About this file

This is a Special Instructions to Vendors document for Broward County's open-end contract establishing a Qualified Vendor List (QVL) for Information Technology (IT) Security and Compliance Consulting Services, managed by the Enterprise Technology Services Division (ETS) and available to various Broward County agencies. The solicitation seeks qualified vendors across eight service categories: Payment Card Industry (PCI) Services, Health Insurance Portability and Accountability Act (HIPAA) Services, Information Technology Audit Services, Cyber Security Penetration Testing Services, Cyber Security Incident Response (CIR) Services, Public Safety Network and Systems Audit Services, Information Technology Project Management, and Cyber Security, Risk, Regulatory, Technology Managed Services. The contract is indefinite quantity with no guaranteed minimum, issued on an as-needed basis through individual purchase orders and Work Authorizations. The initial contract term runs five years from the date of award, with the Director of Purchasing authorized to renew for five additional one-year terms subject to vendor acceptance and satisfactory performance. Multiple vendors will be included on the QVL, with vendor selection based on qualifications documented in the Category, Certification, and Disciplines Worksheet, including relevant licenses, certifications, specialties, and experience for individual projects.

Category 7 (Information Technology Project Management) is reserved exclusively for Broward County Business Enterprise (CBE) firms, though CBEs and non-CBEs may respond to the solicitation and compete for other categories. No guaranteed minimum quantity, price adjustment, escalation clauses, licensing requirements, permits, fees, allowances, prevailing wage rates, liquidated damages, or grant/state/federal funding applies to this solicitation. Vendors must submit all required documentation electronically through BPRO and complete the Category, Certification, and Disciplines Worksheet without alteration, deletion of rows or columns, or conversion to PDF format. Vendors must submit proof of certifications with their response or within three business days of the County's request, or risk being deemed non-responsive. The County follows a structured QVL procedure whereby using agencies identify projects, prepare evaluation matrices based on vendor qualifications, request County approval, and then negotiate with selected vendors or issue quotation requests to the most qualified pre-qualified vendors, with awards going to the lowest responsive and responsible bidder in tie situations.
