About this file
This document is a Questions and Answers (Q&A) file for a Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) solicitation for X-Ray Systems. The solicitation (Number 15A00025R00000019) is a 5-year Blanket Purchase Agreement (BPA) for X-Ray systems, accessories, spare parts, maintenance, and repairs. Key details include that ATF is seeking comprehensive product offerings with multiple panel sizes, controllers, and source options, and vendors are encouraged to submit their complete product lines to support various ATF program mission requirements.
Important procurement parameters include: no predetermined pricing breakdown, routine software updates should be included in technical solution pricing, repair pricing will fluctuate, no minimum warranty period (though customary warranty will be considered), no product demonstrations required prior to award, and country of origin will be evaluated per U.S. statutes/regulations. The government will allow vendors to define their own maintenance and repair terms, with an estimated annual limit of $50,000 for other direct costs. Proposals are due by 5:00 PM EST on July 10, 2025, with questions accepted until 3:00 PM EST on July 1, 2025.

NUMBER QUESTIONS ANSWERS
1 Is this BPA for only brand new systems that would be purchased post-award?
The intent would be to be able to purchase accessories / spare parts for preexisting systems from this contact
2. We are looking for clarification with regards to the relationship between “X-Ray Systems” and “Maintenance and Repairs” relating to the “Line Period of Performance” and page 49, FAR:52.217-8. This either implies that the ATF will purchase new systems only during the “Line Period of Performance” (08/01/2025 - 07/31/2026). Or it will then apply the remaining number of years within the BPA
A. For example, if an X-Ray System is purchased in year 3, will the total be considered the purchase amount plus the “Maintenance and Repairs” listed in year 3, 4, and 5?
ATF will be able to purchase systems and maintenance / repairs during the entire 5 year period.
System purchase is and will be a separate purchase from maintenance and repairs regardless of which year during the BPA it occurs.
3. We would like to provide a comprehensive listing of all our X-Ray System offerings as over the years different groups have purchased and shown interest in different offerings.
Yes please do submit your complete product line as this contract will be utilized by different programs within ATF that may have different mission requirements
4. What is the evaluation breakdown or marking criteria in regards to:
• technical solution
• maintenance support and
• pricing eg 60%,30%, 10%
No predetermined pricing breakdown, routine software updates / maintenance should be included in the technical solution pricing.
Repair pricing should include the fee for evaluation /inspection. Individual repairs will fluctuate and cannot be pre price.
5. Will product demonstrations or evaluations be required prior to contract award
No
6. What is the minimum warranty period No minimum but should be the customary period offered by your company. This information may be a deciding factor when selecting systems for purchase.
7. What is the response time required for the provision of a loaner/swap out system in terms of days
Loaner period for the duration of repair upon receipt of damaged unit (loaner is sent out when damaged unit is received for repair, loaner is returned upon receipt of repaired unit)
8. Will consideration be given to country of origin
– ie will the US Govt procure key components such as generators, image panels, software from Russia, China and Israel
Country of origin will be considered as required by U.S. Statute / regulations
9. Do the DR systems need to be in the unified scan control in XTK without dependencies on proprietary software or software licences
No, but it should be stated in the product description
10 Would the option for a new CR system for use in wireless denied environments, large target investigations or a combination (DR/CR) system be useful as an option?
I would encourage any vendor to submit any product line they think would be beneficial as this contract will be utilized by multiple ATF programs that may / do have different mission requirements.
11. Is there an estimated timeline for the BPA? 5 Years
12. Are you looking for a one-size fits all solution?
Or would you to see a proposal with all product offerings? a. Multiple panel size, controller, and source options
b. Or are you looking for a certain source, panel and controller option?
Would like proposal with product offerings
a. Multiple panel size, controller, and source options Yes
Options
13. As far as options/add ons go.. are you interested in those?
Yes, we are interested in options/add ons.
14. Per section 5 of the SOW document,it seems we need to provide pricing for these as well. Is that correct?
No vendors for generators will be on the contract as well and they will be a separate purchase
15. Regarding the "Maintenance and Repairs” line item in the schedule and the description in Section 3.3 of the SOW document, A. Is your “0002 Other Direct Costs ODCs:
Maintenance and Repair” considered a “bumper-
The government needs to be able to maintain and repair tobumper” coverage price and assumes the X- Ray System price in 0001 is without any “warranty, maintenance and repair”?
B. In this section, “... a separate list of component parts.” - is this a listing of all potential spare add-on parts? For example, if someone would like extra spare batteries.
C. Also, in this section, the “Not to exceed:
$50,000.00” - does this mean you can’t spend more than $50,000 in that year on maintenance and repairs or the price per unit can’t exceed $50,000.
equipment as needed. We are allowing vendors to respond with their terms.
Yes spare parts and accessories would be listed here
We estimate a limit for ODC’s for the year since it’s not determined how much it would be for repairs and maintenance based on the number of systems that Government would have.
