About this file
This specification document outlines requirements for self-propelled, 4-wheel, dual engine, mechanical street sweepers for the Illinois Department of Transportation (IDOT), specifically for District 8. IDOT is seeking bids for the one-time purchase of five street sweepers across multiple districts (D1, D4, and D8). The specification calls for conventional cab units equipped with dual engines, mechanical broom systems, and elevating dirt hoppers designed for DOT maintenance operations. Each sweeper must feature a minimum 10-foot sweeping path width, a minimum 4.5 cubic yard operating load capacity hopper with 3.3 cubic yard usable capacity, and dual gutter brooms with a minimum 42-inch diameter that sweep at least 12 inches beyond the front chassis tires. All units shall include comprehensive instrumentation, safety features compliant with Federal, OSHA, and ANSI standards, and auxiliary cameras for sweeper functions in District 8. The specification requires all equipment to be delivered fully operational with defects addressed within the first 30 days of in-service, and bidders must demonstrate their ability to provide service after purchase through authorized dealer networks.
The specification mandates manufacturer's standard warranty covering one full year on the entire sweeper from the in-service date and a minimum two-year warranty on chassis and chassis engine components. All defective parts and workmanship shall be corrected at no cost to the State during the warranty period. Successful bidders must submit copies of all operator manuals, parts lists, warranty information, and service or shop manuals at delivery, and provide classroom-type instructional training for three designated personnel for a minimum of four hours covering safety, operation, routine service, and daily maintenance. Bids will only be accepted from established manufacturers or their authorized dealers, who must provide documentation of authorized service locations and commit to supplying all product quantities required for contract fulfillment. Bidders must acknowledge the specification requirements and provide descriptive literature with their bid responses. The specification emphasizes that deviations from stated requirements to obtain lower prices will not be acceptable, and "or equal" submissions must prove equivalency through demonstrated suitability for intended use.
