I). Fresh bread shall be delivered within 48 hours after baking. State type and package size on bid. Use: 1080 PK MUST BE KOSHER
The bread products must have an acceptable expiration date of ten days after the date of delivery. The government would notify the vendor of any unacceptable expiration dates, product shortages, and substandard product quality. The vendor would be obliged to respond and replace such a product within 24 hours. Any resulting contract shall be an indefinite delivery/requirements contract. As such, quantities listed are estimates only and are not a representation of a contractor that the estimated quantities will be required or ordered or that conditions affecting requirements will be stable or normal.
A.1.4 Equipment
A.1.5 Delivery Order Information
The products will be delivered once per week, preferably on Monday, as needed, in varieties and amounts to be determined by the Food Service Administrator or designee. The orders will be called in the prior week or at the specified time determined by the Food Service Administrator and the contractor as mutually agreed upon by both parties.
A.1.6 Institution Security
The contractor shall adhere to all regulations prescribed by the institution and the Federal Bureau of Prisons for the safety, custody, and conduct of inmates.
