About this file
This is an Award Decision/Determination of Responsibility Memorandum for a Request for Quote issued by the Federal Bureau of Prisons, Federal Prison Camp Alderson, located in Alderson, West Virginia. The RFQ number is 15B10126Q00000009, dated February 4, 2026, for Fiscal Year 26, Quarter 3 dairy requirements. The Request for Contract Action was received on November 11, 2025, and accepted by Procurement and Property Specialist A. Tabor on February 4, 2026. The procurement covers four dairy product line items: 25,000 each of milk in ½ pint containers, 400 count of milk in 5-gallon containers, 100 count of cottage cheese, and 80 count of sour cream.
Five vendors submitted quotes and were evaluated based on three factors: price fairness and reasonableness, past performance including prior experience with similar items, and proposed delivery terms. The pricing comparison shows ITHINKICAN Solution & Services LLC at $33,653.20, RCH Dynamic at $61,556.40, GALLIKERS at $18,012.50, Rocky Step at $17,860.00, and Corey Brothers at $22,650.00. The memorandum determines that all five vendors are responsible contractors, as they have previously provided these commercial items to FPC Alderson and possess adequate capabilities. All vendors are accommodating to FPC Alderson's delivery schedule. The determination of responsibility is made pursuant to FAR 9.103 requirements.
