About this file
This document contains special requirements and instructions for an RFP for contingent workforce services issued by Harris County and the Harris County Toll Road Authority (HCTRA). The RFP seeks staffing solutions for temporary and contingent workers to support Harris County operations, with services commencing on or about June 1, 2026, and continuing for an initial term of one year. Vendors must submit proposals via the Bonfire platform or in hardcopy format to 1111 Fannin, 12th Floor, Houston, TX 77002 by the deadline specified in the Bonfire opportunity posting. Proposals must be organized into seven sections: transmittal letter, scope of service/narrative, pricing information, organizational information and qualifications, legal documents, miscellaneous information, and M/WBE utilization documentation. The RFP evaluation process occurs in multiple phases, beginning with a pass/fail assessment of the Contingent Workforce Questionnaire, followed by Phase Two evaluation based on staffing and resources (20%), qualifications and experience (30%), service plan (10%), and pricing (30%), with selected vendors advancing to present their capabilities in a 30-minute interview/presentation (10% of evaluation). Harris County intends to award contracts to up to ten vendors based on final evaluation scores, with all ties at the final awarded rank included in the award pool.
Pricing proposals must include an all-inclusive markup percentage applied to contingent workers' base pay rates that covers profit, payroll taxes (FICA, FUTA, SUTA), workers' compensation insurance, general liability insurance, administrative overhead, and all indirect costs, with vendors receiving the lowest average markup receiving the highest marks. The RFP establishes a 26.60% M/WBE utilization goal; vendors unable to meet this threshold must demonstrate good faith efforts. Vendors must provide a minimum of six references from similar engagements within the past ten years and demonstrate compliance with all applicable licensure and certification requirements. Harris County reserves the right to terminate negotiations with any vendor unable to agree to contract terms and may conduct site visits to vendor client locations. All invoices must be submitted monthly in Harris County's approved format with correct purchase order numbers; invoices submitted more than 60 days after service delivery will not be honored. Vendors may face probation, suspension, or contract termination for failing to meet performance standards, provide qualified personnel, maintain required insurance, submit accurate invoices, or comply with Harris County procedures, with probation periods lasting three to six months based on the offense.
