The Q&A provides critical clarifications about the contract requirements, including that the program involves support for both existing and new SRT K9 teams. Key details include a requirement for vendors to have a minimum of three certified instructors, the ability to procure new canines, and potential modifications to existing Standard Operating Procedures (SOPs).

The document outlines specific training expectations such as Basic and Advanced Integration training, which should include skills like long-line/laser deployment, gunfire and flashbang neutrality, helicopter acclimation, muzzle aggression CQB, directional control, and camera-mounted systems. The contracting officer is confirmed as Jim Huff, and specific details like lesson plan access and clearance requirements will be provided to the awarded contractor at the time of award. The vendor is expected to detail training milestones and approach in their proposal, with an understanding that training for ATF Canine Teams is ongoing throughout their career.

15A00025R00000106 Amendment #2 Questions and Answers for SRT Canine Trainers and Canines

1) Solicitation & POC Verification: Please confirm that you are the appropriate Contracting Officer for this requirement and provide the correct Program Office POC for the SRT Canine Program Manager.

Per the Solicitation, Jim Huff is the CO and the Program Office POC for the SRT Canine Program Manager is not needed as part of the vendors proposal.

2) Third-Party Outreach: I was contacted by ATZ Solution LLC regarding this opportunity. Can you confirm whether they are authorized/affiliated with ATF for this requirement?

This is not mentioned in our Solicitation. We are not affiliated with ATZ Solution.

3) Program Structure Clarifications:

- Current state of the program: Are you seeking support for existing SRT K9 teams or new/green teams?

Both

- SOPs: Do current SRT Canine SOPs exist, or should I assume SOP development/refinement is within scope?

SOPs exist and work will involve potential changes and updates to these SOPs.

- Handler pipeline: Will handlers attend a concurrent operational course, or should training incorporate expanded tactical decision-making blocks?

Training is ongoing throughout the career of the ATF Canine Team.

- Training milestones: I propose Basic Integration (2 weeks) followed by Advanced Integration (1 week), including long-line/laser deployment, gunfire and flashbang neutrality, helicopter acclimation/hoist/rappel, muzzle aggression CQB, directional control, and camera-mounted systems.

Should be listed in the vendor’s proposal

- Cadre size: The SOW references a minimum of three instructors. I intend to serve as Lead SME and bring two additional certified instructors—please confirm this meets expectations.

SOW states a minimum of three instructors.

- Canine procurement: If new canines are required, I propose green-dog procurement at _________ per dog, with 8–12 months of progressive training prior to full operational use. Is procurement within scope, or will ATF provide dogs?

SOW states vendor must be able to acquire new Canines for the ATF Canine Program.

- Security/access: Please confirm clearance requirements and procedures for accessing ATF/FLETC lesson plans.

To be provided to awarded contractor at time of award.
