About this file
This document is an Addendum to an Invitation for Bids (IFB) issued by the Virginia Department of Transportation (VDOT) for the construction of a Combo Building and Equipment Storage Building in Haynesville, Virginia. The project includes earthwork, stormwater management, site utilities, paving, fencing, and other appurtenances. The original bid due date was February 14, 2024 at 2:00 PM, with a pre-bid meeting held on January 24, 2024. This Addendum extends the construction time from 270 calendar days to 330 calendar days, clarifies the undercut and backfill requirements, and confirms the door and window specifications. It also addresses questions related to wage determinations and quality control responsibilities.
The document indicates that the Owner will cover the costs of independent quality control, testing, and inspection for earthwork and utilities excavation and backfilling. Contractors are required to provide additional testing, inspections, and quality control items as specified in the contract documents, beyond what is listed on the CO-6b form.

ADDENDUM NO. 01
DATE: January 30, 2024
RE: Virginia Department of Transportation Haynesville Combo Building & Equipment Storage Building Project Code: 501-18041-045 Information for Bid (IFB) Number: 158563
This addendum herein supplements, modifies, changes, deletes from or adds to the original bidding documents for the project listed above and is herein made part of the contract documents.
Drawings and General Provisions of the Contract, including General and Supplementary Conditions, shall apply to items incorporated in the Addendum.
This Addendum consists of 3 pages.
PRE-BID QUESTIONS:
1. QUESTION 1: The bid form indicates the time for substantial completion is 270 calendar days from the time of commencement as specified in the Notice to Proceed. We stipulate this is NOT enough time for construction.
Long-lead fabrication times for materials and equipment (ie: ground-face masonry units, structural steel fabrications, electrical panels, electrical generator, and transfer switch, etc.) are subject to manufacturer's production schedules and delivery times cannot be confirmed until after the submittals are actually approved by the architect and owner. Additionally, since this project consists of two separate buildings, we anticipate production schedule for same trades per building will be staggered. Subsequently, will believe a reasonable time for construction would be not less than 330 calendar days from commencement (mobilization on site) and assuming all permits have been released.
QUESTION 1 RESPONSE: Since time is of the essence, the contract time will be extended near the end of the project if it is found that lead times could not be accommodated within the established 270 calendar days. A listing of all submittals associated with anticipated long lead time items must be provided to the Architect/Engineer Project Manager for review within 7 days after receipt of the Notice of Award. Upon approval of the submittal listing, the Contractor shall provide submittals pertaining to anticipated long lead items to the Architect/Engineer Project Manager within 30 days for review and approval. Submittals shall be provided in accordance with Section 24 of the General Conditions of the Construction Contract (CO-7) and Section 013000 of the project specifications.
2. QUESTION 2: General Structural Note 1 on Sheet A001 indicates undercutting soils 2 feet below slab on grade subgrade elevation and replace with properly compacted approved structural fill. Please clarify the following:
January 30, 2024
A. This undercut and backfill is in addition to the uc/bf quantities included on the bid form.
B. This uc/bf is ONLY for the Combo Building.
C. If the 2’ undercut is from the underside of concrete slab or underside of porous fill.
QUESTION 2A RESPONSE: The referenced undercut and backfill is to be included in the base bid, and thus is in addition to the undercut and backfill unit quantities and associated costs included on the bid form.
QUESTION 2B RESPONSE: The 2’ undercut and backfill is for both the Combo Building and the Equipment Storage Building. Per note under FOUNDATION section of the STRUCTURAL GENERAL NOTES on Sheet S201 (EQUIPMENT STORAGE BUILDING): “UNDERCUT SOILS 2 FEET BELOW SLAB-ON-GRADE SUBGRADE ELEVATION
AND REPLACE WITH PROPERLY COMPACTED APPROVED STRUCTURAL FILL.”
QUESTION 2C RESPONSE: The 2’ undercut is from the underside of the concrete slab.
3. QUESTION 3: Key Note 1 on Sheet A001 changes front door and window configuration whereas the aluminum window is changed from Type F to Type A. Please clarify whether revised door and frame 101 is aluminum storefront or hollow metal.
QUESTION 3 RESPONSE: Per note on Partial Building Elevation 2 on Sheet A001, Door 101 is to be aluminum storefront. The associated door frame is also to be aluminum storefront, as it is part of the aluminum storefront system.
4. QUESTION 4: The VA Wage Determination Decision for Richmond County is lacking wages for relevant trades.
Please add the following trade wages (Labor Classifications) to the Wage Determination Decision to ensure that proper pricing is provided for the project. The additional trades requiring wages are as follows:
1.Bricklayer 2.Ironworker, Reinforcing 3.Ironworker, Structural and Ornamental 4.Laborer: Mason Tender – Brick 5.Laborer: Mason Tender – Cement/Concrete 6.Laborer: Pipelayer 7.Painter
QUESTION 4 RESPONSE: When the additional wage rates were requested from the DOLI Division of Labor Law, they responded that the Contractor may request additional rates be added to the wage determination once the project has been awarded to a Contractor and the project is live. At that time, the Contractor begins this process by submitting a Request for Additional Wage Classification form, which begins a conformance review. The result of the review will be acceptance, acceptance with changes, or denial of request.
5. QUESTION 5: Please confirm that the owner will retain responsibility for and cover the costs of independent quality control, testing, and inspection for this project specifically for earthwork and utilities excavation and backfilling.
QUESTION 5 RESPONSE: The CO-6b form included in Appendix B of the project manual identifies which inspections, tests and quality control line items are provided by the Owner, A/E of Record, Project Inspector and/or Contractor/Supplier. Testing, inspections, and quality control line items indicated to be the responsibility of the Owner’s Test Lab and of the Project Inspector are the responsibility of the Owner. As indicated, some testing, inspections and quality control line items are provided by both the Owner and the Contractor. The
January 30, 2024 contract documents may require the Contractor to provide additional testing, inspections and quality control items that are not listed on the CO-6b.
