About this file
This document is an Amendment 3 Questions & Answers attachment for a Cable TV Service solicitation (15B10925Q00000038) for the Federal Medical Center in Lexington, Kentucky. The Q&A clarifies key details about the cable TV service requirements, including that the main institution and satellite camp are located on the same 3301 Leestown Road property, with approximately 110 total televisions (20 at the satellite camp, 90 at the main institution). The solicitation requires cable TV services, not satellite TV, and prefers a diverse channel lineup with at least five international channels, primarily Spanish-language channels like Univision and Telemundo. The existing cable infrastructure is outdated, with 550-line cables running across rooftops and underground, and power amplifiers and distribution boxes around the building exterior. Contractors are limited to five technicians on-site at a time, working in one area due to escort limitations, and will be responsible for replacing selected system components and maintaining the updated cable system.

Solicitation 15B10925Q00000038- Amendment 3
Questions & Answers for Cable TV Service
1. Question- Can the satellite and main locations be serviced with one dmarc or are multiple dmarcs necessary?
Answer- Currently, the main institution and satellite camp have individual DMARCs but it would be possible to run both with one.
2. Question- Are both main and satellite located within the campus on 3301 Leestown Road or at different locations?
Answer- Yes, the main institution and satellite camp are located on the property of 3301 Leestown Road, Lexington, KY 40511.
3. Question- Would you accept a bid for this contract utilizing satellite TV services in lieu of cable TV services?
Answer- Satellite TV services do not conform to the statement of work.
4. Question- Could you please clarify the expected number of international channels, and which languages are required as part of the diverse channel lineup?
Answer- There is no specific minimum number of international channels required, though a preference for five or more is ideal. The majority of the international channels should be Spanish-language, such as Univision, Telemundo, Unimas, Discovery Español, and others.
5. Question- Of the estimated 110 televisions requiring service, how many are located in the satellite camp versus the main institution?
Answer- Approximately 20 at the Satellite Camp and 90 at the main institution.
6. Question- Is there existing cable infrastructure (conduit, trenching, or aerial wiring) between the main institution and the satellite camp? If not, is the contractor responsible for establishing connectivity between buildings?
Answer- There is an existing cable infrastructure; however, the current cable infrastructure is outdated. There is a 550-line running across most of the rooftops, along with some underground 550-line. There are power amplifiers and distribution boxes located around the exterior of the building. See the statement of work.
7. Question- Does the requirement to "replace the existing television cable system" include full replacement of all internal distribution cabling, or only selected components (e.g., amplifiers and headend)?
Answer- The scope of work includes the replacement of selected components, such as power amplifiers, as well as the requirement for the awarded vendor to update and maintain these components as needed. Full replacement of all internal distribution cabling will be determined by the awarded vendor.
8. Question- Is there a maximum number of technicians or contractor personnel allowed on site at one time during installation?
Answer- Yes, no more than five technicians or contractor personnel will be permitted on-site. Furthermore, they will be restricted to working in one area at a time due to limited staff availability for escorts.
