About this file

This is a rental specification document issued by the Illinois Department of Transportation, Bureau of Business Services, for the lease of self-propelled, dual-engine, mechanical street sweepers for District 1. The agency is seeking to lease street sweepers for a seven-month term in fiscal year 2026. The specification details a single unit featuring a dual-engine design mounted on a cab-style truck chassis with a minimum Gross Vehicle Weight Rating of 19,500 pounds. The sweeper must include a rear-mount main broom with a minimum 34-inch diameter and 58-inch length, dual gutter brooms with steel wire bristles extending at least 12 inches beyond the front chassis tires, a hydraulically-operated conveyor system, and a dirt hopper with a working capacity of at least 4 cubic yards and material volume of 3.2 cubic yards with a lifting capacity of no less than 9,300 pounds. Additional required components include a water spray system with a minimum 200-gallon capacity, backup camera system with integrated rear sensors, LED warning light bar, and automatic lubrication system. The specification requires all equipment to be delivered fully operational and serviced, with any defects addressed within 72 hours of in-service. All bidders must acknowledge compliance with the specifications and submit descriptive literature with their bid response.

The specification does not provide explicit pricing terms, set-aside information, or funding amounts in the document. However, the vendor is responsible for all delivery, pickup, maintenance, service, and warranty repairs throughout the rental period at no additional cost to the Department. If a machine cannot be repaired within 72 hours, the vendor must provide an equal replacement unit at no additional charge. The successful bidder must provide operator instruction by qualified factory or dealer personnel for a minimum of three hours covering safety, operation, routine service, and daily maintenance for two Department-assigned personnel. All equipment must comply with current Federal, State, ANSI, NEMA, and OSHA safety standards, and bidders are advised that deviations from specifications to achieve extremely low prices will not be acceptable. The specification was revised in March 2026 and notes that changes have been made since the last solicitation issue.
