About this file
This Service Level Agreement (SLA) document outlines performance expectations and liquidated damages provisions for contingent workforce staffing services provided to the Harris County Toll Road Authority (HCTRA) beginning June 1, 2026, for a one-year term. The vendor shall recruit, screen, and place qualified personnel to support HCTRA's call center and image review operations, including customer service and violation enforcement collections. The agreement establishes two tiers of key performance indicators: Tier 1 vendor-level metrics requiring a 5-business-day time-to-fill, 95% fill rate, 2-business-day replacement time, 10% maximum 90-day attrition rate, 100% onboarding compliance, 2% maximum no-show rate, and 3-business-day corrective action response time; and Tier 2 individual staff performance metrics including 98% punctuality, maximum 2 unexcused absences monthly, 90% shift adherence, and 85% quality assurance scores. Detailed productivity and quality expectations are specified across four operational divisions—call center, violation enforcement collections, EZ TAG storefronts, and back office services—with ramp-up timelines from 30 to 180 days, as well as image review production tasks with hourly and daily KPI targets and 99% minimum accuracy goals.
The agreement establishes liquidated damages provisions capped at 10% of quarterly contract value, with specific penalties ranging from $250 to $1,000 per incident for failures including late fills, missed replacement timelines, day-one no-shows, incomplete onboarding, excess attrition, noncompliance with background checks or training, and delayed corrective action responses. Vendor performance shall be monitored through weekly staffing dashboards, monthly staff performance summaries, and quarterly business reviews, with all liquidated damages deducted from vendor invoices or paid within 15 business days. The vendor must maintain an incident log and implement corrective actions within 3 business days of written notice, with repeat noncompliance subject to contract review and potential remedies.

• Onboarding Compliance: (Employees Fully Onboarded on Day One / Total New Hires) *
• No-Show Rate: (Number of No-Shows / Total Scheduled Starts) * 100
• Corrective Action Response Time: (Date of Resolution - Date of Written Notice) in
Business Days
• Shift Adherence: (Total Time on Shift / Total Scheduled Time) * 100
