About this file
This is a Domestic Partnership Act Certification form required by Broward County, Florida for vendors responding to an Information Technology (IT) Security and Compliance Consulting Services solicitation. The open-ended contract seeks qualified vendors for a pre-qualified vendor list to provide IT security and compliance consulting services on an as-needed basis to the Enterprise Technology Services Division and various other Broward County agencies. All vendors submitting proposals for contracts valued over $100,000 must complete and submit this certification form at the time of solicitation submittal or within three business days of the County's request, with failure to comply resulting in nonresponsiveness or ineligibility for applicable tiebreaker consideration. The solicitation is open to all vendors, though Category 7 (Information Technology Project Management) is reserved for County Business Enterprise (CBE) firms.
The Domestic Partnership Act Certification requires vendors to certify their compliance status with Broward County Code of Ordinances Sections 16-150 through 16-165, which mandates that vendors provide domestic partnership benefits equivalent to spousal benefits for contracts exceeding $100,000. Vendors must select one of four primary compliance options: current compliance, commitment to comply at contract award, non-compliance, or qualification for one of six enumerated exceptions including employers with fewer than five employees, entities not providing spousal benefits, governmental entities, religious organizations, those providing cash equivalents, or vendors whose compliance would violate federal or state law. Vendors claiming exception status must provide supporting documentation as specified. The form requires vendor name, authorized signature, printed name, title, and date, with the certification form dated September 9, 2024.
